RE: Narrative — Preliminary Plat Approval; Proposed Modification to
Development Agreement; & Rezoning Application for Farrington Heights
Subdivision

On August 21, 2022, Cecyle Brock' acquired the real property located at 1100, 1130
and 1180 E. Pine Ave, Meridian, ID 83642 previously owned by Opal C. Farrington
("Property"). The Property is subject to the existing Development Agreement between
the City of Meridian and Opal C. Farrington, recorded May 31, 2001 as Instrument No.
101052483 ("Development Agreement"). The Development Agreement incorporates
those certain Findings of Fact and Conclusions of Law and Decision and Order
approved by the City Council on August 15, 2000.2
Jessica Heggie ("Applicant") is committed to developing the Property consistent with
the conditions set forth in the Development Agreement, Applicant does however, seek
modification to rezone 4.68 acres of the Property. The Property is presently within a
medium low-density residential district (R-4), and Applicant seeks 4.68 acres be
rezoned to a medium high-density residential district (R-15). The anticipated lot size
resulting from the development will range between 2,800 — 3,500 square feet, and
include a proposed gross density of 7.69. Upon completion of the rezoning, the
proposed development will meet the minimum dimensional standards of the R-15
district.
In accordance with Section 11-3G-3 of the City of Meridian zoning code, no open space
is required for parcels less than 5 acres. As the proposed development will consist of
parcels less than 5 acres, no open space is proposed. Notwithstanding, the proposed
development includes three (3) common lots totaling .47 acres to accommodate
drainage and irrigation equipment, as well as two trees for aesthetic purposes.
As shown on the Farrington Heights Subdivision Preliminary Plat, the proposed
development incorporates three (3) existing single-family residences, plus an additional
33 new residential building lots for a total of 36 lots within the Subdivision. Applicant is
not requesting any variances in connection with this application.
It is Applicant's understanding that in lieu of amending the existing Development
Agreement, the City of Meridian will require a new development agreement pursuant to
Idaho Code § 67-6511A to be entered into among Cecyle Brock and the City of Meridian
upon City Council's approval of the rezoning application, with such development
agreement superseding and replacing the existing Development Agreement.
