I am writing to express my feelings on the proposed location and build of the 2nd In and Out location in
the valley. I fully understand the desire to have the best and highest traffic areas for a new location. It
helps the promise of success. We have recently learned, from the first launch of the virgin location in ID,
that the name itself brings traffic and a high degree of promise of its own.
I am strongly opposed to the proposed location near the Meridian Costco. I live less than 1.5 miles from
that parking lot, and all my pharmacy supplies are purchased there. That entire lot, regardless of exit and
entrance is already over congested. Add in peak visit times to Costco, such as lunch breaks, dinner
breaks, and weekends, combine that with a fast food chain that can practically rival Costco in traffic
creation (not 100% true, but I think my point is clear), I personally feel we will be creating another Eagle
Rd and Fairview congestion spike in an area whose infrastructure and thoroughfares cannot, and due to
location and current developed zoning, never will be able to support the influx. Add in the residential
growth and small business growth and the nightmare continues to expand.
I am all for a free market capitalism approach to business. Therefore, I am not without my suggestion for
an alternative solution. The freeway exit of 10-Mile is Ideal. There are many apartment locations and
hundreds of thousands of vehicles that pass by the entire area from freeway to Pine street on a daily

basis. That stretch of infrastructure has already been developed and future planned for such traffic, and
is not so over developed that future state cannot be adjusted as traffic patterns inevitably change.
The insistence of In and Out to try and force its way into the Costco parking lot is shortsighted and
focuses on the now for them, without considering the desires of the very people they are trying to entice
to their establishment. 10-mile is not an out of the way location. The recent developments of Scheel’s
and other business and apartments makes it a strong location, plus the freeway traffic is near by and will
add additional revenue. Not to mention there is not a burger location within 1-2 miles of that location.
They will have prime consideration from those South of the freeway as well as immediately north.
In summary, it is my belief that the current proposal, if allowed to pass, will not only frustrate traffic flow,
it will alienate many Meridian voters, businesses, as well as those who use Chinden as their main
thoroughfare to Nampa and Caldwell. The traffic will not just be a problem, it will become a huge issue at
that 3 way intersection and within that already nightmarish parking lot environment. The road-rage,
accidents, and total dissatisfaction will be a crescendo that will rival, if not exceed, the squeals of delight
of those who prefer their food and want a location there.
