Code requires the ability for emergency police access into climate controlled multi-family developments
through the use of a Schlage MTK15 multi-technology keypad or access control keypad equivalent.This
will allow police access, if there is an emergency, into the building if someone isn't able to come to the
door.
Placement of these access control keypads shall be installed next to each main entry point of the
building(s).
Police can work with the applicant on placement of the access control device(s). Contact Lt. Shawn

The Schlage or similar product allows for the integration of tenant access through the multi-technology
capabilities.

POLICE DEPARTMENT SUMMARY OF REPORT:
Police Response Times:
The proposed Pine 43 Mixed Use Development is located approximately 7.7 miles from the Meridian
Police Department North Station and 0.9 miles from the Meridian Police Department Central Station.
The expected emergency response time to this area is 3:35 minutes,compared to the average
emergency response time of 4:06 minutes across the City of Meridian.Emergency calls are defined as
those requiring lights and sirens,with driving authorized under emergency vehicle regulations. The
Meridian Police Department's response time goal for emergencies is within 3-5 minutes.
Between January 1, 2023, and December 31,2024,the Meridian Police Department responded to 4,254
calls for service within one mile of the proposed development,including 492 documented crimes. Refer
to the attached Level of Service Report for details.
Additionally, during the same period,the department responded to 218 crashes within one mile of the
proposed development. Refer to the Level of Service Report for crash details.
Accessibility:
For any climate-controlled multi-family developments,the Meridian Police Department requires
police access to each building's entry point through a multi-technology keypad,per UDC 11-4-3-
27G. This system allows police entry during emergencies when no one is available to open the door,
preventing forced entry and reducing response delays.This does not apply to Garden Style(open
stairwell)multi-family developments.
For vertically integrated buildings within the development, the police department strongly
recommends incorporating similar multi-technology keypads, although they are not mandated by the
current code. Providing this access would significantly enhance law enforcement capabilities in
emergencies.
Police will collaborate with the applicant on the placement of these keypads as needed.Emergency access
codes will be uniform across buildings and coordinated with the Supervisor of Meridian PD Code
Enforcement.
Resource Needs:
The Meridian Police Department is equipped to service this development if approved, as it already
provides coverage for this geographic area.
Additional Comments:
o All townhomes and multi-family units must be clearly marked with addresses and unit
numbers that are visible both day and night to facilitate emergency response. A way-
finding map should be installed at each entrance and must always remain visible.
o All qualified open spaces within the development,including amenities, should remain
open to allow for natural observation opportunities. Pathways and landscaping should
avoid creating hiding spots or blind areas that may encourage criminal activity.
o The Meridian Police Department supports all recommendations from Community
Development Staff and Traffic Impact Studies conducted by ITD and/or ACHD. These
improvements, including enhanced access,roadways,intersections,pathways, and
sidewalks, should be completed before the project is finalized.

• Priority 3 calls mainly involved Injury Crashes(40),followed by Domestic Disputes(6), Unknown Problem (4),and Man With A Gun (3).
• Priority 2 calls had a majority of Traffic Stops(945).Alarm Commercial Burg(218),Welfare Check(158),and Crash Non Injury(154).
• Priority 1 calls most frequently involved Illegal Parking(272),followed by Citizen Assist calls(142),and Follow Up(105).

Priority Response Times Defined.
Priority 0-no priority type of calls.
Priority 1 -non-emergency type of calls where the officer will arrive at the earliest convenience, and shall obey all traffic laws.
Priority 2-require an urgent response where the officer will arrive as soon as practical, and should obey all traffic laws.
Priority 3-require an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho Code
to facilitate the quick and sae arrival of an officer to the scene.
Other Police Comments:
All qualified open space provided in the development, to include all amenities, must be in an open area in order to allow for natural
observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal
opportunities.
The Meridian Police Department will support all Community Development Staff recommendations, Traffic Impact Studies from ITD and or
ACHD to improve access, roadways, intersections,pathways and sidewalks before the project if fully completed.
The Meridian Police Department can service this area if approved.Any shared driveways shall have address signs at each entrance and the
roadways shall be maintained for emergency response.Any gated communities shall provide a gate code key pad to allow police access to
any part of the gated community. Any townhomes or multi family units shall be clearly marked with addresses and unit numbers visible
day or night for emergency response. The applicant shall place a way finding map at each entrance.
