RE: Daysprings Planned Development H-2024-0070 Planning and Zoning Committee Members: 3 On June 5th, you will consider a development that will directly impact our neighborhood. We live in the Autumn Faire subdivision immediately adjacent to Seasons Park. Our property will be joined on both the west and south sides by the proposed development. We have attended every meeting held by Toll Brothers/ESI in the past three years and are invested in seeing a quality product at the end of this process. Initially, we would like to commend the developers for listening to neighborhood concerns at these meetings. The current proposal contains significant improvements over the previous two versions and reflects at least some of our neighborhood concerns. This speaks well for their efforts and is acknowledged and appreciated. However, we still have some concerns that have not been given adequate attention. First, the two entrances via Tricia Way on both the north and south points into Autumn Faire are a high level of concern for us. We have lived in this home for seven years and we are intimately acquainted with the use of Seasons Park throughout the year. (The Meridian Parks department does an excellent job of caring for this park.) It has high and consistent use. From soccer groups to dog walkers to ultimate frisbee groups to church groups to family groups to regular play groups and on and on, the park is used all the time. Parking often exceeds the lot provided near the playground and basketball court area and the no-parking signs are continually ignored. Children are often darting across the street to parents’ cars and we in the neighborhood are vigilant about keeping speeds low. However, people outside the area are not likely to realize how dangerous this can be. We have requested, and again request here, that some type of effective traffic calming measures be employed at both new access points on Tricia Way. We do not want a tragedy in our neighborhood. Simply posting speed limit signs is not an effective enough alternative and we would like to see this requirement put in writing. Second, we on the west side of Tricia Way are extremely appreciative of the current lot sizes that will abut our properties. Creating like lot sizes shows the proper respect for our property values and we are grateful. It is only fair that this be done in exactly this way. We do request that the same consideration be given for those of us whose properties abut the south side of the development. For example, two small lots will be directly across from our property on the south side and this doesn’t seem right. If that south area is supposed to be the larger “luxury” homes section of the development, surely creating corresponding lots equal to existing lots would be appropriate. We request that this be done. We know there are many considerations when new developments are proposed. Traffic and respect for existing homeowners and their property values should certainly be among the most significant concerns addressed. 4 Again, we appreciate the efforts of ESI and Toll Brothers to create a quality development that will impact our experiences in this area of Meridian. We also count on the wisdom and judgment of both the PZ Commission and the Meridian City Council to protest and represent current citizens and homeowners.
