Nancy Pace April 14, 2025 TO: City of Meridian Planning and Zoning Commission: I am the current Treasurer of the Bainbridge HOA, a subdivision that I believe will likely be negatively impacted by the proposed In and Out Burger location o? Ten Mile and Lost Rapids. My number one concern is the tra?ic flow pattern. During peak times, tra?ic turning right from Lost Rapids into the Costco complex already backs up almost to the stoplight at Ten Mile. Also, drivers exiting the Costco complex sometimes "assume" an approaching driver is turning right rather than continuing into the Bainbridge neighborhood. There have been some near misses that I have witnessed. Since In and Out seems to be a popular franchise, I can likely foresee that the parking area for In and Out may not be adequate to accommodate those going into the Costo "complex" and trying to access In and Out. Whenever I have gone by an In and Out franchise, the drive-thru option seems to be the most popular. Long lines form rather than customers parking a car and going inside the building. My second concern is additional tra?ic on the perimeter of our residential neighborhood, along Lost Rapids and Tree Farm. Cars are often traveling too fast along that road already. Most cars do not stop at the stop signs from the adjacent neighborhoods onto those roads. Plus, Keith Bird Park is along the same road with heavy usage by sports teams and families during certain seasons. Requests for a crosswalk, speed bumps, etc. have been denied. Since the proposed In and Out location is adjacent to those same roads, increased tra?ic may just add to our safety concerns. The third concern is the extended hours of operation until 1:30 pm. In recent times Costco petitioned the City of Meridian to allow deliveries beyond the normal timeframe and that request was denied. Thank you! As a neighborhood we were concerned about the noise at late hours for nearby residential apartments, plus the Bainbridge and Cadence neighborhoods. If In and Out is allowed to operate their drive-thru, as well as have deliveries in the early morning hours, then Costco could again ask to be granted the same option. That combination would certainly be a disruption for nearby residents trying to sleep. I understand that In and Out is a popular fast-food chain and this business is likely desired by residents in the Meridian area. I strongly ask the Planning and Zoning Commission to recommend that the In and Out ownership seek another nearby location that would not have so many tra?ic, safety, and noise issues.
