TO WHOM IT MAY CONCERN:
We strongly oppose the development of the corner lot at Ten-Mile and Lost Rapids in Meridian for an
In-and-Out Burger due to the traffic hazards it will cause.
• We feel that the traffic study conducted by In-and-Out Burger in December 2024 is not a true
reflection of all the hazards involved.
• The ‘customer flow’ information that In-and-Out's study provided is flawed. It compares our
neighborhood area with 10 California-based locations—NONE of which are in residential or
semi-residential areas.
• In-and-Out 's 'traffic study' only looks at the Ten Mile / Lost Rapids intersection during a three
(3) day period in early December. It did not consider the various choke points with the
accident-prone entrance north of the intersection, it did not consider the Chinden-Lost
Rapids traffic, it did not consider the elementary school zone pedestrian and automobile
traffic on various streets (including, but not limited to Vanderbilt, Lichfield and Colosseum),
nor the weekly event traffic for eight (8) months out of the year for Hero’s Park or the 60+
vehicles four (4) days a week parked at Keith Bird Park and along Lost Rapids. In addition, it
does not consider the Adero Park subdivision that will be presented next month (May) that
adds an additional 270 homes to the area (between Bainbridge & Walmart).
• The traffic impact alone due to high school students (Owyhee and Rocky) poses serious
concerns for many residents. Owyhee students will take one of three routes through
Bainbridge: Black Cat-Vanderbilt-Carlese/Wolf Rapids-Assisi-Lost Rapids, Black Cat-
Vanderbilt-Lichfield-Lost Rapids. Rocky students will take various routes (both business and
residential areas) that will include, but not limited to Lochsa Falls and Bridgetower. We have
first-hand experience with the traffic hazards caused by the Rocky students traveling to food
options off Chinden as they drive at high rates of speed through business parking lots, causing
dangerous situations for not only customers frequenting the local businesses but also their
fellow students and other pedestrians. NOTE: Many students from the same schools will take
differing routes just to see who can get there quicker, which could result in serious accidents.
• Traffic issues occur constantly with the current businesses in the area already. Regardless of
the time or day, current traffic backs up getting off of Ten-Mile, Chinden and Lost Rapids.
• In-and-Out's request to be open until 2 AM will inundate nearby homes with constant NOISE,
LIGHTS and TRAFFIC.
The impact of adding a new In-and-Out Burger at this location severely comprises the safety of our
residents and most importantly our children.
