Good Afternoon,
My name is JoDee Arpke and I live at 5808 N. Bolsena Ave in the Bainbridge subdivision in
Meridian. My husband and I are very concerned about the proposed location for the In-N-
Out fast food chain located on Lost Rapids and Ten Mile roads. That intersection is already
congested and is one of the main entrances into our subdivision which already experiences
significant traffic during peak hours. Adding a popular fast-food chain, known for long drive-
thru lines, will create bottlenecks that make it difficult and unsafe for residents to enter or exit
the neighborhood at that intersection.
This is especially concerning for children and pedestrians in the area. Keith Bird park, a well-
used green space for families, walkers, and children, is on Lost Rapids and is very close to the
proposed site. Increased vehicle traffic, noise, and litter from a fast food establishment will
negatively affect the safety and atmosphere of this cherished community space. A large
number of people already use Lost Rapids as a “short cut” during busy times of the day
which worry us as parents about the safety of our children near the park. The Costco parking
lot is also very congested, especially turning into the parking lot from Lost Rapids. We can
only imagine what it will be like if an In-N-Out is built.
My son was in an accident a couple of years ago at the same intersection and traffic has
skyrocketed since then with multiple accidents occurring. One of our friends from a nearby
subdivision had somebody knock on their door asking if In-N-Out would affect them. My
friend was a little confused because her subdivision is not connected to Lost Rapids or Ten
Mile, so it wouldn’t affect her. On the other hand, I have yet to know of anyone from our
Brainbridge neighborhood receiving a survey about how it would affect them, nor have we
been provided a survey. I think it is pretty sneaky and disengenuous of In-And-Out. There are
plenty of other locations that In-And-Out could be build that would not be in such close
proximity of an entrance into a subdivision. For example, by the new Meridian library and
Winco, or the new village that will be over near Scheels.
We also worry about the noise at night since In-And-Out will be open until midnight and is
already asking to be open until 2am. The extended hours of operation, bright lighting, and
constant vehicle activity associated with this activity are not compatible with the quiet
residential character of our neighborhood, particularly for homes located near the entrance.
Residents chose Bainbridge for its peaceful, family-friendly environment. A high-volume

commercial establishment at the entrance undermines that atmosphere and will have long-
term negative impact on property values.
We respectfully urge the city and planning authorities to reconsider this location for the In-N-
Out and explore alternative sites that are better suited for commercial traffic without
compromising neighborhood safety and quality of life.
