Dear City of Meridian and Planning & Zoning Committee, I am Christine
Bogart or 5823 N. Levenham Ave, Meridian, ID and actively vote in
local elections.
Please do NOT allow In-And-Out to build in the Meridian Costco Complex
at the corner of Ten Mile and Lost Rapids. This is a poor choice of
location for this business and I hope you, as a committee, deny this
requested location.
The traffic study submitted by In-And-Out is flawed because they don't
consider the traffic in other areas already feeling congestion.
Traffic coming into existing fast food businesses and into Costco from
Ten-Mile Road consistently backs up traffic attempting to enter into
the businesses coming in from Lost Rapids. Additionally, it is quite
common to be driving through on Lost Rapids attempting to continue
straight past the Costco complex and nearly being hit by traffic
exiting near the proposed build site and not stopping completely or
yielding to through traffic.
The traffic study couldn't have been done over a week-long period to
examine the influx to customers during Wednesdays, when senior
citizens flock to Costco. Nor in late afternoons, when customers head
to the Costco Gas Station, or go for a quick dinner at one of the
already existing fast food restaurants. Also, when they say
"normalize" regarding business traffic, when does that happen? We are
a residential area, and the In-And-Out over near The Village
constantly backs up with traffic. Surely, if this is normal, then, our
residential area couldn't handle it, while other business locations
within a mile of this location could.
Our area is zoned for quiet hours and our neighborhood is very
peaceful after 10pm. If In-And-Out is permitted as an exception to
existing codes, that will change and damage our quiet nights. If they
are granted the ability to stay open past 10pm and receive overnight
delivery, then Costco could reapply for an exception with a precedent
on file. Now large delivery trucks would be coming and going, while
late night customers frequent In-And-Out.
Please don't allow an out of state business come in and try to change
what is great about Meridian, Idaho. It is quiet, peaceful and family
oriented. Our residential areas are important for peaceful family
life. Adding in a business that will be catering to late night party

goers will lead to terrible results for our neighborhood. Please
reject the request of In-And-Out for exceptions in their request to
purchase the property.
