Planning and Zoning Committee Members I have some concerns about the traffic impact on the Autumn Faire and Turnberry Subdivisions from the proposed Daysprings subdivision. I have attached my concerns and issues on the Impact Study for this project, and would like to thank you in advance for your consideration of my comments Don LaFever donaldlafever@gmail.com 2523 N Tricia Way, Meridian Planning and Zoning Committee Members Meridian City Project #: H-2024-0070 DAYSPRINGS SUBDIVISION After reading the TRANSPORTATION IMPACT STUDY FOR THE PROPOSED DAYSPRINGS SUBDIVISION, I believe this study did not fully reflect the possible traffic issues for the Autumn Faire and Turnberry subdivisions. The main concern is the high possibility of a large influx of vehicles passing through our community to avoid traffic issues in Daysprings. The Daysprings Development, consisting of 517 residential lots, is proposed to have two arterial access points (McDermott Rd and Morgan Grove AKA Daysprings Way?) directly from their subdivision into a major arterial (Ustick Rd). McDermott Road will have a signal but only one designated lane will turn left toward the future SH-16. Morgan Grove is proposed to be a single lane with no signal. The southern portion of Daysprings will have two traffic access points through the Turnberry Development unto Black Cat Road. Issues with the Impact Study are as follows: 1) INPROCESS DEVELOPMENTS SECTION: No inprocess developments outside of the Dayspring and Spring Day Developments were included in the study per directions from the ACHD staff (Page 30 of report). I believe that the traffic impact of other proposed developments in the general vicinity should be addressed. 2) Although the IMPACT STUDY used the COMPASS Model to estimate traffic flow, it is not clear if that ‘Model’ accounted for a large (517) unit project with only two one-lane streets that will enter a high traffic thoroughfare (Ustick Road). The completion of SH -16 will be a magnet for commuters throughout this area utilizing SH-16 to get to the I-84. Traffic backup due to this configuration could force commuters to use tertiary streets throughout the Autumn Faire and Turnberry subdivisions. 3) TRAFFIC from the NE portion of the project onto Autumn Faire (Tricia way, Ridgeway and Willowside Ave) was not addressed. These streets are located adjacent to Daysprings and could be impacted if the single-lane routes from Daysprings into Ustick Road clog and push commuters to find alternate routes. 4) Overcrowding of Seasons Park, which has limited parking, was not addressed, although Daysprings will reportedly have two community areas which could mitigate this issue. A possible solution to help ease these traffic issues would be to have a four-lane street in the project along with a round-about at Ustick and Morgan Grove. Perhaps, at a minimum, a three-lane access onto Ustick road with a roundabout and a middle turning lane from Daysprings would help.
