Capital Improvements Plan (CIP)/ Five Year Plan (FYP): • Franklin Road is scheduled in the FYP to be widened to 5-lanes from McDermott Road to Black Cat Road with the design year in 2024-2025, land acquisition year in 2028-2029 and the construction date has not been determined. • The intersection of Franklin Road and McDermott Road is scheduled in the FYP to be improved with additional through lanes, turn lanes and signalized. The design year is 2024- 2025, land acquisition year 2027-2028 and the construction date has not been determined. • Black Cat Road is listed in the CIP to be widened to 5-lanes from Overland Road to Franklin Road between 2036 and 2040. Level of Service Planning Thresholds 1. Average Daily Traffic Count (VDT) Average daily traffic counts are based on ACHD's most current traffic counts. • The average daily traffic count for Franklin Road west of Black Cat Road was 9,658 on July 17, 2024. • The average daily traffic count for Black Cat Road south of Franklin Road was 7,951 on September 19, 2024. 2 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 A. Site Specific Conditions of Approval 1. Signalization of the Black Cat Road/Grand Mogul Drive intersection is required when the site generates 540 PM peak hour trips or with the construction of 1,351,000 square feet. This threshold is not met with this development application; however, this will be reviewed and may be required with future development application(s) within Mogul Industrial Park depending on the cumulative size and peak hour trips generated for the development. 2. A 2nd northbound and westbound left-turn lane at the Black Cat Road/Franklin Road intersection is required when the site generates 601 PM peak hour trips or the construction of 1,502,000 square feet. This threshold has not been met at the time of this application; however, this will be reviewed and should be required as part of future development application(s) within Mogul Industrial Park depending on the cumulative size and peak hour trips generated for the development. 3. Extend Grand Mogul Drive into and through the site as a 3-lane roadway with vertical curb and gutter within 44-feet of right-of-way and an 8-foot wide planter strip and 10-foot wide multi-use pathways within an 18-foot wide permanent right-of-way easement to match the existing improvements of Grand Mogul Drive located east of the site, as proposed. 4. Construct the north/south collector roadway '/2 of a 37-foot wide collector street section, and as proposed, with vertical curb, gutter, an 8-foot planter strip and a 10-foot wide multi-use pathway on the east side of the roadway with an additional 12-feet of pavement widening beyond the centerline of the roadway with a 3-foot wide gravel shoulder and borrow ditch sized to accommodate the roadway storm runoff on the west side of the roadway Dedicate right-of-way to extend to 2-feet behind back of borrow ditch on the west side of the roadway and dedicate right-of-way to extend to behind back of the pedestrian facilities on the east side, or reduce the right-of-way width to 2-feet behind back of curb and provide a permanent right-of-way easement from the right-of-way line to 2-feet behind the back of pedestrian facilities. 5. Construct Grand Mogul Drive to stub to the site's west property line located 1,006-feet south of the site's north property line, as proposed. 6. Construct the north/south collector roadway to stub to the site's west property line located approximately 821-feet north of Grand Mogul Drive. Coordinate with Development Review staff to determine the exact location of the terminus of the north/south collector roadway at the site's west property line. 7. Construct a temporary cul-de-sac with the dimensions of a standard cul-de-sac at the terminus of the north/south collector roadway, as it extends greater in length than 150-feet. The developer shall grant a temporary turnaround easement to the District for those portions of the cul-de-sac which extend beyond the dedicated street right-of-way. In the instance where a temporary easement extends onto a buildable lot, the entire lot shall be encumbered by the easement and identified on the plat as a non-buildable lot until the street is extended. 8. Install a sign at the terminus of Grand Mogul Drive and the north/south collector roadway stating, "THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE." 9. Construct five 40-foot wide curb return type driveways, as proposed, onto Grand Mogul Drive to offset a minimum of 245-feet located as follows: North side of Grand Mogul Drive • 450-feet east of site's west property line • 1,011-feet east of the site's west property line South side of Grand Mogul Drive 3 DRAFT Mogul Industrial Park/ M P P25-0008/ H-2025-0006 • 695-feet east of the site's west property line • 1,305-feet east of the site's west property line • In alignment with the north/south collector roadway. 10. Construct one driveway onto the north/south collector roadway consistent with District Driveway policies. 11. Design Grand Mogul Drive to discourage speeds above 35 MPH. 12. Other than the access specifically approved with this application, direct lot access is prohibited to Black Cat Road, Grand Mogul Drive and the north/south collector roadway and should be noted on the final plat. 13. Submit civil plans to ACHD Development Services for review and approval. The impact fee assessment will not be released until the civil plans are approved by ACHD. 14. There will be an impact fee that is assessed and due prior to issuance of any building permits. The assessed impact fee will be based on the impact fee ordinance that is in effect at that time. Traffic Impact Study Kittelson & Associates, Inc. prepared a traffic impact study (TIS) for the Black Cat Industrial development which includes the two parcels within the proposed Mogul Industrial Park in 2022. An executive summary of the findings as presented by Kittelson & Associated, Inc. can be found under Attachments on page 23. ACHD has reviewed the submitted traffic impact study for consistency with ACHD policies and practices and may have additional requirements beyond what is noted in the TIS. Staff comments and recommendations on the submitted traffic impact study can be found below. Franklin koa N N + 0 �� CO o AII E a g SITE W ' 84 �- Study Intersections �- Study Roadways a. Policy: Mitigation Proposals: Mitigation recommendations shall be provided within the report. At a minimum, for each roadway segment and intersection that does not meet the minimum acceptable level of service planning threshold or v/c ratio, the report must discuss feasible measures to avoid or reduce the impact to the system. To be considered adequate, measures should be specific and feasible. Mitigation may also include: • Revision to the Phasing Plan to coincide with the District's planning Capital Projects. • Reducing the scope and/or scale of the project. 7 DRAFT Mogul Industrial Park/ M P P25-0008/ H-2025-0006 Alternative Mitigation Measures: 7106.7.3 states that if traditional mitigation measures such as roadway widening and intersection improvements are infeasible as determined by ACHD, the TIS may recommend alternative mitigation measures. Alternative mitigation measures shall demonstrate that impacts from the project will be offset. • If the impacted roadway segments and/or intersections are programmed as funded in the Five Year Plan (FYP) or the Capital Improvements Plan (CIP); no alternative mitigation is required. • If the impacted roadway segments and/or intersections are not programmed in either the FYP or the CIP; the applicant may (i) analyze the shoulder hour, defined as the hour prior to after the determined peak hour within the two-hour peak period, (sometime analyzed as hour before or after peak period) and (ii) provide a safety analysis to determine alternative mitigation requirements. o If the impacted roadway segments and intersections meet the minimum acceptable level of service planning thresholds in the shoulder hour, the applicant may suggest feasible alternative mitigation measures beyond improvements from District policy, such as: off-site sidewalks, off-site bike facilities, connectivity, safety improvements, etc. within 1.5 miles of the proposed development. o If the shoulder hour planning thresholds are exceeded the applicant may request to enter into a Development Agreement and pay into the Priority Corridor Fund an amount determined by the ACHD to offset impacts from the project. • Alternative Mitigation may also include: o Revision to the Phasing Plan to coincide with the District's future Capital Projects. o Reducing the scope and/or scale of the project. Level of Service Planning Thresholds: District Policy 7205.3.1 states that Level of Service Planning Thresholds have been established for principal arterials and minor arterials within ACHD's Capital Improvement Plan and are also listed in section 7106. Unless otherwise required to provide a Traffic Impact Study under section 7106, a proposed development with site traffic less than 10% of the existing downstream roadway or intersection peak hour traffic shall not be required to provide mitigation for a roadway or intersection that currently exceeds the minimum acceptable level of service planning threshold or V/C ratio. Maximum Traffic on One Access: District Policy 7206.3.3 states that if a proposed development only has one access to a public street that is classified as a collector,the maximum forecast ADT to be allowed at any point on the collector roadway is 3,000. This volume may be reduced or increased based on information received from the lead land use agency, the applicable fire department, and/or emergency services. The District will also take into consideration the following items when determining whether or not to reduce or increase the maximum allowable ADT: railroad crossings, canal crossings, and topography (foothills vs. flat land). b. TIS Findings: As noted above, the proposed Mogul Industrial Park is a portion of the Black Cat Industrial development site. The traffic impact study was prepared for the entire site, and the following findings are specific to the proposed Mogul Industrial Park. The traffic impact study evaluated access to the development in two separate scenarios, one where all site-generated traffic utilizes the proposed Grand Mogul Drive, the east/west mid-mile collector roadway, and an alternate scenario where a private driveway (Site Access B) located near the site's north property line also accesses Black Cat Road in addition to Grand Mogul Drive. Site Access B was approved as part of ACHD's action on St. Luke's CSC development; 8 DRAFT Mogul Industrial Park/ M P P25-0008/ H-2025-0006 therefore, the mitigation required under 2030 total traffic conditions will only be provided from the evaluation with both accesses on Black Cat Road. Roadway Segment: • Black Cat Road from Grand Mogul Drive north to Franklin Road (57%) o Anticipated to exceed ACHD's acceptable level of service planning thresholds in the PM peak hour as a 2 and 3-lane roadway under 2030 total traffic conditions without the construction of the north/south collector intersecting Franklin Road ■ Mitigation is to widen to 5-lanes o Anticipated to exceed ACHD's acceptable level of service planning thresholds in the PM peak hour as a 3-lane roadway by only 22 vehicle trips under 2030 total traffic conditions with the construction of the north/south collector intersecting Franklin Road The roadway segment listed above is listed in the CIP to be widened to 5-lanes between 2036 and 2040. The TIS recommends that Black Cat Road between Grand Mogul Drive and Franklin Road be widened to 5-lanes to accommodate the 2030 total traffic when the site generates 385 PM Peak hour trips or the construction of 960,000 square feet of development. The applicant may choose to widen Black Cat Road to 5-lanes abutting the site to Franklin Road consistent with the CIP; however, ACHD cannot guarantee that a Cooperative Development Agreement (CDA) will be feasible at the time the development meets the threshold as stated in the TIS. The feasibility of a CDA with ACHD depends on the availability of staff and resources at the time of the requirement. See Finding 2 for staff comments. • Franklin Road from Black Cat Road to McDermot Road (14%) o Anticipated to exceed ACHD's acceptable level of service planning thresholds in the PM peak hour as a 2-lane roadway under existing traffic conditions o Anticipated to exceed ACHD's acceptable level of service planning thresholds in the AM and PM peak hour as a 2-lane roadway under 2030 background and 2030 total traffic conditions ■ Mitigate by widening to 5-lanes under existing, 2030 background and 2030 total traffic conditions The roadway segment listed above is scheduled in the FYP to be widened to 5-lanes with the design year in 2024-2025 and the construction year has not been determined. Because this roadway segment is scheduled to be widened to 5-lanes and consistent with District's Alternative Mitigation Policy, which states that no alternative mitigation is required if the impacted roadway segments and/or intersections are programmed as funded in the Five Year Plan (FYP) or the Capital Improvements Plan (CIP); no mitigation is required for this roadway segment. Intersections: • Franklin Road/McDermott Road (11%) o Northbound and southbound lane groups are anticipated to exceed ACHD's acceptable Level of Service Planning Thresholds in the PM peak hour under 2030 background and 2030 total traffic conditions 9 DRAFT Mogul Industrial Park/ M P P25-0008/ H-2025-0006 o Northbound and southbound lane groups exceed ACHD's acceptable Level of Service Planning Thresholds in the PM peak shoulder hours under 2030 total traffic conditions o Signal warrant analysis indicates the intersection meets the eight-hour,four-hour and peak hour warrants under 2030 background and 2030 total traffic conditions ■ Mitigate by widening Franklin Road to 5-lanes for approximately '/4 mile east and west of McDermott Road to provide two-stage left turns from McDermott Road to Franklin Road under 2030 background and 2030 total traffic conditions ■ Install a 3 X 3 interim signal under 2030 background and total traffic conditions — TIS demonstrated this improvement does not mitigate the operation of the intersection due to the high westbound volumes in the PM peak hour The intersection of Franklin Road and McDermott Road is scheduled in the FYP. The design year is 2024-2025, land acquisition year 2027-2028 and the construction date has not been determined The Franklin Road/McDermott Road intersection is scheduled in the FYP to be improved with additional through lanes, turn lanes and signalized. The design year is 2024-2025 and the construction year has not been determined. Because this intersection is scheduled in the FYP and consistent with District's Alternative Mitigation Policy, which states that no alternative mitigation is required if the impacted roadway segments and/or intersections are programmed as funded in the Five Year Plan (FYP) or the Capital Improvements Plan (CIP); no mitigation is required for this intersection. • Black Cat Road/Franklin Road (18%) o Northbound left-turn lane is anticipated to exceed ACHD's acceptable Level of Service Planning Thresholds in the PM peak hour under 2030 total traffic conditions ■ Mitigate with the addition of dual northbound left-turn lanes ■ Dual westbound left-turn lanes ■ Widen Franklin Road westbound to add second lane toward McDermott Road to provide full utilization of the westbound through lanes The Black Cat Road/Franklin Road intersection was constructed with 7-lanes, allowing dual northbound left-turn lanes and dual westbound left-turn lanes. The TIS recommends a 2nd northbound and westbound left-turn lane be added at the intersection when the site generates 601 PM peak hour trips or the construction of 1,502,000 square feet. This threshold has not been met at the time of this application; however, this will be reviewed and should be required as part of a future development application(s) within the Mogul Industrial Park development depending on the cumulative size and peak hour trips generated for the development. There is currently not enough existing right-of-way off-site on Franklin Road to require the applicant to widen Franklin Road west of Black Cat Road to extend the westbound through lane to achieve full utilization of the 2 westbound through lanes as recommended in the study. This was recommended in the study to reduce drivers queuing in only one of the westbound through lanes approaching the intersection to avoid merging into one lane after the intersection. Franklin Road west of Black Cat Road is listed in ACHD's Five Year Plan (FYP) to be widened to 5-lanes with the design year in 2024-2025 and the 10 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 construction year has not been determined. This would address extending the westbound through lane as recommended in the study. Black Cat Road/Site Access A (41%) o Eastbound left-turn lane is anticipated to exceed ACHD's acceptable Level of Service Planning Thresholds in the AM and PM peak hours under 2030 total traffic conditions ■ Mitigate with the installation of a traffic signal • Center two-way left-turn lane ■ Southbound right-turn lane ■ Eastbound left-turn lane Black Cat Road was improved with the center left-turn lane, the dedicated southbound right-turn lane and Grand Mogul Drive was constructed with an eastbound left-turn lane as part of the St. Luke's CSC development. The TIS notes that if the turn lanes are constructed then the traffic signal is warranted when the site generates 540 PM peak hour trips or with the construction of 1,351,000 square feet. This threshold is not met with this development application; however, this will be reviewed and may be required with future development applications for the Mogul Industrial Park development phases depending on the cumulative size and peak hour trips generated for the development. • Black Cat Road/Site Access B (44%) o Eastbound lane group is anticipated to exceed ACHD's acceptable Level of Service Planning Thresholds in the PM peak hours under 2030 total traffic conditions ■ Mitigate with a center left-turn lane The center left-turn lane was previously constructed as part of the St. Luke's CSC development. • Franklin Road/Site Access D (14%)-Future North/South Collector Roadway o Northbound left-turn lane is anticipated to exceed ACHD's acceptable Level of Service Planning Thresholds in the PM peak hours under 2030 total traffic conditions The TIS provided four mitigation options as follows: ■ Center two-way left turn lane on Franklin Road at the intersection with Site Access B ■ Installation of a 3X3 signal, an eastbound right-turn lane and northbound left-turn lane ■ Installation of a 3X4 signal with a second westbound auxiliary through lane that tapers back to a single lane west of the intersection, an eastbound right-turn lane and northbound left-turn lane ■ Multi-lane roundabout with two eastbound and westbound lanes and single northbound and southbound lanes ■ Installation of a 3X5 signal with a second eastbound and westbound auxiliary through lanes that taper back to a single lane east and west of 11 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 the intersection, an eastbound right-turn lane and northbound left-turn lane There is a north/south collector roadway designated on the MSM located at the site's west property line between Grand Mogul Drive and Franklin Road. The applicant should be required to construct the portion of the " north/south collector roadway abutting the site's west property line (red dashed lines-see Finding 5 for I , requirements). The remaining segment of the north/south collector roadway (blue dashed lines) is { , located on the parcel to the west and northwest of the site. The applicant , does not own the parcel to the west and northwest of the site which is needed to allow for the construct!on of the remaining segment of the north/south collector roadway and cannot be required to be constructed as part of this application. Site Access Evaluation: • Site Access A-Grand Mogul Drive on Black Cat Road was previously constructed as part of the St. Luke's CSC development. w cr Dr • Site Access B (private driveway) on Black Cat Road was previously constructed as part of the St. Luke's CSC development. • Site Access C1 and C2 (driveways) on Grand Mogul Drive were previously constructed as part of the St. Luke's CSC development. • Site Access C3-C6 (driveways)were evaluated in the TIS in different proposed locations than presented in the current application with the exception of Site Access C-6. See Finding 7 for driveway requirements. • Site Access C7, on the north-south collector roadway located 260-feet north of the Grand Mogul Drive/North-South collector road intersection and Site Access C8 on the north/south collector roadway located 530-feet north of Site Access C7 are anticipated to operate acceptably and turn lanes are not warranted. These two driveways are proposed in different locations on the site plan. See Finding 7 for driveway requirements. c. Staff Comments/Recommendations: Staff comments are provided by District Traffic Services and Development Review staff. This threshold is not met with this development application; however, this will be reviewed and may be required with future development application(s) within Mogul Industrial Park depending on the cumulative size and peak hour trips generated for the development. 13 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 E. Findings for Consideration 1. Ten Mile Interchange Specific Area Plan (TMISAP) The transportation element of the TMISAP is to guide transportation decisions in the Ten Mile Interchange Area. It was developed concurrently with the Land Use and Design Elements and has been designed to preserve the integrity of the arterial road system and the Ten Mile interchange; provide for the use of public transit; enhance pedestrian and bicycle mobility and accessibility; and create transportation infrastructure and promote land use patterns that encourage the sustainable use of resources and reduces demands on natural resources. The TMISAP recommends the construction of a north/south collector roadway located at the mid- mile between McDermott Road and Black Cat Road, abutting a portion of the site's west property line and an east/west collector roadway, Grand Mogul Drive, located at the mid-mile between Franklin Road and Overland Road. Grand Mogul Drive is currently constructed from Black Cat Road west through the site for approximately 1,178-feet. W. Development Agreement with the City of Meridian As part of the City of Meridian's approval of the annexation and zoning of the Black Cat Industrial Development, the applicant entered into a development agreement with the City of Meridian which requires the applicant to widen Black Cat Road to five lanes along the site frontage after 960,001 square-feet of building space is approved. ACHD is not party to this agreement and the widening of Black Cat to 5-lanes may not be feasible due to right-of-way constraints and ACHD may not be able to enter into a CDA (cooperative development agreement) for this improvement. 14 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 3. Black Cat Road a. Existing Conditions: Black Cat Road is improved with 2-travel lanes, 3-lanes (a dedicated southbound right-turn lane and center two-way left-turn lane) at the intersection with Grand Mogul Drive, and a 10-foot wide multi-use pathway abutting the site. There is 100 to 105-feet of right-of-way for Black Cat Road (50 to 53-feet from centerline). b. Applicant Proposal: The applicant is not proposing street improvements to Black Cat Road or additional right-of-way dedication abutting the site. c. Staff Comments/Recommendations: Black Cat Road abutting the site has been improved consistent with the findings and recommendations of the TIS and right-of-way dedication has been provided consistent with ACHD's action on St. Luke's CSC development. Therefore, no additional frontage improvements or right-of-way dedication should be required as part of this application. 4. Grand Mogul Drive a. Existing Conditions: Grand Mogul Drive is constructed from the intersection with Black Cat Road to the west for approximately 1,135-feet. Grand Mogul Drive is improved with 5-lanes at the intersection with Black Cat Road and transitions to 3-lanes, and is improved along the entire roadway with vertical curb, gutter, an 8-foot wide planter strip and 10-foot wide multi-use pathways. b. Stub Streets a. Existing Conditions: Grand Mogul Drive stubs to the site's east property line and is proposed to be extended into the site. b. Applicant Proposal: The applicant is proposing to extend Grand Mogul Drive into the site to stub to the site's west property line located 1,006-feet south of the site's north property line. The applicant is proposing to construct the north/south collector roadway to stub to the site's west property line located approximately 821-feet north of Grand Mogul Drive (see image page 16). c. Staff Comments/Recommendations: The applicant's proposal meets District policy and should be approved. The applicant should be required to construct a temporary cul-de-sac with the dimensions of a standard cul-de-sac at the terminus of the north/south collector roadway, as it extends greater in length than 150-feet. The developer shall grant a temporary turnaround easement to the District for those portions of the cul-de-sac which extend beyond the dedicated street right-of- way. In the instance where a temporary easement extends onto a buildable lot, the entire lot shall be encumbered by the easement and identified on the plat as a non-buildable lot until the street is extended. The applicant should be required to install a sign at the terminus of Grand Mogul Drive and the north/south collector roadway stating, "THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE." A temporary turnaround is not required at the terminus of Grand Mogul Way as the roadway will intersect the north/south collector roadway that is required to be constructed. 7. Driveways 7.1 Grand Mogul Drive a. Existing Conditions: Grand Mogul Drive is not constructed abutting the western portion of the site. b. Applicant's Proposal: The applicant is proposing to construct five 40-foot wide shared curb return type driveways onto Grand Mogul Drive located as follows (measured centerline to west property line): North side of Grand Mogul Drive • 450-feet east of site's west property line 16 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 • 1,011-feet east of the site's west property line South side of Grand Mogul Drive • 695-feet east of the site's west property line • 1,305-feet east of the site's west property line • In alignment with the north/south collector roadway c. Staff Comments/Recommendations: The applicant's proposals meet District policy as all the proposed driveways are offset a minimum of 245-feet and four are proposed as shared driveways and should be approved, as proposed. 7.2 North/South Collector Street a. Existing Conditions: The north/south collector roadway is not constructed within the site. b. Applicant's Proposal: The applicant is proposing to construct two 40-foot wide driveways onto the north/south collector street located 265 and 600-feet north of Grand Mogul Drive. c. Staff Comments/Recommendations: The applicant's proposal meets District Driveway Location policy; however, District Access policy limits and controls access to collector roadways. Because the applicant is proposing a driveway to this parcel onto Grand Mogul Drive, the applicant should be required to construct only one driveway onto the north/south collector roadway meeting District Driveway policies (see policies page 21-22). 8. Traffic Calming a. Applicant's Proposal: The applicant is proposing to construct Grand Mogul Drive greater in length than 750-feet feet. b. Staff Comments/Recommendations: The applicant should be required to design Grand Mogul Drive to discourage speeds above 35 MPH. 9. Other Access Black Cat Road is classified as a minor arterial roadway, Grand Mogul Drive and the north/south roadway are classified as collector roadways. Other than the access specifically approved with this application, direct lot access is prohibited to these roadways and should be noted on the final plat. F. Policy 1. Federal Accessibility Design Guidelines and Standards District policy 7203.1.1 states that developers shall follow the current version of the U.S. Access Board's Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way(PROWAG), 36 CFR Part 1190, September 7, 2023; (Also see, https//www.access-board.gov/prowag and https//www.access-board.gov/files/prowag/planning-and-design-for-alternatives.pdf for additional information). 2. Minor Improvements Minor Improvements Policy: District Policy 7203.3 states that minor improvements to existing Highways adjacent to a proposed development may be required. These needed transportation facilities are to correct deficiencies or replace deteriorated facilities. Included are sidewalk and/or bike lane construction or replacement (with physical buffers if missing and needed); construction of transitional sidewalk segments; crosswalk construction or replacement; curb and gutter construction or replacement; repair, replacement or expansion of curb extensions; replacement of unused driveways with curb, gutter, sidewalk, repair or addition of traffic calming or speed mitigation features; installation or reconstruction of pedestrian ramps; pavement repairs; signs, motor vehicle, pedestrian and bicycle traffic control devices; and other similar items. The current version of 17 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 PROWAG will determine the applicable accessibility requirements for alterations and elements added to existing streets. ACHD staff is responsible for identifying the minor improvements that would be proportionate to the size and complexity of the development. 3. Livable Street Performance Measures District policy 7203.8 states that ACHD has adopted performance measures (level of stress) for evaluating the experience of bicyclists and pedestrians. ACHD seeks to create a transportation network that serves all ages and abilities. Bike and pedestrian facilities built through development should achieve a bike and pedestrian level of traffic stress 1 or 2, with no new bike lane below a minimum of 5-feet. 4. Maximum Traffic on One Access Maximum Traffic on One Access: District Policy 7206.3.3 states that if a proposed development only has one access to a public street that is classified as a collector, the maximum forecast ADT to be allowed at any point on the collector roadway is 3,000. This volume may be reduced or increased based on information received from the lead land use agency, the applicable fire department, and/or emergency services. The District will also take into consideration the following items when determining whether or not to reduce or increase the maximum allowable ADT: railroad crossings, canal crossings, and topography (foothills vs. flat land). 5. Black Cat Road Arterial Roadway Policy: District Policy 7205.2.1 states that the developer is responsible for improving all street frontages adjacent to the site regardless of whether or not access is taken to all of the adjacent streets. Improvements shall include transitional segments in accordance with the current version of PROWAG. Master Street Map and Typology Policy: District Policy 7205.5 states that the design of improvements for arterials shall be in accordance with District standards, including the Master Street Map, Livable Streets Design Guide, and the most current ACHD Livable Streets Performance Measures Plan as adopted by the ACHD Commission. The developer or engineer should contact the District before starting any design. Street Section and Right-of-Way Width Policy: District Policies 7205.2.1 & 7205.5.2 state The standard 5-lane street section shall be 59-feet (back-of-curb to back-of-curb). This width typically accommodates two travel lanes in each direction, a continuous center left-turn lane or landscaped median with intermittent turn lanes, and curbs and gutters. A 5-lane road shall also include a minimum 10-foot wide multi-use path on both sides with an 8-foot wide buffer from back-of-curb. Other bike facility treatments as defined in the ACHD Bike Master Plan may be approved at the discretion of the ACHD Development Review Supervisor. If an interim on-street bike lane is required in order to connect to existing facilities, the street section shall be 75-feet to allow for a 5-foot wide bike lane and 3-foot wide painted buffer. The standard right-of-way width for a 5-lane arterial is 100- feet. Right-of-Way Dedication: District Policy 7205.2 states that The District will provide compensation for additional right-of-way dedicated beyond the existing right-of-way along arterials listed as impact fee eligible in the adopted Capital Improvements Plan using available impact fee revenue in the Impact Fee Service Area. No compensation will be provided for right-of-way on an arterial that is not listed as impact fee eligible in the Capital Improvements Plan. The District may acquire additional right-of-way beyond the site-related needs to preserve a corridor for future capacity improvements, as provided in Section 7300. Pedestrian Facilities: District Policy 7205.5.7 requires a concrete sidewalk at least 5-feet wide are required on both sides of all arterial streets. A parkway strip at least 8-feet wide between the back- 18 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 of-curb and street edge of the sidewalk is required to provide increased safety and protection of pedestrians. Alternatively, on roadways identified for improvement in the Capital Improvement Plan, a minimum 10-foot wide multi-use path may be required. The path shall be placed in accordance with planned buildout in the Master Street Map with a minimum 8-foot wide planter strip as measured to the closest edge of the path. Street trees are encouraged between the pedestrian facility and the roadway when irrigation and maintenance will occur by the adjacent property owner or HOA through an approved license agreement. Consult the District's planter width policy if trees are to be placed within the parkway strip. In some instances, to match existing conditions, a minimum 7-foot wide sidewalk may be constructed next to the back-of-curb. ACHD Development Review staff will be responsible for determining the required facility. Vertical hardscape alternatives to street trees may be considered in the buffer space when street trees are not practicable. Detached sidewalks and multi-use paths are encouraged and should be parallel to the adjacent roadway. Pedestrian facilities will only be allowed to deviate from a straight line parallel to the roadway when authorized by Development Review staff to accommodate site specific conditions (i.e., street trees, utilities, etc.). Appropriate easements shall be provided if public pedestrian facilities are placed out of the right-of- way. The easement shall encompass the entire area between the right-of-way line and 2-feet behind the back edge of the pedestrian facility. Pedestrian facilities shall either be located wholly within the public right-of-way or wholly within an easement. Curb ramps or blended transitions shall be provided to connect the pedestrian access route at each pedestrian street crossing in accordance with the current version of PROWAG. Provide detectable warning surface in accordance with the current version of PROWAG. Frontage Improvements Policy: District Policy 7205.2.1 states that the developer shall widen the pavement to a minimum of 17-feet from centerline plus a 3-foot wide gravel shoulder adjacent to the entire site. Curb, gutter and additional pavement widening may be required (See Section 7205.5.5). ACHD Master Street Map: ACHD Policy Section 3111.1 requires the Master Street Map (MSM) guide the right-of-way acquisition, arterial street requirements, and specific roadway features required through development. This segment of Black Cat Road is designated in the MSM as a Residential Arterial with 5-lanes within 100-feet of right-of-way. 6. Grand Mogul Drive and North/South Mid-Mile Collector Roadway Collector Street Policy: District policy 7206.2.1 states that the developer is responsible for improving all collector frontages adjacent to the site or internal to the development as required below, regardless of whether access is taken to all of the adjacent streets. Improvements shall include transitional segments in accordance with ADA and the current version of PROWAG. Master Street Map and Typologies Policy: District policy 7206.5 states that if the collector street is designated with a typology on the Master Street Map, that typology shall be considered for the required street improvements. If there is no typology listed in the Master Street Map, then standard street sections shall serve as the default. ACHD reserves the right to require bicycle and pedestrian facilities above those identified in the Livable Streets Design Guide and Master Street Map to ensure the safest facility possible based on current best practice. Street Section and Right-of-Way Policy: District policy 7206.5.2 states that the standard right- of-way width for collector streets shall typically be 50 to 70-feet, depending on the location and width of the sidewalk or multi-use path and the location and use of the roadway. The right-of-way width may be reduced, with District approval, if the sidewalk or multi-use path is located within an easement; in which case the District will require a minimum right-of-way width that extends 2-feet behind the back-of-curb on each side. 19 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 The standard street section shall be 47-feet (back-of-curb to back-of-curb). This width typically accommodates a single travel lane in each direction, a continuous center left-turn lane, and bike lanes. If a multi-use path is determined to be the required treatment, the street section shall be reduced to 37-feet. If it is determined a continuous center left-turn lane is not appropriate and a path is installed, the street section may be reduced to 26-feet. Half Street Policy: District Policy 7206.2.2 required improvements shall consist of pavement widening to one-half the required width, including curb, gutter and concrete sidewalk (minimum 5- feet), plus 12-feet of additional pavement widening beyond the centerline established for the street to provide an adequate roadway surface, with the pavement crowned at the ultimate centerline. A 3-foot wide gravel shoulder and a borrow ditch sized to accommodate the roadway storm runoff shall be constructed on the unimproved side. Alternatively, on roadways identified as low-stress bikeways in ACHD's Bike Master Plan, a minimum 10-foot wide multi-use path may be required in lieu of sidewalks. ACHD Development Review staff will be responsible for determining the required facility. The path shall be built 8-feet behind the top back of curb as measured to the closest edge of the path. Street trees are encouraged between the pedestrian facility and the roadway when irrigation and maintenance will occur by the adjacent property owner or HOA through an approved license agreement. Vertical hardscape alternatives to street trees may be considered in the buffer space when street trees are not practicable. Pedestrian Facilities: District policy 7206.5.6 requires a concrete sidewalk at least 5-feet wide to be constructed on both sides of all collector streets. A parkway strip at least 8-feet wide between the back-of-curb and street edge of the sidewalk is required to provide increased safety and protection of pedestrians. Consult the District's planter width policy if trees are to be placed within the parkway strip. Sidewalk constructed next to the back-of-curb shall be a minimum of 7-feet wide. Alternatively, on roadways identified as low-stress bikeways in ACHD's Bike Master Plan, a minimum 10-foot wide multi-use path may be required in lieu of sidewalks. ACHD Development Review staff will be responsible for determining the required facility. The path shall be built 8-feet behind the back-of-curb as measured to the closest edge of the path. ACHD Master Street Map: ACHD Policy Section 3111.1 requires the Master Street Map (MSM) guide the right-of-way acquisition, collector street requirements, and specific roadway features required through development. A new collector roadway was identified on the MSM with the street 20 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 typology of Residential Collector. The new collector roadway should intersect Franklin Road and run north/south to intersect Grand Mogul Drive. The Residential Collector typology as depicted in the Livable Street Design Guide recommends a 47-foot street section within 77-feet of right-of-way. 7. Stub Streets Stub Street Policy: District policy 7206.2.4.3 states that stub streets will be required to provide circulation or to provide access to adjoining properties. Stub streets will conform with the requirements described in Section 7206.2.4, except a temporary cul-de-sac will not be required if the stub street has a length no greater than 150-feet. A sign shall be installed at the terminus of the stub street stating that, "THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE." In addition, stub streets must meet the following conditions: • A stub street shall be designed to slope towards the nearest street intersection within the proposed development and drain surface water towards that intersection; unless an alternative storm drain system is approved by the District. • The District may require appropriate covenants guaranteeing that the stub street will remain free of obstructions. Temporary Dead End Streets Policy: District policy 7206.2.4.4 requires that the design and construction for cul-de-sac streets shall apply to temporary dead end streets. The temporary cul- de-sac shall be paved and shall be the dimensional requirements of a standard cul-de-sac. The developer shall grant a temporary turnaround easement to the District for those portions of the cul- de-sac which extend beyond the dedicated street right-of-way. In the instance where a temporary easement extends onto a buildable lot, the entire lot shall be encumbered by the easement and identified on the plat as a non-buildable lot until the street is extended. 8. Driveways 8.1 Grand Mogul Drive and North-South Collector Street Access Policy: District Policy 7205.4.1 states that all access points associated with development applications shall be determined in accordance with the policies in this section and Section 7202. Access points shall be reviewed only for a development application that is being considered by the lead land use agency. Approved access points may be relocated and/or restricted in the future if the land use intensifies, changes, or the property redevelops. District Policy 7206.1 states that the primary function of a collector is to intercept traffic from the local street system and carry that traffic to the nearest arterial. A secondary function is to service adjacent property. Access will be limited or controlled. Collectors may also be designated at bicycle and bus routes. Driveway Location Policy (Signalized Intersection): District policy 7206.4.3 requires driveways located on collector roadways near a signalized intersection to be located outside the area of influence; OR a minimum of 440-feet from the signalized intersection for a full-access driveway and a minimum of 220-feet from the signalized intersection for a right-in/right-out only driveway. Dimensions shall be measured from the centerline of the intersection to the centerline of the driveway. Driveway Location Policy (Stop Controlled Intersection): District policy 7206.4.4 requires driveways located on collector roadways near a STOP controlled intersection to be located outside of the area of influence; OR a minimum of 150-feet from the intersection, whichever is greater. Dimensions shall be measured from the centerline of the intersection to the centerline of the driveway. 21 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 Successive Driveways: District policy 7206.4.5 Table 1 requires driveways located on collector roadways with a speed limit of 25 MPH and daily traffic volumes greater than 100 VTD to align or offset a minimum of 245-feet from any existing or proposed driveway. Driveway Width Policy: District policy 7206.4.6 restricts high-volume driveways (100 VTD or more)to a maximum width of 36-feet and low-volume driveways (less than 100 VTD)to a maximum width of 30-feet. Curb return type driveways with 30-foot radii will be required for high-volume driveways with 100 VTD or more. Curb return type driveways with 15-foot radii will be required for low-volume driveways with less than 100 VTD. Driveway Paving Policy: Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, 7206.4.6, the applicant should be required to pave the driveway its full width and at least 30-feet into the site beyond the edge of pavement of the roadway and install pavement tapers in accordance with Table 2 under District Policy 7206.4.6. 9. Traffic Calming Speed Control Policy: District policy 7209.3.7 states that streets in industrial areas should be designed to discourage speeds above 35 MPH. 10. Tree Planters Tree Planter Policy: Tree Planter Policy: The District's Tree Planter Policy prohibits all trees in planters less than 8-feet in width without the installation of root barriers. Class II trees may be allowed in planters with a minimum width of 8-feet, and Class I and Class III trees may be allowed in planters with a minimum width of 10-feet. 11. Landscaping Landscaping Policy: A license agreement is required for all landscaping proposed within ACHD right-of-way or easement areas. Trees shall be located no closer than 10-feet from all public storm drain facilities. Landscaping should be designed to eliminate site obstructions in the vision triangle at intersections. District Policy 5104.3.1 requires a 40-foot vision triangle and a 3-foot height restriction on all landscaping located at an uncontrolled intersection and a 50-foot offset from stop signs. Landscape plans are required with the submittal of civil plans and must meet all District requirements prior to signature of the final plat and/or approval of the civil plans. 12. Pathway Crossings: United States Access Board R304.5.1.2 Shared Use Paths. In shared use paths, the width of curb ramps runs and blended transitions shall be equal to the width of the shared use path. AASHTO's Guidelines for the Development of Bicycle Facilities 5.3.5 Other Intersection Treatments: The opening of a shared use path at the roadway should be at least the same width as the shared use path itself. If a curb ramp is provided, the ramp should be the full width of the path, not including any flared sides if utilized. . . . Detectable warnings should be placed across the full width of the ramp. FHWA's "Designing Sidewalks and Trails for Access" (1999) reflected common ADA-related concepts: Chapter 6, Page 16-6: The width of the ramp should be at least as wide as the average width of the trail to improve safety for users who will be traveling at various speeds. In addition, the overall width of the trail should be increased, so the curb ramp can be slightly offset to the side. The increased width reduces conflict at the intersection by providing more space for users at the bottom of the ramp. G. Attachments 22 DRAFT Mogul Industrial Park/ MPP25-0008/ H-2025-0006 Black Cat Industrial Development TIS March 2022 Executive Summary EXECUTIVE SUMMARY The Black Cat Industrial Park is located on the west side of Black Cat Road approximately% mile south of Franklin Road. The proposed site is currently vacant farmland and consists of approximately 121 acres. The development will be annexed into the City of Meridian. The development plan proposes to build approximately 2,214,000 square feet of industrial park uses with an anticipated buildout year of approximately 2030. The TIS resulted in the following findings and recommendations. FINDINGS Existing Conditions ■ The study evaluated two off-site intersections and two off-site roadway segments during the AM and PM peak period of a typical weekday. ■ All study intersections were found to operate at acceptable operating standards during the existing weekday AM and PM peak hours. o Franklin Road/McDermott Road: The northbound and southbound approaches at the intersection were found to operate acceptably at LOS E with V/C ratio below the ACHD V/C thresholds. Per ACHD policy,signal warrants were evaluated because the intersection operates at LOS D or worse and identified that the intersection meets traffic signal warrants under existing conditions. It should be noted that the ACHD Master Street Map identifies a multi-lane roundabout at this intersection and that this intersection is currently shown in the 2022-2026 Draft ACHD Five Year Work Plan (FYWP) as part of the Franklin Corridor Improvements for design and construction in the future with no date provided. ■ All study roadway segments operate within the Ada County Highway District (ACHD) volume threshold under existing conditions with the exception of the following: o Franklin Road (Black Cat Road to McDermott Road):The westbound segment volume in the weekday PM peak hour exceeds the ACHD peak hour segment volume threshold for LOS E on a principal arterial. Widening to five lanes is required which is currently shown in the 2022-2026 Draft ACHD Five Year Work Plan for design in 2026 and shown in the ACHD CIP for construction in 2026-2030. ■ While the ACHD segment threshold volume is exceeded, the constraining intersections on either end of this segment at Black Cat Road and McDermott Road operate acceptably and therefore widening of the segment is not required to accommodate the existing traffic demand and not required until mitigations at I2 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary the intersections is required as described in the 2030 background and 2030 total traffic sections. ■ Crash data at the study intersections and roadway segments for the most recent five years of complete data (2016-2020) were analyzed. No crash trends were identified. Year 2030 Background Traffic Conditions ■ Year 2030 background traffic volumes were forecast using 2030 projections by COMPASS which included the SH-16 extension from 1-84 to US 20-26. Inclusion of the SH-16 Phase 2 extension between 1-84 and US 20-26 was included because the extension is currently in final design at ITD and expected to start construction as early as 2022. The projections included traffic growth associated with in-process approved developments as well as future development estimated to be completed by 2030. In general,traffic volumes are projected to grow between 3%and 9% per year, compounded, depending on the location and peak hour with a general average of approximately 5% per year. ■ Year 2030 background traffic conditions found that all the study intersections will operate at acceptable operating standards during the existing weekday AM and PM peak hours with the exception of the following: o Franklin Road/McDermott Road: The northbound and southbound approaches at the intersection were found to have traffic demands that exceed capacity at operate at LOS F during the weekday PM peak hour. The intersection was found to meet traffic signal warrants under existing conditions.The following mitigation was identified: ■ Option 1: Widening of Franklin Road at the Intersections: Widen Franklin Road to five lanes with a center two-way-left-turn lane (TWLTL) for approximately mile either side of McDermott Road to provide for two-stage left-turns from McDermott Road onto Franklin Road. Widening Franklin Road is currently shown in the ACHD CIP for construction in 2026-2030. ■ Option 2: Interim Intersection Improvements: • Installation of an interim traffic signal with only left-turn lanes was not found to mitigate the operation due to the high volume of westbound through traffic in a single lane during the weekday PM peak hour. • Installing a TWLTL would improve operations, but still not accommodate the 2030 background traffic demand. It was estimated to move out the need for mitigation by approximately 2 years to 2029. • Mitigation is estimated to be needed in approximately 2027. ■ It should be noted that the ACHD Master Street Map identifies a multi-lane roundabout at this intersection and that this intersection is currently shown in the I� 3 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary 2022-2026 Draft ACHD FYWP as part of the Franklin Corridor Improvements for design and construction in the future with no date provided. ■ All study roadway segments operate within the ACHD volume threshold under 2030 background conditions with the exception of the same section of roadway as identified under existing conditions: o Franklin Road (Black Cat Road to McDermott Road): The eastbound and westbound movements in the weekday AM and PM peak hours, respectively, exceed the ACHD peak hour volume threshold. Widening to five lanes is required which is currently shown in the 2022-2026 Draft ACHD FYWP for design in 2026 and shown in the ACHD CIP for construction in 2026-2030. ■ While the ACHD segment threshold volume is exceeded, the constraining intersection on the east end of this segment at Black Cat Road operates acceptably and the constraining intersect on the west end of this segment at McDermott Road can be mitigated to operate acceptably and therefore,widening of the segment is not required. Trip Generation ■ The development plan proposes to build approximately 2,214,000 square feet of industrial park uses on approximately 121 acres. ■ The development is estimated to generate a total of approximately 4,700 daily net new trip ends, of these,886 are estimated to occur in the weekday AM peak hour(717 inbound/169 outbound), and 886 are estimated to occur in the weekday PM peak hour (186 inbound /700 outbound). ■ ITD did not require analysis of the Ten Mile Road/1-84 Interchange but did request the number of trips projected to be added to the southbound left-turn movement.Approximately 10 and 42 site generated trips are estimated to be added to the southbound left-turn movement at the interchange during the weekday AM and PM peak hours, respectively. Year 2030 Total Traffic Conditions— Base Option: E-W Collector Access to Black Cat Road ■ The ACHD Master Street Map and City of Meridian Ten Mile Interchange Area Specific Plan (TMASP) call for three collector roadways in the vicinity of the side.These include the following: o East-West Collector: This collector bisects the site at approximately a half mile south of Franklin Road. This collector will be constructed from Black Cat Road to the western boundary of the development. o North-South Collector: This collector is adjacent to the western property line and will ultimately extend north to Franklin Road once other properties develop. This collector I4 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary will be constructed from the East-West Collector to the northern site boundary of the development although an option is evaluated to extend this collector to Franklin Road as part of this development. o Northern East-West Collector: This collector is shown along the northern property line on the ACHD Master Street Map and on the TMASP but to the north of the site property on the TMASP land-use map. Based on discussions by the project team with the City of Meridian, the preference by the City of Meridian is to locate the Northern East-West collector north of the site to avoid an irrigation drain and align with a similar collector on the east side of Black Cat Road. ■ Two access alternatives were evaluated for the site access which include: o Access Alternative 1 (Access A Only): This alternative assumes all access to the development is from Black Cat Road from the East-West Collector Road at Site Access A. o Access Alternative 2 (Access A& B): This alternative assumes a secondary access to the site from Black Cat Road will be at Site Access B. ■ Both off-site study intersections were found to require some level of mitigation under the total traffic conditions during the weekday AM and PM peak hours as described below: o Franklin Road/McDermott Road (Access Alternatives 1&2):Similar to 2030 background conditions, the northbound and southbound stop-controlled movements operate at LOS F and exceed capacity during the weekday PM peak hour. The following mitigation and thresholds were identified: ■ Widening of Franklin Road in the vicinity of the intersection to five lanes with a center TWLTL that can be utilized for two-stage left-turns from McDermott Road onto Franklin Road. Widening Franklin Road is currently shown in the ACHD CIP for construction in 2026-2030. ■ Addition of a center TWLTL does not fully mitigate the intersection operations but result in the need being moved out 1-2 years to a timeframe in which it is reasonably likely ACHD may have Franklin Road widened. ■ The intersection does not operate within ACHD policy V/C thresholds during the shoulder PM peak hour. ■ Installing an interim traffic signal with only left-turn lanes was not found to mitigate the operation due to the high volume of westbound through traffic in a single lane during the weekday PM peak hour. ■ Mitigation is needed in approximately the 2027 timeframe, with added project traffic, at which time approximately 46% (1,018,000 SF) of the site is developed. Black Cat Industrial Development TIS March 2022 Executive Summary ■ If a TWLTL is installed on Franklin Road at the intersection, the mitigation timeframe for widening to five lanes would be moved out to approximately 2028 with approximately 74% (1,636,000 SF) of the site developed. ■ Site traffic is estimated to account for approximately 17.2%and 10.7%of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively. o Franklin Road/Black Cat Road (Access Alternatives 1&2):The intersection operates with a V/C of 1.14 during the PM peak hour, primarily due to the northbound left-turn movement operating with a V/C ratio of 1.15. The following mitigations and thresholds were identified: ■ Restripe the northbound left-turn lane for dual northbound left-turn lanes and modify signal heads as necessary. The design of the intersection already accommodates this restriping. ■ Restripe the westbound left-turn lane for dual westbound left-turn lanes and modify signal heads as necessary. The design of the intersection already accommodates this restriping. ■ Extend the westbound through lane on Franklin Road further west of Black Cat Road to achieve full utilization of the two westbound through lanes. Widening Franklin Road to five lanes between Black Cat Road and McDermott Road is currently shown in the ACHD CIP for construction in 2026-2030. ■ Mitigation is needed in approximately the 2028 timeframe, with added project traffic, at which time approximately 68% (1,502,000 SF) of the site is developed. ■ Site traffic is estimated to account for approximately 25.6%and 18.4%of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively. ■ The site access driveway and on-site study intersections operate acceptably during the total traffic conditions weekday AM and PM peak hours, with the exception of the following: o Black Cat Road/Site Access A(Access Alternatives 1&2):The eastbound approach at the intersection is projected to have demand that exceeds capacity at operates at LOS F. The intersection is also projected to meet traffic signal warrants. The following mitigations and thresholds were identified: ■ Install the following turn lanes: • Eastbound left-turn lane (in addition to eastbound through-right lane) • Northbound left-turn lane • Southbound left-turn lane (not required for traffic volumes) • Southbound right-turn lane Iwr 6 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary ■ Install a traffic signal.The signal spacing meets the ACHD policy of half-mile signal spacing for collector roadways on minor arterials. ■ Mitigation is estimated to be needed in approximately 2025 under Access Alternative 1 with approximately 33% (731,000 SF) of the site developed and 2025-2026 under Access Alternative 2 with approximately 42%(930,000 SF)of the site developed. ■ If a TWLTL is installed on Franklin Road at the intersection, mitigation is estimated to be needed in approximately 2025-2026 under Access Alternative 1 with approximately 44% (974,000 SF) of the site developed and 2026-2027 under Access Alternative 2 with approximately 61%(1,351,000 SF)of the site developed. ■ Site traffic is estimated to account for approximately 61.3%and 47.4%of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively for Access Alternative 1 and 50.1%and 41.4% of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively for Access Alternative 2. o Black Cat Road/Site Access B(Access Alternative 2 Only):The eastbound approach at the intersection is projected to have demand that exceeds capacity and operates at LOS F during the weekday PM peak hour.The intersection is also projected to meet traffic signal warrants.The following turn lanes were identified to mitigate the intersection operations without signalization: ■ Short section of TWLTL to provide for two-stage left-turn movements from Site Access B and for northbound left-turning movements. ■ Southbound right-turn lane (required based on unsignalized warrants) ■ Mitigation is estimated to be needed in approximately 2026-2027 under Access Alternative 2 with approximately 65% (1,439,000 SF) of the site developed. ■ Site traffic is estimated to account for approximately 52.8%and 44.4%of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively. ■ Both off-site study roadway segments have projected traffic demands that exceed the ACHD volume thresholds under 2030 total conditions, including: o Franklin Road (Black Cat Road to McDermott Road): Similar to the 2030 background traffic conditions,the eastbound and westbound movements in the weekday AM and PM peak hours exceed the ACHD peak hour volume threshold. Widening to five lanes is required which is currently shown in the 2022-2026 Draft ACHD FYWP for design in 2026 and shown in the ACHD CIP for construction in 2026-2030. This is an existing need. ■ The segment also requires widening to five lanes in the shoulder peak hour. I7 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary ■ Two options for maintaining acceptable traffic operations on Franklin Road were identified. These include: • Mitigation Option 0 — Improve Intersections: Improve the McDermott Road and Black Cat Road intersections per the mitigation analysis. While the ACHD segment volume threshold would still be exceeded, traffic flow would still occur due to the intersection to the east and west operating acceptably. • Mitigation Option 1 — Extend North-South Collector to Franklin Road: Mitigation Option 1 was evaluated (see report section) which extends the North-South Collector to create a new intersection on Franklin Road (Site Access D). This reduces the impact of site traffic on the half-mile segment between Black Cat Road and the North-South Collector. ■ Site traffic is estimated to account for approximately 25.3%and 14.2%of the 2030 critical peak hour directional traffic during the weekday AM and PM peak hours, respectively. o Black Cat Road (Site Access A to Franklin Road): The southbound and northbound movements in the weekday AM and PM peak hours, respectively, exceed the ACHD peak hour volume threshold. Widening to five lanes is required which is currently shown in the ACHD CIP for construction in 2036-2040. ■ The segment also requires widening to five lanes based on the shoulder peak hour. ■ Two options for maintaining acceptable traffic operations on Franklin Road were identified. These include: • Mitigation Option 0—Improve Intersections: Improve the Black Cat Road, Site Access A, and Site Access B intersections per the mitigation analysis. • Mitigation Option 1 — Extend North-South Collector to Franklin Road: Mitigation Option 1 was evaluated (see following Mitigation Option 1 section) which extends the North-South Collector to create a new intersection on Franklin Road (Site Access D).This significantly reduces the impact of site traffic on the Black Cat Road between Site Access A and Franklin Road. This option results in the 2030 total segment volume still exceeding the two-lane threshold but reduces the peak directional traffic demand by approximately 30 percent. ■ A two-lane highway analysis identified that Black Cat Road is projected to operate with a V/C ratio of approximately 0.69 in the two-lane section outside the areas of the intersections. ■ Widening is estimated to be needed in approximately 2025-2026, with added project traffic, with approximately 43% (960,000 SF) of the site developed. Black Cat Industrial Development TIS March 2022 Executive Summary ■ Site traffic is estimated to account for approximately 76.1%and 56.7%of the 2030 critical peak hour directional traffic volume during the weekday AM and PM peak hours, respectively. ■ All on-site study roadway segments along the East-West Collector (Site Access A) have projected traffic demands under the ACHD volume thresholds for a collector roadway with two lanes (on lane in each direction) under 2030 total conditions with the exception of the following: o Access Alternative 1 ■ East-West Collector (Black Cat Road to Site Access C2): The projected volumes exceed the ACHD threshold for two lanes on a collector roadway.Widening to five lanes is projected to be needed to meet ACHD policy. o Access Alternative 2 ■ East-West Collector (Black Cat Road to Site Access Cl): With Site Access B, the projected volumes exceed the ACHD threshold for two lanes on a collector roadway. Widening to five lanes is projected to be needed to meet ACHD policy. ■ East-West Collector (Site Access C1 to Site Access C2): With Site Access B, the projected volumes exceed the ACHD threshold for two lanes on a collector roadway. Widening to three lanes is projected to be needed to meet ACHD policy. Site Access Evaluation ■ The turn lane analysis using ACHD procedures resulted in turn lane warrants at the following site access streets: o Site Access A/Black Cat Road (Access Alternatives 1 & 2) ■ Southbound right-turn lane (unsignalized and signalized) ■ Storage of 250 feet is recommended ■ Northbound left-turn lane (unsignalized and signalized) ■ Storage of 100 feet is recommended ■ Eastbound left-turn lane (unsignalized and signalized) ■ Storage of 175 feet in the striped left-turn lane is recommended with approximately 200 feet of additional TWLTL through Site Access C1 for a total usable distance of approximately 375 feet to Site Access C1. Under Access Alternative 1, the end of queue is projected to extend approximately 200 feet past Site Access C1 for brief periods in the weekday PM peak hour until one of the following changes occur: o An additional collector connection to Franklin Road to the north or McDermott Road to the east. Black Cat Industrial Development TIS March 2022 Executive Summary o Construction of dual eastbound left-turn lanes along with widening of Black Cat Road between Site Access A and Franklin Road for two northbound through receiving lanes. ■ Southbound left-turn lane (only required when signalized) • Storage of 100 feet (only if signalized) o Site Access B/Black Cat Road (Access Alternative 2) ■ Southbound right-turn lane (unsignalized) • Storage of 100 feet is recommended ■ Two-way-left-turn lane • Storage of 100 feet is recommended to south and north of the intersection. o East-West Collector/Site Access C1 (Access Alternative 1) ■ Westbound left-turn lane (two lane collector&Access Alternative 1 only— not required if five lanes) • TWLTL recommended ■ Westbound right-turn lane (two lane collector&Access Alternative 1 only- not required if five lanes) • Storage of 100 feet is recommended o East-West Collector/Site Access C2 (Access Alternative 1) ■ Westbound left-turn lane (two lane collector&Access Alternative 1 only— not required if five lanes) • TWLTL recommended ■ All site access meet ACHD minimum spacing requirements. ■ Daily trips on the East-West Collector for Access Alternative 1 exceed the ACHD policy of 3,000 daily trips on a collector serving as a single access. ■ The intersection sight distance evaluation identified that adequate intersection sight distance can be achieved at both site access intersection locations on Black Cat Road. Some clearing of vegetation and trimming of trees will be needed to the north of Site Access B. Sight distance was not able to be reviewed for the proposed driveways on the proposed East-West Collector roadway since the collector does not exist at this time. Year 2030 Total Traffic Conditions— Mitigation Option 1: N-S Collector to Franklin Road ■ Due to the lack of ability to widen Franklin Road between Black Cat Road and McDermott Road, extension of the proposed North-South Collector to Franklin Road, in addition to the East-West Collector accessing Black Cat Road, was evaluated as Mitigation Option 1. Black Cat Industrial Development TIS March 2022 Executive Summary ■ The same two access alternatives were evaluated for the site access to Black Cat Road which include: o Access Alternative 1 (Access A Only): This alternative assumes all access to the development is from Black Cat Road from the East-West Collector Road at Site Access A. o Access Alternative 2 (Access A & B): This alternative assumes a secondary access to the site from Black Cat Road will be at Site Access B. ■ Of the off-site study intersections, only the Franklin Road/McDermott Road intersection was found to require some level of mitigation under the total traffic conditions with Mitigation Option 1 during the weekday AM and PM peak hours as described below: o Franklin Road/McDermott Road (Access Alternatives 1 & 2): Mitigation Option 1 does not change the results at this intersection. See the previous section for findings and recommendations. ■ The site access driveway and on-site study intersections operate acceptably during the total traffic conditions under Mitigation Option 1 during the weekday AM and PM peak hours,with the exception of the following: o Black Cat Road/Site Access A ■ Access Alternative 1: The eastbound approach at the intersection is projected to have demand that exceeds capacity at operates at LOS F. The following mitigations were identified: 0 Install a traffic signal with the following turn lanes: o Eastbound left-turn lane (in addition to eastbound through-right lane) o Northbound left-turn lane o Southbound left-turn lane (not required for traffic volumes) o Southbound right-turn lane ■ Access Alternative 2: The eastbound approach at the intersection is projected to have demand that exceeds capacity at operates at LOS F. The following mitigations were identified: • Option 1-TWLTL: Unsignalized with the following turn lanes: o Two-way-left-turn-lane (TWLTL) on Black Cat Road approximately 100 feet each side of Site Access A o Eastbound left-turn lane (in addition to eastbound through-right lane) I11 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary o Southbound right-turn lane • Option 2 -Traffic Signal: Installation of a traffic signal with the following turn lanes: o Eastbound left-turn lane (in addition to eastbound through-right lane) o Northbound left-turn lane o Southbound left-turn lane (not required for traffic volumes) o Southbound right-turn lane ■ The intersection was found to meet traffic signal warrants under both access alternatives and the signal spacing meets the ACHD policy of half-mile signal spacing for collector roadways on minor arterials. ■ Mitigation is estimated to be needed in approximately 2027 under Access Alternative 1 with approximately 55% (1,218,000 SF) of the site developed and 2028 under Access Alternative 2 with approximately 66% (1,461,000 SF) of the site developed. ■ With the addition of a TWLTL, mitigation is estimated to be needed in approximately 2029 with approximately 88% (1,948,000 SF) of the site developed under Access Alternative 1. The intersection operates acceptably through buildout under Access Alternative 2 ■ Site traffic is estimated to account for approximately 47.0%and 33.5%of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively,for Access Alternative 1 and 35.6%and 28.0%of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively for Access Alternative 2. o Franklin Road/Site Access D (N-S Collector): The northbound approach at the intersection is projected to have demand that exceeds capacity at operate at LOS F during the weekday PM peak hour. The intersection is also projected to meet traffic signal warrants. Installation of a traffic signal with left-turn lanes was found to cause the westbound through movement to exceed capacity during the weekday PM peak hour without widening Franklin Road to add an additional westbound through lane. The following mitigation options were identified: ■ Mitigation Option 1-Traffic signal (3X4): Install a traffic signal with the following lanes: • Second westbound through lane. • Northbound left-turn lane. • Eastbound right-turn lane. Black Cat Industrial Development TIS March 2022 Executive Summary • The signal was still found to operation with a V/C ratio of 0.93 during the weekday PM peak hour which is above the ACHD policy of<_0.90. ■ Mitigation Option 2-Traffic signal (3XS): Install a traffic signal with the following lanes: • Second eastbound and westbound through lanes. • Northbound left-turn lane • Eastbound right-turn lane ■ Mitigation Option 3 — Multi-Lane Roundabout: Install a multi-Lane roundabout with two through lanes eastbound and westbound and single approach lanes northbound and southbound. ■ Mitigation is estimated to be needed in approximately 2024-2025 with approximately 25% (554,000 SF) of the site developed. ■ With the addition of a TWLTL, mitigation is estimated to be needed in approximately 2026 with approximately 50%(1,107,000 SF)of the site developed, ■ Site traffic is estimated to account for approximately 21.8%and 15.6%of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively. ■ Both off-site study roadway segments continue to have projected traffic demands that exceed the ACHD volume thresholds under 2030 total traffic conditions, but the impacts are significantly reduced with Mitigation Option 1: o Franklin Road (Black Cat Road to Site Access D): Similar to the 2030 background traffic conditions, the eastbound and westbound movements in the weekday AM and PM peak hours exceed the ACHD peak hour volume threshold. Widening to five lanes is required to meet ACHD policy which is currently shown in the 2022-2026 ACHD FYWP for design in 2026 and shown in the ACHD CIP for construction in 2026-2030. This is an existing need. ■ The segment also requires widening to five lanes in the shoulder peak hour based on ACHD segment volume thresholds. ■ The following mitigation options were identified: • Mitigation Option 1-0— Improve Intersections: Improve the Site Access D intersection per the mitigation analysis. This allows the constraint intersections on either end of the segment operate acceptably. o The segment constraint is at the intersections and therefore, with the improvement of the Franklin Road/Site Access D intersection, the segment can accommodate the traffic demand even though it will exceed ACHD policy thresholds. Black Cat Industrial Development TIS March 2022 Executive Summary • Mitigation Option 1-1 — Limit Development: As described later in this section, with the North-South Collector extended to Franklin Road approximately 2S%-50% (554,000 SF— 1,107,000 SF) of the development is estimated to be possible prior to Site Access D reaching capacity, depending on whether a TWLTL is installed ■ Site traffic is estimated to account for approximately 2.0% and 1.1% of the 2030 critical peak hour directional traffic during the weekday AM and PM peak hours, respectively. o Franklin Road (Site Access D to McDermott Road): Mitigation Option 1 does not change the results at this intersection. Widening to five lanes is required to meet ACHD policy thresholds which is currently shown in the 2022-2026 Draft ACHD FYWP for design in 2026 and shown in the ACHD CIP for construction in 2026-2030. This is an existing need. Following were mitigation options that were identified (see previous section for additional findings, recommendations, and mitigation options): ■ The following mitigation options were identified: • Mitigation Option 1-0— Improve Intersections: Improve the McDermott Road and Site Access D intersections per the mitigation analysis. This allows the constraint intersections on either end of the segment operate acceptably. o The segment constraint is at the intersections and therefore, with the improvement of the Franklin Road/Site Access D and Franklin Road/McDermott Road intersections, the segment can accommodate the traffic demand even though it will exceed ACHD policy thresholds. • Mitigation Option 1-1 — Limit Development: As described later in this section, with the North-South Collector extended to Franklin Road approximately 25%-50% (554,000 SF— 1,107,000 SF) of the development is estimated to be possible prior to Site Access D side street movements reaching capacity and approximately 46% to 74% (1,016,000 SF — 1,636,000 SF) of the development is estimated to be possible prior to the McDermott Road side street movements reaching capacity, depending on whether interim TWLTL center turn lanes are installed. o Black Cat Road (Site Access A to Franklin Road): While addition of Site Access D (North- South Collector) on Franklin Road reduces site traffic on Black Cat Road, the northbound movement in the weekday PM peak hour exceeds the ACHD peak hour volume threshold. Widening to five lanes is required which is currently shown in the ACHD CIP for construction in 2036-2040. ■ The segment also requires widening to five lanes based on the shoulder peak hour. Black Cat Industrial Development TIS March 2022 Executive Summary ■ The following mitigation options were identified: • Mitigation Option 1-0— Improve Intersections: Improve the Site Access A, and Site Access B intersections per the mitigation analysis. • Mitigation Option 1-1 — Limit Development: As described later in this section, with the North-South Collector extended to Franklin Road approximately 1,518,000 SF of the development is estimated to be possible prior to Black Cat Road reaching the ACHD segment threshold volume with only the East-West Collector accessing the development. ■ If widening is pursued, it is estimated to be needed in approximately 2028, with added project traffic, with approximately 69% (1,518,000 SF) of the site developed. ■ Site traffic is estimated to account for approximately 60.5%and 38.7%of the 2030 critical peak hour directional traffic volume during the weekday AM and PM peak hours, respectively. ■ All on-site study roadway segments along the East-West Collector (Site Access A) have projected traffic demands under the ACHD volume thresholds for a collector roadway with two lanes (one lane in each direction) under both access alternatives. Site Access Evaluation ■ The turn lane analysis using ACHD procedures resulted in turn lane warrants at the following site access streets: o Site Access A/Black Cat Road (Access Alternatives 1 & 2) ■ Southbound right-turn lane (unsignalized and signalized) • Storage of 100 feet is required, but 250 feet is recommended to accommodate trucks. ■ Northbound left-turn lane (unsignalized and signalized) • Storage of 100 feet is recommended. This could be striped as a TWLTL in the interim. Under Access Alternative 2, the TWLTL could remain through buildout. ■ Eastbound left-turn lane (unsignalized and signalized) • Storage of 125 feet is required, but 175 feet in the striped left-turn lane is recommended with approximately 200 feet of additional TWLTL through Site Access C1 for a total usable distance of approximately 375 feet to Site Access C1. ■ Southbound left-turn lane (only required when signalized) • Storage of 100 feet (only if signalized) I15 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary o Site Access B/Black Cat Road (Access Alternative 2) ■ Two-way-left-turn lane • Storage of 100 feet is recommended to south and north of the intersection. ■ Southbound right-turn lane is not warranted but should be considered to service truck if not signed to prohibit trucks from using the access. If constructed storage of 100 feet is recommended. ■ All site access meet ACHD minimum spacing requirements. ■ Daily trips on the East-West Collector, North-South Collector, and site accesses are under ACHD policy thresholds. ■ The intersection sight distance evaluation identified that adequate intersection sight distance can be achieved at Site Access D on Franklin Road. See previous findings for Site Access A, Site Access B and the driveways on the collectors. RECOMMENDATIONS Based on the report's analyses and evaluation findings, recommendations were developed accordingly for time scenario's conditions. Year 2021 Existing Traffic Condition Mitigations (Without the Proposed Development) The following mitigations are recommended to accommodate the year 2021 traffic volumes. ■ Franklin Road (Black Cat Road to McDermott Road): In order to meet ACHD policy, widening of Franklin Road to five lanes with a center turn lane per the ACHD CIP (2026-2030) is required. o While the ACHD segment threshold volume is exceeded, the constraining intersections on either end of this segment at Black Cat Road and McDermott Road operate acceptably and therefore widening of the segment is not required to accommodate the existing traffic demand and not required until mitigations at the intersections is required as described in the 2030 background and 2030 total traffic sections. Year 2030 Background Traffic Condition Mitigations (Without the Proposed Development) The following additional mitigations are required under background traffic conditions above those identified for existing conditions: ■ Franklin Road/McDermott Road: Widening of Franklin Road to five lanes with a center left-turn lane that can be utilized for two-stage left-turns from McDermott Road onto Franklin Road. This widening would only be required at the intersection and is expected to extend approximately I16 Kittelson&Associates,Inc. Widening Franklin Road is currently shown in the ACHD CIP for construction in 2026-2030. o Mitigation is needed in approximately 2027 without the development of the site and approximately 2026 with approximately 46% (1,016,000 SF) of the site developed. o Installing a center TWLTL at the intersection would provide additional interim capacity at the intersection and was found to push out the need two years in the 2030 total traffic conditions. Year 2030 Total Traffic Mitigations— Base Option: E-W Collector Access to Black Cat Road The following mitigations are required under 2030 total traffic conditions: ■ Off-Site Mitigations Required for Access Alternatives 1 &2 o Franklin Road/McDermott Road: The following mitigations and thresholds were identified: ■ Install an interim TWLTL section on Franklin Road to provide for a two-stage left- turn movement. ■ If a TWLTL is installed on Franklin Road at the intersection, the mitigation timeframe for widening to five lanes would be moved out to approximately 2028 with approximately 74% (1,636,000 SF) of the site developed. ■ Site traffic is estimated to account for approximately 17.2%and 10.7%of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively. o Franklin Road/Black Cat Road: The following mitigations are projected to be necessary: ■ Restripe the northbound left-turn lane and westbound left-turn lane for dual northbound left-turn lanes and modify signal heads as necessary. The design of the intersection already accommodates this restriping. ■ Extend the westbound through lane on Franklin Road further west of Black Cat Road to achieve full utilization of the two westbound through lanes. Widening Franklin Road to five lanes between Black Cat Road and McDermott Road is currently shown in the ACHD CIP for construction in 2026-2030. ■ Mitigation is needed in approximately the 2028 timeframe, with the addition of site traffic, at which time approximately 68% (1,312,000 SF) of the site is developed. ■ Site traffic is estimated to account for approximately 2S.6%and 18.4%of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively. Due to widening not being possible in the near-term due to lack of right-of-way, implement one of the following options: ■ Mitigation Option 0 — Improve Intersections: Improve the Black Cat Road, Site Access A, and Site Access B intersections per the mitigation analysis. ■ Mitigation Option 1—Extend North-South Collector to Franklin Road: Mitigation Option 1 was evaluated (see report section) which extends the North-South Collector to create a new intersection on Franklin Road (Site Access D). This significantly reduces the impact of site traffic on the Black Cat Road between Site Access A and Franklin Road. ■ Mitigation is estimated to be needed in approximately 2025-2026, with the addition of site traffic, under either access alternative with approximately 43% (960,000 SF) of the site developed. ■ Site traffic is estimated to account for approximately 76.1%and 56.7%of the 2030 critical peak hour directional traffic during the weekday AM and PM peak hours, respectively. o Franklin Road (Black Cat Road to McDermott Road): In order to meet ACHD policy, widening of Franklin Road to five lanes with a center turn lane per the ACHD CIP (2026- 2030) is required. Due to widening not being possible in the near-term due to lack of right- of-way, implement one of the following options: ■ Mitigation Option 0— Improve Intersections: Improve the McDermott Road and Black Cat Road intersections per the mitigation analysis. ■ Mitigation Option 1—Extend North-South Collector to Franklin Road: Mitigation Option 1 was evaluated (see report section) which extends the North-South Collector to create a new intersection on Franklin Road (Site Access D). This reduces the impact of site traffic on the half-mile segment between Black Cat Road and the North-South Collector. ■ With intersection improvements, the segment is estimated to have a volume/capacity ratio of 1.13 under 2030 Total Traffic conditions. Capacity of the segment as a two-lane highway is estimated to be reached in approximately 2028 with approximately 79% (1,760,000) of the site developed. ■ Site traffic is estimated to account for approximately 25.3%and 14.2%of the 2030 critical peak hour directional traffic during the weekday AM and PM peak hours, respectively. Black Cat Industrial Development TIS March 2022 Executive Summary ■ On-Site Mitigations Needed for Access Alternatives 1 (East-West Collector Only Access) o Black Cat Road/Site Access A(East-West Collector): ■ Consider installation of an interim TWLTL segment on Black Cat Road to provide for a two-stage left-turn movement from the East-West Collector onto Black Cat Road. ■ Construct the following turn lanes: • Eastbound left-turn lane with 175 feet of storage with an additional 200 feet in the TWLTL on the East-West Collector(in addition to the eastbound through-right lane). The estimated 95t" percentile queue for Access Alternative 1 at buildout will extend beyond Site Access C1 for brief periods in the PM peak hour.Therefore,the following additional widening is recommended Access Alternative 1: o Design for dual eastbound left-turn lanes with 175' of storage to be installed once Black Cat Road is widened to five lanes. This is not needed with future extension of the North-South Collector to Franklin Road and likely not needed with the future extension of the East-West Collector to McDermott Road. The East-West Collector intersection approach should be configured as follows (north to south): ■ Two westbound through lanes(assumes five-lane section). ■ Eastbound left-turn lane. ■ Eastbound 2nd left-turn lane (striped out until Black Cat Road is widened). ■ Eastbound through-right lane. • Northbound left-turn lane (100 feet of storage). • Southbound left-turn lane (required for signal operation only — 100 feet of storage) • Southbound right-turn lane (250 feet of storage). ■ Mitigation is estimated to be needed in approximately 2025 under Access Alternative 1 with 33% (731,000 SF) of the site developed. If a TWLTL is installed on Franklin Road at the intersection, mitigation is estimated to be needed in I19 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary approximately 2025-2026 under Access Alternative 1 with 44%(974,000 SF)of the site developed. ■ Site traffic is estimated to account for approximately 61.3%and 47.4%of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively for Access Alternative 1. o East-West Collector (Black Cat Road to Site Access C2): Construct as five lanes to meet ACHD segment volume policy. No additional turn lanes are required at Site Access C1 or C2 with five lanes. Note that the daily trips on the East-West Collector will exceed the ACHD policy threshold of 3,000 until a future extension of the collector system is made. o East-West Collector (Site Access C2 to North-South Collector): Construct per ACHD requirements. Only two lanes are needed to meet ACHD policy, but three lanes should be considered to accommodate future extension of both roadways. o East-West Collector/Site Accesses C1-C8: No turn lanes are warranted at the site accesses to the East-West Collector with implementation of recommendations for the East-West Collector between Black Cat Road and Site Access C2 above. ■ Access Alternative 2 (Site Access B and Site Access A) o Black Cat Road/Site Access A(East-West Collector): ■ Install a traffic signal and construct the following turn lanes: • Eastbound left-turn lane with 175 feet of striped storage (in addition to the eastbound through-right lane). • Northbound left-turn lane (100 feet of storage). • Southbound left-turn lane (required for signal operation only — 100 feet of storage). • Southbound right-turn lane (250 feet of storage). • Mitigation is estimated to be needed in approximately 2025-2026 under Access Alternative 2 with approximately 42% (930,000 SF) of the site developed. If a TWLTL is installed on Black Cat Road Franklin Road at the intersection, mitigation is estimated to be needed in approximately 2026 under Access Alternative 2 with approximately 61% (1,351,000 SF) of the site developed. • Site traffic is estimated to account for approximately 50.1% and 41.4% of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively for Access Alternative 2. Black Cat Industrial Development TIS March 2022 Executive Summary o Black Cat Road/Site Access B (Access Alternative 2 Only): ■ Construct the following turn lanes: • Short section of TWLTL to provide for two-stage left-turn movements from Site Access B and for northbound left-turning movements. • Southbound right-turn lane with 100 feet of storage (required based on unsignalized warrants) ■ Mitigation is estimated to be needed in approximately 2026-2027 under Access Alternative 2 with approximately 65% (1,439,000 SF) of the site developed. ■ Site traffic is estimated to account for approximately 52.8%and 44.4%of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively. o East-West Collector(Black Cat Road to Site Access Cl): Construct to five lanes to meet ACHD policy. o East-West Collector (Site Access C1 to Site Access C2): Construct to three lanes to meet ACHD policy. o East-West Collector (Site Access C2 to North-South Collector): Construct per ACHD requirements. Only two lanes are needed to meet ACHD policy, although three lanes should be considered to accommodate future extension of both roadways. o East-West Collector/Site Accesses C1-C8: No turn lanes are warranted at the site accesses to the East-West Collector with implementation of recommendations for the East-West Collector between Black Cat Road and Site Access C2 above. All Site Accesses Construct all accesses to the development with the following considerations: ■ All access driveways within the development should be constructed with one travel lane in each direction. ■ Site driveways with access to public streets should provide sufficient stacking distance for a minimum of two passenger vehicles or one truck (50 feet) to ensure acceptable operation and accommodate larger vehicles, including utility service and delivery vehicles. ■ Site accesses along Black Cat Road should match the existing grade or be higher at the intersection to ensure the best possible sight distance. ■ All accesses and internal streets should be designed to provide adequate intersection site distance and signing and building placements should be checked to ensure they do not interfere with intersection sight distance. ■ Site accesses are assumed to match the existing grade of the connected roadway at the intersection and back at least one car length. Significant changes to the approach grade could impact the sight distances. I21 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary ■ Shrubbery, weeds, and landscaping near the internal intersections and site access points should be maintained to ensure adequate sight distance. ■ In areas where roadways are widened, care should be taken to ensure adequate grades and intersection sight distance is maintained. Year 2030 Total Traffic Mitigations— Mitigation Option 1: N-S Collector to Franklin Road The extension of the north-south collector to Franklin Road reduces traffic demand on Black Cat Road, Franklin Road between Black Cat Road and Site Access D (North South Collector), and on the East-West Collector. But it introduces a new intersection on Franklin Road that requires improvements to Franklin Road. The following mitigations are required under 2030 total traffic conditions with Mitigation Option 1. ■ Franklin Road/McDermott Road (Access Alternatives 1 & 2): Mitigation Option 1 does not change the results at this intersection. See previous section for recommendations. ■ Black Cat Road/Site Access A: o Access Alternative 1: Install a traffic signal with the following turn lanes: ■ Eastbound left-turn lane with approximately 175 feet of storage (in addition to eastbound through-right lane). ■ Northbound left-turn lane with 100 feet of storage. ■ Southbound left-turn lane (not required for traffic volumes). ■ Southbound right-turn lane with approximately 250 feet of storage. o Access Alternative 2: The following mitigations were identified: ■ Option 1 -TWLTL on Black Cat Road: • TWLTL on Black Cat Road with approximately 100 feet of storage each side of the intersection. • Eastbound left-turn lane with 175 feet of storage (in addition to eastbound through-right lane) • Southbound right-turn lane with a minimum of 100 feet of storage. Approximately 250 feet should be considered to accommodate a future signal if needed and large trucks. ■ Option 2 —Traffic Signal: Traffic Signal with the same turn lanes as listed above for Access Alternative 1. o The intersection was found to meet traffic signal warrants under both access alternatives and the signal spacing meets the ACHD policy of half-mile signal spacing for collector roadways on minor arterials. I22 Kittelson&Associates,Inc. Black Cat Industrial Development TIS March 2022 Executive Summary o Mitigation is estimated to be needed in approximately 2027 under Access Alternative 1 with 55% (1,218,000 SF) of the site developed and 2028 under Access Alternative 2 with approximately 66% (1,461,000 SF) of the site developed. o With the addition of a TWLTL, mitigation is estimated to be needed in approximately 2029 with approximately 88% (1,948,000 SF) of the site developed under Access Alternative 1. The intersection operates acceptably through buildout under Access Alternative 2. o Site traffic is estimated to account for approximately 47.0% and 33.5% of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively, for Access Alternative 1 and 35.6% and 28.0% of the 2030 total peak hour traffic during the weekday AM and PM peak hours, respectively for Access Alternative 2. ■ Franklin Road/Site Access D (N-S Collector): The following mitigation options were identified: o Mitigation Option 1-Traffic signal (3X4): Install a traffic signal with the following lanes: ■ Second westbound through lane. ■ Northbound left-turn lane. ■ Eastbound right-turn lane. ■ The signal was still found to operation with a V/C ratio of 0.93 during the 2030 weekday PM peak hour which is above the ACHD policy of<_0.90. o Mitigation Option 2-Traffic signal (3X5): Install a traffic signal with the following lanes: ■ Second eastbound and westbound through lanes. ■ Northbound left-turn lane. ■ Eastbound right-turn lane. o Mitigation Option 3—Multi-lane Roundabout: Install a multi-Lane roundabout with two through lanes eastbound and westbound and single approach lanes northbound and southbound. o Mitigation is estimated to be needed in approximately 2024-2025 with approximately 25% (554,000 SF) of the site developed. o With the addition of a TWLTL on Franklin Road at the intersection, mitigation is estimated to be needed in approximately 2026 with approximately 50% (1,107,000 SF) of the site developed o Site traffic is estimated to account for approximately 21.8% and 15.6% of the 2030 total entering peak hour traffic during the weekday AM and PM peak hours, respectively. ■ Franklin Road (Black Cat Road to Site Access D): The segment constraint is at the intersections and therefore, with the improvement of the Franklin Road/Site Access D intersection, the segment can accommodate the traffic demand even though it will exceed ACHD policy thresholds. The segment constraint is at the intersections and therefore, with the improvement of the Franklin Road/Site Access D intersection and the Franklin Road/McDermott Road intersection, the segment can accommodate the traffic demand even though it will exceed ACHD policy thresholds. o With intersection improvements, the segment is estimated to have a volume/capacity ratio of 1.13 under 2030 Total Traffic conditions. Due to the lack of right-of-way for widening as an option to widening, improving the intersections at Site Access A and Site Access B will ensure the traffic demand is accommodated without widening to five lanes. o If widening is considered,widening is estimated to be needed in approximately 2028,with added project traffic, with approximately 69% (1,518,000 SF) of the site developed. o Site traffic is estimated to account for approximately 60.5%and 38.7%of the 2030 critical peak hour directional traffic volume during the weekday AM and PM peak hours, respectively. ■ All on-site study roadway segments along the East-West Collector (Site Access A) have projected traffic demands under the ACHD volume thresholds for a collector roadway with two lanes (one lane in each direction) under both access alternatives. Black Cat Industrial Development TIS March 2022 Executive Summary ■ Two-way-left-turn lane on Black Cat Road that could be converted to northbound and southbound left-turn lanes if needed. ■ Southbound right-turn lane (see turn lane warrants analysis). ■ Eastbound left-turn lane. o Black Cat Road/Site Access B: Construct the site with Site Access B (Alternative 2) ■ Install a short section of two-way-left-turn lane on Black Cat Road. ■ Sign for no trucks or install as southbound right turn lane. East-West Collector: Construct the East-West Collector with three lanes between Black Cat Road and Site Access C1 to provide for left-turn lane storage at Black Cat Road. ■ Phase 2-Approximately 960,000 SF of Development(Black Cat Road Two-Lane Threshold): o Franklin Road/Site Access D(North South Collector): Extend the north-south collector to Franklin Road with the following improvements: ■ Option 1-Traffic signal: Install a traffic signal with the following additional lanes: • Eastbound and westbound left-turn lane lanes. • Second eastbound and westbound through lanes that taper down to the existing two lanes either side of the new intersection. • Northbound left-turn lane ■ Option 2 - Multi-lane Roundabout: Install a roundabout with two through lanes in the eastbound and westbound directions and single lane approaches northbound and southbound. o Franklin Road/McDermott Road TWLTL: Install a TWLTL section on Franklin Road at McDermott Road intersection. ■ Phase 3-Approximately 1.5-2.0 Million SF of Development: o Black Cat Road/Site Access A (East-West Collector): Evaluate the Site Access A intersection and signalize the intersection, if necessary. This approach to phasing improvements provides intersection improvements that allow Franklin Road to accommodate traffic demand through approximately 2028(approximately 74%of the site developed and occupied) and allows Black Cat Road to accommodate the entire development. Even though both roadways will have volumes that exceed ACHD policy, traffic flow will still occur due to the intersections 25 Kittelson&Associates,Inc. Given the ACHD CIP has Franklin Road widening in the 2026-2030 timeframe, this phasing could result in Franklin Road being widened at about the time it is estimated to reach capacity in approximately 2028, therefore accommodating full site development. Private Utilities including sewer or water systems are prohibited from being located within the ACHD right-of-way. 3. In accordance with District policy, 7203.3, the applicant may be required to update any existing non- compliant pedestrian improvements abutting the site to meet current Americans with Disabilities Act (ADA), Public Right-of-Way Accessibility Guidelines (PROWAG), ISPWC, or ACHD requirements. The applicant's engineer should provide documentation of compliance to District Development Review staff for review. 4. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. A license agreement and compliance with the District's Tree Planter policy is required for all landscaping proposed within ACHD right-of-way or easement areas. 6. All utility relocation costs associated with improving street frontages abutting the site shall be borne by the developer. 7. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant shall be required to call DIGLINE (1-811-342-1585) at least two full business days prior to breaking ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in the event any ACHD conduits (spare or filled)are compromised during any phase of construction. 8. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by the District. Contact the District's Utility Coordinator at 387-6258 (with file numbers) for details. 9. All design and construction shall be in accordance with the ACHD Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Standards unless specifically waived herein. An engineer registered in the State of Idaho shall prepare and certify all improvement plans. 10. Construction, use and property development shall be in conformance with all applicable requirements of ACHD prior to District approval for occupancy. 11. No change in the terms and conditions of this approval shall be valid unless they are in writing and signed by the applicant or the applicant's authorized representative and an authorized representative of ACHD. The burden shall be upon the applicant to obtain written confirmation of any change from ACHD. 12. If the site plan or use should change in the future, ACHD Planning Review will review the site plan and may require additional improvements to the transportation system at that time. Any change in the planned use of the property, which is the subject of this application, shall require the applicant to comply with ACHD Policy and Standard Conditions of Approval in place at that time unless a waiver/variance of the requirements or other legal relief is granted by the ACHD Commission.
