HomeMy WebLinkAbout2025-04-29 Ada County Development Services ADA COUNTY DEVELOPMENT SERVICES 200 W.FRONT STREET,BOISE,IDAHO 83702-7300 PHONE(208)287-7900 https://adacounty.id.aov/developmentservices FAX(208)287-7909 BUILDING COMMUNITY PLANNING ENGINEERING & SURVEYING PERMITTING April 29, 2025 Linda Ritter Meridian City Planning Department 33 E Broadway Avenue #102 Meridian, ID 83642 RE: H-2025-0008 /Parcel#SO432212450/Idaho Power McDermott Substation Linda, The City of Meridian has requested feedback regarding the proposed annexation with rezone to R-15 (Medium-high Density Residential) for the Idaho Power McDermott Substation, which will allow for the construction, maintenance, and operation of an electrical substation on 2.5- acres.The proposed substation is generally located on the southwest corner(SWC)of McMillan Road and Owyhee Storm Avenue, specifically on Parcel No. SO432212450, within the City's Area of City Impact. Future Land Use The Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County, designates the site as Medium-high Density Residential, a designation which should include a mix of housing types at densities of eight to fifteen units per acre, as well as allowing for public infrastructure. As the proposed substation is to provide a necessary utility that will serve existing and future uses to the area, it is consistent with the Comprehensive Plan. Comprehensive Plan As the proposed substation is proposed to help meet the future energy demands of the community, it will connect to the existing Northside Substation, and a combination of site obscuring fencing and landscaping is proposed around the perimeter of the site to screen the operation, it is supported by the following goals, objective and policy of the Meridian Comprehensive Plan. Goal 3.03.03: Annex lands into the corporate boundaries of the city only when the annexation proposal conforms to the City's vision and the necessary extension of public services and infrastructure is provided. Goal 3.08.00: Coordinate with service providers to ensure the long-term utility needs of Meridian's existing and future residents and businesses are met. Objective 3.08.03: Coordinate with utility providers on acceptable landscape materials, design and site locations for their future facilities to avoid negative impacts to the community. Policy 3.08.03B: Site utility corridors within identified or designated transportation corridors and ensure that they connect to similar facilities in adjacent jurisdictions.
