Hi Kerellos,
Thank you for your call earlier. As we discussed, standard ACHD policy will apply to Bright
Angel Avenue if you legally have access to the road from your property. If access to Bright
Angel Avenue is available,ACHD would prefer access is taken from it rather than Locust Grove
Road. As part of this, I would expect that you will be required to complete the eastern side of
Bright Angel Avenue, including pavement, curb,gutter, and sidewalk.
ACHD has fewer restrictions for driveways on local roads compared to arterials and
collectors. To help guide your design process, our requirements for driveways on local streets
are available here under Section 7207.4.1:

Hi Sam,
This sliver(small) parcel will be owned by the church (Attached is the Vesting Deed for this property),
and we don't have any problem to maintain access from the Bright Angle Avenue only.We can also
dedicate right-of-way"two feet" behind the back of sidewalk abutting Locust Grove Road.
Is there any dedication required along Bright Angle Ave.? Please let me know your thoughts.

Hi Jill,
don't believe the buffer parcels are described in the legal descriptions you sent me, although
you will want to verify this with your surveyor. To my knowledge, both buffer parcels are
privately owned property, so you will need to reach an agreement with the owners to utilize
them. If possible,ACHD would prefer you take access from Bright Angel Avenue rather than
Locust Grove Road.

To add,the Buyers intention is to have the only entry/exit drives off of Bright Angel.
1) Is the reflected "buffer parcel"the small parcel reflected in provided legal descriptions?
2)Any restrictions for that buffer parcel?
3)Are they included within required set back amounts?
4) Can an entry/exit drive go through the buffer zone onto Bright Angel?

Hi Jill,
Thank you for your call. Based on ACHD policy,which requires sidewalks to be located
entirely within or outside of the right-of-way, I would expect ACHD to condition dedication of
right-of-way to two feet behind the back of sidewalk abutting Locust Grove Road. There are
also two atypical buffer parcels between the parcels and Bright Angel Avenue,which may
prevent you from taking access from that street if an agreement is not reached with the
property owners. I've called out both in the attached PDF.

Nice to speak with you. My clients are purchasing the bare land at 4379 N Locust Grove Rd.
Meridian.
In the midst of seeking approvals from the city of Meridian,we have been asked by the city
planner whether ACHF is requiring a right way for the smaller parcel of their purchase.
Attached are the legal descriptions of the larger parcel and also the smaller parcel. Can you
please let us know as soon as possible if ACHD has any right of way
restrictions for this land, either parcel?
