Broadway Avenue, Meridian, ID 83642 Phone 208-884-5533  Fax 208-888-6854  www.meridiancity.org June 16, 2025 TO: Sonya Allen, Associate Planner CC: Bill Parsons, Current Planning Supervisor FROM: Hether Hill, Long Range Associate Coordination Planner RE: H-2024-0071: Pine 43 Mixed Use Subdivision - ALT, AZ, CUP, MDA, PP, RZ CUMULATIVE IMPACTS ON SCHOOLS The proposed residential development application is located at S1108233651, S1108233755, S1108233850, S1108233950, S1108233995, S1108234011, S1108234051, S1108244538, S1108325455 and S1108325470. This section of the memo looks at cumulative impacts over a broad area and provides entitlement data in areas affected by the subject application. The following information is intended as a reference, rather than a decisive tool, and serves to forecast the number of school-aged children, enrolled in both public and private schools, using city-wide census data. To date and within the last five years, there have been 740 entitled units (49 single-family and 691 multi-family) approved within a 1-mile radius of the project location resulting in approximately 442 school-aged children. Note: Total units derived from enterprise data for preliminary plats and unrelated conditional use permits in the last 5-years. This data reflects approved projects only and excludes pending applications, including the subject application. American Community Survey 5-year data is used to determine persons per household and enrollment by grades for public and private schools. 205 107 129 442 180 98 117 394 26 10 12 48 - 100 200 300 400 500 Elementary Middle High Total Forecasted Students Based on Entitlements Total Students Public Private Exhibit A West Ada School District STUDENT GENERATION RATES West Ada School District (WASD) uses a Student Generation Rate (SGR) to determine what impact future development will have on enrollments. Based on the submitted application materials, the proposed project will contain 30 single-family units and 874 multi-family units (270 units of which are proposed as part of the Conditional Use Permit application and 604 units which are proposed to be vertically integrated above ground floor commercial). Pine Avenue transects the project and subsequently, the project may impact two separate school boundaries – River Valley Elementary, north of Pine Ave., and Meridian Elementary, south of Pine Ave. Without knowing exactly how many units will be in each school boundary area, staff has calculated SGR for each using the total number of units (table below). These calculations result in a range of approximately 185-191 school-aged children across all grade levels. The proposed project is within the following school boundaries, currently, and approval of the project may affect enrollments at these schools: School Boundary Areas 24-25’ Enrollment Architectural Capacity Program Capacity Meridian Elementary 468 650 600 River Valley Elementary 468 700 600 Lewis and Clark Middle 899 1000 - Centennial High 1754 1900 - SGR Total Units Development Area Zone Single Family Multi Family Total Single Family Total Multi Family Estimated Students Architectural Capacity Program Capacity Meridian Elementary 0.51 0.2 30 874 191 650 600 River Valley Elementary 0.32 0.2 30 874 185 700 600 Note: Student Generation Rates are calculated in reference to the designated elementary school within the subject property’s associated development area zone. This information is intended as a reference, rather than a decisive tool. Exhibit A HISTORICAL ENROLLMENTS The following table includes historical student enrollment data for schools, within a two-mile radius, that may be affected by future school boundary changes: Notes: • Attendance data per Idaho Department of Education 1. WASD also provides current and historical enrollment data: https://www.westada.org/page/district-data • Projects can be built in phases and full impacts not immediate. • Architectural Capacity – the capacity established at the time a school is designed based on the number of general education classrooms in the building. 2 1 https://www.sde.idaho.gov/finance/ 2 https://www.westada.org/page/facility-plan/ Development Area Zone 2024-2025 Enrollment 2023 - 2024 Enrollment 2022 - 2023 Enrollment 2021 - 2022 Enrollment 2020 - 2021 Enrollment Discovery Elementary School 417 478 463 491 403 Joplin Elementary School 241 245 266 270 226 Meridian Elementary School 468 436 447 440 401 Pepper Ridge Elementary School 471 504 514 542 457 Peregrine Elementary School 483 454 426 469 390 Ponderosa Elementary School 415 434 428 464 405 Prospect Elementary School 456 495 532 543 501 River Valley Elementary School 468 475 428 453 392 Siena Elementary School 565 605 653 657 562 Ustick Elementary School 389 369 354 378 376 Heritage Middle School 1009 1040 1066 1049 1039 Lewis and Clark Middle School 899 859 881 887 851 Lowell Scott Middle School 779 797 806 840 799 Meridian Middle School 961 956 1076 1095 1028 Sawtooth Middle School 829 815 893 922 903 Victory Middle School 1075 1056 1047 985 875 Centennial High School 1754 1780 1941 1959 1881 Meridian High School 1781 1827 1785 1761 1876 Mountain View High School 2479 2537 2469 2373 2261 Owyhee High School 1887 1816 1781 1458 0 Rocky Mountain High School 1868 1916 1922 1984 2413 Attendance Exhibit B
