This correspondence provides additional information and suggestions about the application . I am not opposed to one or more subdivisions to the west of the existing subdivisions . More and more people are moving to this area , and they need a place to live . Each new subdivision affects the surrounding subdivisions and should be planned in such a way as to minimize those impacts . Residents of the two subdivisions to the east are concerned about the volume of traffic from the new subdivision on residential streets and testified to that fact . People, including me , will take the most convenient/timely path to their destination . The Dayspring development only provides one independent road out of the subdivision , the collector street to Ustick Road . This means that people who want to go shopping or receive medical and other services from places south of Ustick ( which would be the vast majority of trips ) are going to take residential streets through existing subdivisions to reach Black Cat/Cherry via Charles St . There is no other alternate exit that people would use to go south and /or east . No one is going to drive north and then take another street south if their ultimate destination is south . I don ' t have access to traffic models, but it is pretty obvious that several hundreds of cars will be traversing these residential streets to reach Charles Ave every day, long before the subdivision is significantly completed . The Dayspring development collector street runs north/south and terminates at other property on the southern edge of the subdivision . Google Maps seems to indicate that there are multiple properties with north/south property lines at the southern border of the subdivision . In my testimony, I suggested requiring the developer to purchase or trade land with the property owners to the south so that the collector street will provide easy access to Cherry Lane , which would eliminate almost all of the traffic through bordering subdivisions . The closing statement of the developer representative included comments that the developer was connecting to all of the existing street stubs as required and implied that the significant fallout from the traffic is the neighboring resident 's problem , not theirs to prevent . I am asking that the City Council deny the proposed application until such time as the plan requires and includes extending the collector street south to Cherry Lane . I don ' t know if this is allowed , but another option could be approval subject to purchasing or obtaining a right of way to Cherry. I would even be willing to testify in favor of this subdivision if this requirement is imposed .
