Eagle Road Access Variance and Plat Note Vacation
Application
Attached is our application for the following:
o Vacation of a final plat note (note 6) on the plat of Porky Park, Subdivision
#1
o Variance for allowing construction of right-turn only in access to Eagle
Road
The two issues are related and the primary request is for construction of the
access to Eagle Road. Said construction requires approval of a variance and the
vacation of the final plat note.
The approval of the variance component of the application requires affirmative
findings to the following:
1. The variance shall not grant a right or special privilege that is not
otherwise allowed in the district.
2. The variance relieves an undue hardship because of the characteristics of
the site.
3. The variance shall not be detrimental to the public health, safety and
welfare.
Regarding item 1 above, we cannot think of any situation that specifically
conforms to this finding. If the request does not grant a right or special privilege
to a requirement of the code, no one could ever seek variances. We do know
that other accesses to Eagle Road exist. Therefore one can suggest that it is not

a unique situation and is not a special privilege. The reason for this request is
simple - to improve overall traffic safety and circulation in the area and to the
site.
The Idaho Transportation Department should hold the right to determine when
access to Eagle Road is appropriate and when it is not, especially where ITD
granted such access as consideration for a prior condemnation, as is the case
here. They have authority over control of access to their highway system. There
is history of an allowed access to Eagle Road from the site that appears to have
been extinguished without remedy.
The characteristics of this site create a hardship to the project. Although access
to Pine Street is currently the only access to the property, it is far from ideal.
Traffic signalization at the intersection of Eagle and Pine along with traffic control
medians in Pine require customers to navigate a maze of obstructions and other
traffic to visit the site. Although this corner may have excellent visibility, its
access is poor. The existing access creates an undue hardship on the site due
to the circuitous route that patrons must use to reach the site.
The construction of the restricted access to Eagle Road will improve traffic safety
and circulation in the area as set forth in the traffic study conducted for this site.
The access with the stacking lane south of the site will allow many customers to
enter the site without navigating the obstructions currently in place on Pine
Street. The proposed Eagle Road access will not allow vehicles to re-enter
Eagle Road. This access will enhance traffic safety and reduce intersection
delay at Eagle and Pine by 9.1 seconds or 13%. Please review our traffic
engineer's report that is enclosed on this matter.
Since the lot we own is the one impacted by the plat note, not other parties
should be impacted by is vacation.
Please advise of the meeting date for our application.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a

Attached is a transportation impact study to evaluate the traffic characteristics of the
proposed Jackson's Convenience Store access on State Highway 55 at Pine Street in
Meridian. Significant findings of the study support approving an access permit as follows:
1. The project is estimated to generate 245 new trips/day at full buildout. The total
driveway volume is approximately 1530 vpd:
2. Access to the site is proposed from both Eagle Road and Pine Street. The Eagle Road
driveway will be restricted to allow inbound right-turn movements only.
3. State Highway 55 currently has a 5-lane arterial road section plus auxiliary turn lanes
at the Pine Street intersection, which will be adequate to accommodate traffic through the
year 2010 according to COMPASS projections.
4. Accident data for the adjacent highway segment indicate a crash rate lower than the
state average for intersection~related accidents.
5. Recommended improvements at the site driveway include a continuous 400-ft.
right-turn deceleration lane extending to the Pine Street intersection.
6. The level of service and traffic operations at the Eagle Road intersection will improve
as a result of the proposed auxiliary lane improvements.

PROPOSED DEVELOPMENT
Study Objectives
This study was initiated to assess the traffic impacts of the Jackson's Convenience
Store project and to evaluate the capacity of the adjacent road system to accommodate
the site-generated traffic. Dobie Engineering, Inc. (DEI) was retained by the developer to
perform this traffic study in accordance with ITD policy for a minor transportation impact
study.

The Jackson's C-Store project is a proposed convenience store with a building
area of 3,500 square feet plus an 1 a-position fuel island and car wash. The site is located
at the southeast corner of the Eagle Road (SH 55) and Pine Street intersection in
Meridian, Idaho. This project is expected to be fully developed by 2010.
Illustrated in Figure 1 is a site development plan showing the location of the
proposed improvements and the adjacent arterial roads.

PROJECTED TRAFFIC
Existing Traffic and Circulation
Eagle Road (SH 55) is a standard principal arterial operated by the Idaho
Transportation Department. The adjacent section has five traffic lanes and 9-ft. paved
shoulders. The posted speed limit is 55 mph.
Pine Street is an ACHD minor arterial with 3 traffic lanes and 4-ft. paved shoulders.
Adjacent to the site the posted speed limit is 50 mph.
The Eagle Road/Pine Street intersection is signalized with dual left-turn lanes on
all approaches and right-turn lanes for the north, east and west approaches.

Average daily traffic counts were made by ACHD staff, and peak hour turning
movements were measured by DEI. Figure 2 presents ~ summary of turning movement
counts for the project intersection during the PM peak period. Shown in Table 1 are the
daily traffic counts on the area streets.

Baseline Conditions
The capacities of the adjacent roadways and intersections were calculated for the
year 2010 without the site-generated traffic from the proposed development. These
calculations were made to establish baseline conditions from which to assess site traffic
) .
impacts. Traffic projections for the system streets were obtained from the COMPASS
Transportation Planning Model plus traffic impact studies prepared for the proposed
Pinebridge Subdivision (DEI), the Crossroads Shopping Center (DEI) and the proposed
Eagle/Pine Retail Center (Funkhauser).
The projected baseline capacities of the adjacent arterials are shown in Table 3.

Trip Distribution

Lane Geometry Analysis
i
The proposed right-turn deceleration lane geometry is illustrated on Figure 4. A
continuous 400-ft. right-turn deceleration lane on SH 55 plus a 550-ft. speed change
transition will provide both safe access. to the site and capacity improvements to the
arterial. The proposed site plan includes a 20-tt. radius curb at the Pine Street
intersection. This dimension will not interfere with the existing signal pole. A larger radius
will necessitate relocating the pole. Additional right-at-way will be provided to
accommodate the future relocation ot this pole.

Accident Occurrence
During the years 2000 through 2004 eight-two (82) accidents occurred on SH 55
near the site (MP 12.42 to MP 12.82). For this 1/2 mile road segment forty-two (42)
accidents occurred at or near the Pine Street intersection and forty (40) were
non-intersection related.
The current accident rates shown in Table 10 were estimated assuming average
daily traffic (ADT) of 40,000 vpd on SH 55.

highways with partial access control.

Approval of a variance in this case is supported by the following findings:

a. The continuous deceleration lane conforms to AASHTO design criteria.
b. Right-turn traffic movements at Pine Street will be made from a separate
turn lane. This enhancement should decrease rear-end collisions at the
intersection.
c. This intersection is not a high accident location.
Item #2: System Operation
1. The proposed approach improves the operation of the highway system.
a. The total approach delay at the Pine/Eagle intersection will decrease
from 67.7 seconds to 58.6 seconds.
b. The NB queue length will decrease 150 feet.
c. The traffic loading at the Pine/Eagle intersection will decrease.

ACHD Impact Fees
The site will generate 135 peak hour trips at full buildout. Approximately 84% will
be pass-by or diverted linked trips according to ITE criteria. The average trip length from
this site was estimated to be 5.46 miles with an average network factor of 0.35. (Source:
Meridian Crossroads Individual Assessment). These data indicate that an impact fee
reduction is appropriate for this project. A site-specific individual assessment will be
prepared following completion of construction.
