Dear Commissioners:
We hereby_submit our opposition to the proposed Harcourt Subdivision per the above~referenced
applications :filed by Great Sky Inc. (the "Applicanf')) scheduled for hearing before the Commission
on November 2) 2006.
Because ourpropc;:rty: is, jnimediat~ly .adjacent to ~e SQU;1D;~ bo~dary ofilie proposed development,
and we are directly~pact(ld. by' thep~jc=ct) our opposition is based on the following:
1. The Applicant has requested R4 zoning for Ha:rcowt Subdivision. 'Such zoning is not
consistent with the City ofMeridian)s Comprehensive Plan which designates the subject
and SUlTOunding property as Low Density Residential zoning, or R-2 density. Moreover,
R~4 zoning is not oonsistent with the surrounding subdivisions of Golden Eagle Estates,
Dartmoor Subdivision, and Kingsbridge Subdivision.
2. On several ocoasions we have contacted the Applicant and its engineers, by telephone and
letter, to voice our c911Cems with the proposed development and attempt to work with the
Applicant to resolve these issues prior to coming before the P&Z Commission. To date
the Applicant has not addressed our concerns. Copies of our prior letters to the Applicant
are enclosed for yoUr reference. Our specific concerns are as follows:
a. Zoning consistent with the Comprehensive Plan and neighboring subdivisions;
b. Half-acre or larger transitional lot sizes adj acent to Dartmoor Subdivision;
c. Single-story homes on the south periphery consistent with the concessions granted
by Vision Pirst in the Kingsbrldge development, which would mitigate the impact
and help preBervc ~ur view of the foothills;
d. Drainage ,oftha Applicant's development (because the property is at higher
elevation, irrigation dr8inage flows directly across our property); and
e. Landscaping buffers and fencing.

If the Applioant would design a rural subdivision consistent with existing land use that adequately
addresses our above concerns. we would be willing to support it.

Sutherland Farm South Neighborhood Meeting
The purpose of this letter 1s to inform you that Great Sky Inc. Intends to submit applications for
annexation and a preltminary plat to the City of Meridian on approximately 21 acres as shown on
the enclosed map. The application includes 61 detached, single-family residential lots.
The developer would very much appreciate your input on the layout and site design and will
present the options under consideration at a neighborhood meeting. The meeting will be held On
Thursday, June 1, 2006, at 6:30 p.m. to discuss the application, answer questions, and solicit
your input. The meeting will be held on site, at 3432 E. Falcon Drive, Meridian, Idaho.
