Pine Ave., Meridian, ID 83642—Letter of Explanation To Whom it May Concern, The application before you is for the Annexation and Zoning of the parcels located at 1030 N. Locust Grove Rd., 1740 E. Pine Ave., Meridian, ID 83642 and two landlocked parcels to the east/north comprising approximately 7 acres,as shown on the submitted vicinity map and annexation exhibits.The proposed project includes the annexation of enclave parcels(currently in Ada County)and zone assignment to facilitate a future adjustment of the property lines and redevelopment.The current zoning of the enclave parcels is RUT in Ada County, and the property is proposed to be annexed into the City of Meridian with zoning designations of I-L,C-G,and R-15 to accommodate future redevelopment.A conceptual plan has been submitted showing the future expansion of the industrial business(Harvey Performance Company)at 1410 E. Pine Ave.,as well as future phases of the PINE43 development(DRB Investments),which include a portion of the property being annexed with this application. This requested annexation and zoning are compatible with the land uses adjacent to the site and with the overall comprehensive plan for this area of Meridian, and no variances are requested with these applications.All future construction will comply with the use,density, lot size,setbacks,and other applicable provisions within the City of Meridian's UDC for the requested zones.The properties to the north and east are currently zoned C-G and R-15 and consist of vacant land and a single-family residential portion of the PINE43 development within the City of Meridian.The properties to the south and west are currently zoned I-L, L-0,C-G,and R-8 and consist of industrial businesses,offices,a preschool, vacant land,and single-family residential homes(west of Locust Grove).The I-L, C-G,and R-15 zoning designation are requested to provide for the future redevelopment of the properties consistent with the City of Meridian's Comprehensive Plan and UDC,as well as to resolve an issue with a deeded parcel split that occurred previously without going through the proper processes. The proposed project is requesting to use the adjacent Mixed-Use Commercial land use designation on the abutting property to the north (as shown on the in the City of Meridian Future Land Use Map)for the northern portion of the subject property to be zoned C-G and R-15,as allowed in the Comprehensive Plan,and to create a more cohesive transition from the existing R-15 single-family to the north,future mixed-use PINE43 development to the east(commercial, retail, hospitality, multi-family residential,etc.), and the existing Industrial land use and zoning to the south (Harvey Performance Tools).The Industrial Land Use that overlays the SW corner of the annexation area will remain I-L and the zoning will remain I-L. Once the parcel configuration is resolved,the parcels will be included in future expansion of the Harvey Performance Company's facility,as well as upcoming phases of the PINE43 development.The conceptual plan showing the future redevelopment of the parcels includes shared access from E. Pine Ave.,which will be confirmed through the concurrent applications for a development agreement,subdivision,and CUP on the PINE43 property.The development agreement for the phases of the PINE43 development will further establish a final development plan for the project. Existing curb,gutter, and sidewalk and all utility mainlines are installed along all frontages of the parcels requested for annexation (N. Locust Grove Rd., E. Pine Ave.,and E.State Ave.). No additional redevelopment of the HPC parcels are proposed at this time,and no new public utility(water,sewer, reclaimed water)construction is required with this application. Upon redevelopment of any of the parcels (HPC or PINE43), required upgrades to any road frontage, landscape buffers,or utilities will be completed in accordance with the applicable sections of the City of Meridian UDC. During the neighborhood meeting,there were four attendees along with the owners and project representative,and the discussion was primarily about the content of the future redevelopment of the PINE43 parcels,timing of any redevelopment, and general questions about the process and reason for the annexation.There were limited concerns,and some excitement about the potential for a mix of uses being brought to this area to better serve the surrounding residents. Ultimately,the developer and design team feel that the proposed annexation will provide the ability to resolve parcel division issues, add enclave parcels into the City of Meridian,and further promote the redevelopment of the area in conformance with the City's goals and objectives as shown in the Comprehensive Plan and UDC,which will continue to enhance underutilized spaces in this area of Meridian.
