Box 8028 • Boise, ID 83707-2028 Your Economic Opportunity (208)334-8300 • itd.idaho.gov May 20, 2025 Mike Maffia Preserve West Capital 5 Naranja Way Portolla Valley, CA 94028 RE:Centrepoint Apartments—Updated ITD Development Staff Report Dear Mike, The Idaho Transportation Department(ITD) has completed our review of the Centrepoint Apartments Traffic Impact Study (TIS), Updated Transportation Memorandum and application MDA H-2025-0009.The proposed development will be located at 3100 N.Centrepoint Way in Meridian, Idaho. Development Summary • The proposed development will consist of 213 multi-family apartments and a 9,600 square-foot commercial development. ITD Staff Requirements • Parcel S1105110120 is conditioned for the following: o Reconstruct the southbound right-turn lane on SH-55 providing direct access to E.Seville Lane to match the specifications listed below. ■ 270'storage length ■ 180'taper ■ The applicant must complete this mitigation prior to receiving a Certificate of Occupancy. o Additionally,the developer will need to demonstrate joint use of the E Seville Lane/SH-55 approach for Parcel S1105110120 and S1105110111. ITD will not grant access onto SH-55 for Parcel S1105110120. Right-of-Way Dedication • ITD will require Right-of-Way dedication along parcel S1105110120. ROW dedication will need to be equal to what is necessary to construct the above-referenced mitigation. Mitigation Funding • All mitigations will be the responsibility of the applicant. Permit Requirements • Once Civil Plans have been drafted for any work occurring in ITD's Right-of-Way,submit an access permit application via our online permitting tool here. o ITD staff will receive the application and all submitted supportive documents,which should include: ■ Civil Plans ■ Parcel Deed ■ Cross-Access or Access Easement, if applicable ■ Traffic Control Plan designed by a certified Traffic Control Supervisor o Access and Utility Permits ■ Both Access and Utility Permits, if required,for work being done in ITD ROW will need to be submitted for reviewed and approved by ITD staff prior to work beginning. 1 1DAH0 * * Your Safety • Your Mobility IDAHO TRANSPORTATION DEPARTMENT Ma : P.O. Notices • This report does not supersede or nullify any local land use requirements or legal property restrictions. Legal property restrictions include but are not limited to easements,access agreements,deed restrictions, plat restrictions, liens or other encumbrances. Removing, modifying,or establishing legal property restrictions is the responsibility of the developer. • This report does not constitute permit approval,or denial issued pursuant to IDAPA 29.03.42. • Any allowance for access/encroachment on a state highway granted in this report is subject to changes in requirements/restrictions,and removal in the future for reasons of safety, capacity,and other ITD planning efforts. ITD Staff Recommendations are intended to assure that the proposed development will not place an undue burden on the existing State Highway system within the vicinity impacted by the proposed development.
