To Whom It May Concern-
I am writing as a concerned citizen resident of Bainbridge subdivision, which is attached to the Lost
Rapids/Ten Mile Intersection. Ever since I heard there were plans for an In-N-Out in the small corner lot, I
was appalled, worried and confused. There are MANY concerns about this location for the restaurant,
and I am STRONGLY OPPOSED to the City of Meridian approving this site.
My first and foremost concern is the inability for this area to accommodate the heavy traffic associated
with all In-N-Out restaurants. Currently, even without the restaurant in that location, there is a very
severe traffic problem getting into, out of, and through the Costco parking lot where it connects to Ten
Mile and where it connects to Lost Rapids. The design of the current Costco parking lot and entrances
was extremely poorly done, and it results in daily congestion, backed up traffic to the road and into the
parking lot and problems getting into park at Costco, as well as exiting back out onto Lost Rapids. Often
there is street traffic heading west on Lost Rapids to get to the entrance by the Olivia apartments that is
backed up to the light at Ten Mile. The same thing happens on a daily basis for the entrance off Ten Mile,
north of Lost Rapids. This corner area is already flooded with vehicles, and it is very hard to navigate
safely and efficiently. Adding an In-N-Out that is known for its horrible traffic and vehicle waiting
problems is an utterly TERRIBLE idea. The corner infrastructure simply cannot handle it. Compare the
footprint of this corner site with the footprint of the site needed for both restaurant and parking at the
Village, and it's inconceivable that the City of Meridian would even be considering this.
My second concern has to do with this corner being literally attached to a residential area that includes
all the houses in Bainbridge, homes on the east side of Ten Mile/Lost Rapids, let alone all those living in
the Olivia apartments. These residents do NOT want the noise, traffic, congestion and associated
activity and possible late-night mischief that would become routinely present if In-N-Out is allowed to
build on that corner. It is not appropriate to have that kind of venue attached to a neighborhood where
families live, need peace and quiet, etc. It is undesirable and unnecessary to have a venue that is
offering service, possibly until 2AM in a residential area. This is simply unacceptable.
Third, I reviewed the traffic study paid for by In-N-Out and it should be completely invalidated. The traffic
volume and flow described in the report is not accurate whatsoever. Those writing the report on behalf of
In-N-Out have created a biased and downright WRONG picture of how this corner operates. The days
chosen for the study were not an "average" or accurate representation of traffic in the area, which
includes heavy volume for nearby Keith Bird Park and Heroes Park. If after this public hearing, the City is
still considering the restaurant at this location, it is imperative that an accurate traffic study be
conducted. The report submitted is completely false.

To be clear, I strongly and loudly oppose this location for Meridian In-N-Out. The infrastructure
cannot support it, the traffic volume and flow is already a nightmare without the restaurant, and the
residents of this area do not want the noise, traffic and activity next to their homes. I fully support the
City of Meridian helping In-N-Out to find an alternate nearby location that would be a great addition to
the city. However, it needs to be in a retail/restaurant area that can support the traffic demands that are
inherently involved with any In-N-Out location in Idaho.
Please take this email under serious consideration, knowing that there are MANY, MANY concerned
neighbors that are not in support of this project location.
