I am submitting comment on the proposed permit for building a new In-N-Out location at the corner of Ten Mile and Lost Rapids. As a resident of the Bainbridge neighborhood, I welcomed the addition of Costco, an apartment complex, and various businesses to this area over the past five years that we have occupied this house. We frequent the businesses there on a weekly basis, including for gas, groceries, and occasional takeout. That frequency will almost certainly go down significantly if this permit is approved. I already struggle with traffic coming in on the Ten Mile side from Chinden when I'm trying to go to Costco from Lost Rapids, and I think the addition of this restaurant in particular would make that entire complex one I would no longer want to visit most days. Even if I wanted to walk to Costco, it's not a place I can easily haul items to and from by foot. I understand that In-N-Out thinks it can manage its car line effectively with that space. Maybe that would be true if this was a different location. But if the line were to at all exceed the space within that designated area, it would block off the flow of traffic to Costco, potentially spread into the roadway on Lost Rapids, and generally cause all sorts of mayhem. Unlike the restaurant at The Village and the Boise Towne Square mall, there isn't some kind of "staging area" in the near vicinity that could be used for overflow lines. All of this is not even considering the fact that In-N-Out is open until 1 a.m., and it would be extremely close to the apartments and homes that would be disturbed by activity that late at night. It's also open on Sundays, which would add another layer of traffic nightmare given its close proximity to the LDS church right across the street. Meridian still has so much open space for lease. The Orchard Park development would be a wonderful place to put In-N-Out, or Ten Mile Crossing down near Scheels. The very same reason that this restaurant would create traffic and neighborhood havoc is the reason why it will not be a hardship for them to find 2 another location — it is extraordinarily popular, and people will flock to whatever spot is closest to them, regardless of where it is. Please ask In-N-Out to find another location that is not already so crowded. Thank you for your attention to this matter! Kelcie Moseley-Morris 6055 N.
