RE: HARCOURT SUBDIVISION
City of Meridian
City Clerk Office
Dear Mayor and Members of The City Council:
Since I may not be back in town in time to attend the hearing on Harcourt
Subdivision on Tuesday, February 27, 2007, I wish to offer the following
testimony for the record at said hearing:.
(1) My, name is Robert L. Aldtidge, 3300 Falcon Drive, Meridian, Idaho.
(2) My residence on Falcon Drive, where I have lived with my wife, Kim,
since 1985, comprises a little under five acres. of property. It is contiguous
to the proposed Harcourt subdivision along the easterly boundary of my
property and the westerly boundary of Harcourt Subdivision, as well as
partially along the, eastern part of my northern boundary.
(3) I have no objection to the proposed subdivisi'on, but do have two matters
that should be part of the requirements for the subdivision:
(a) A vinyl privaCy fence, six feet In height, and of uniform color and
texture throughout, should be erected along the entire boundary of
Harcourt Subdivision, except where such a fence would be
prohibited by law.
(b) The irrigation rights of my property (currently served by a pump'
in the McDonald Lateral, near Victory Road, at the far northwest
comer of the proposed subdivision, with a pipe from that pump
southerly, close to the westerly boundary of the proposed
subdivision, to the intersection of my property, the proposed
subdivision, and the property at the southeast comer of Victory and
Eagle Roads) must be preserved, including the current delivery
system unless an acceptable alternate system is provided in its
place. The problem existing in the proposed subdivision is that the
existing pump in the McDonald Lateral, in which I share ownership,
is only usable for, and my irrigation method is, six inch gated pipe,
but the proposed. subdivision will have pressurized irrigation.
Additionally, the location of the pump in the McDonald lateral
creates some design problems in the existing proposed layout of the
SUbdivision'; I have not yet been given any proposed method of
doing this by the engineer for the project The great majority of my
property is Irrigated by this system.
