The City of Meridian has requested feedback regarding the proposed annexation with zoning
of R-4 (Medium-low Density Residential), R-8 (Medium Density Residential), TN-R
(Traditional Neighborhood Residential), and C-N(Neighborhood Business), and a preliminary
plat for the Dayspring Subdivision, which will consist of 517 residential lots, 14 commercial
lots, and 72 common lots on 143.09-acres located on Parcel Nos. S 12043 153 00, S 1204131700,
S 1204244300, S 1204212500, S 1204212920, and S 1204212910,within the City's Area of City
Impact.
Ada County is supportive of the application due to the proximity of the site to existing public
services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development
to occur at urban densities within Areas of City Impact where public facilities are available. The
Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County,
designates the site as Medium Density Residential, which is primarily intended for single-
family homes at densities of three to eight dwelling units per acre; and Mixed-Use
Community, which is primarily intended for a variety of community-serving uses and dwellings
are seamlessly integrated into the urban fabric. As the gross density of the proposed project is
3.73 dwelling units per acre, and a proposal for a variety of housing types, as well as the
proposed commercial lots, the application is compatible with the comprehensive plan.
The layout of the development also complies with many of the goals of the Meridian
Comprehensive Plan with the proposal to dedicate over 22% of the site as open space with
amenities that include two pools with facilities, two pickleball courts, picnic structures,
playground equipment,tot lots,a dog park, and pathways are supported by Goal 2.02.00,which
encourages safe, attractive, and well-maintained neighborhoods that have ample open space
and generous amenities; and Goal 4.04.01A, which encourages new development and
subdivisions connect to the pathway system.
The proposed stub streets to the east and north, as well as the connecting streets, are in
compliance by Goal 6.01.02C,which requires new development to establish street connections
to existing local roads and collectors as well as to underdeveloped adjacent properties. The
proposal to construct a new north/south collector street along the southwestern boundary is in
compliance with Goal 6.01.03B, which requires collectors consistent with the ACHD Master
Street Map (MSM), generally at/near the mid-mile location within the Area of City Impact.
