Caleb Hood, Deputy Director Community Development Services Meridian City Hall RE:Apex Phenomenal Final Plat Dear Mr. Hood: Enclosed is the Final Plat Application for "Apex Phenomenal", which is the first and only final plat for the "Apex Phenomenal Pre-Plat". Another preplat will be submitted in the future for the east portion of the site to develop. Apex Phenomenal consists of 64 residential lots and 11 common lots in the R-15 zone, plus a future lot for redevelopment. The total acreage of the plat is about 16.16 acres, with 7.94 acres to be developed at a later date. About 2.27 acres of qualified open space is provided, or 27.6%. We propose to construct this portion of"Culmination" as a private street. This is appropriate given its limited function: it will serve only homes accessed via private alleys and, in the future, Lot 76. The development plan for Lot 76 is not yet determined, but we do not it will have no access to Lake Hazel Road, Sublimity Avenue, or Phenomenal Street other than via Culmination. All internal circulation will occur through private alleys, with no public through-access. Designating South Culmination as a private street ensures clarity for the public and emergency services that they are entering a private, limited-access street network with no outlet. Statement of Conformance This final plat is in full conformance with the uses and layout approved by the preliminary plat and meets all requirements and conditions of approval. This plat is in conformance with the UDC, acceptable engineering, architectural and surveying practices, and local standards.
