My name is Kyle Gentry. I live at 4095 W. Silver River St., Meridian, ID 83646 (within the BainBridge
subdivision). I am emailing to express my concerns regarding the proposed development of In-N-Out
at the northwest corner of Ten Mile/Lost Rapids.
As a honorably retired police officer and father of two children, I have sincere concerns regarding the
safety and quality of life which will inevitably be effected by an In-N-Out establishment at this
proposed location. Many of my concerns are highlighted below.
With I&O requesting to stay open until 0200 hours, noise and light pollution will undoubtedly be a
concern. This goes without saying.
I have grave concerns regarding the biased traffic study provided by I&O. I was informed their traffic
study compared our location to California based locations. These California locations were not within
a subdivision or even within semi-residential areas.
Additionally, the traffic study provided by I&O does not adequately account for the left turn lane from
northbound Ten Mile onto westbound Lost Rapids. I was informed their inadequate and biased traffic
study only looked at 3 days in early December. I find this alarming and deceitful. As I utilize the left
turn lane from northbound Ten Mile onto Lost Rapids daily, I know for a fact traffic backs up far
beyond what the left turn lane can handle. Frequently the #1 northbound lane on Ten Mile is
completely blocked, with folks simply waiting at the traffic control signal for the left turn onto Lost
Rapids. One can only imagine the exponential increase an I&O traffic flow would bring.
I am also worried about the inevitable nefarious activity which we will start seeing at Keith Bird
Legacy park with any nearby establishment serving folks until 0200 hours. The parks and parking
lots in close proximity to In-N-Out(s) in California were subject to increased calls for service with
anything from reckless driving/burnouts, stabbings, shootings, fights, prostitution, etc etc. I fear our
subdivision will suffer from the same unfortunate scenario and the folks living in close proximity to
Keith Bird will suffer the most. As a father of two, I worry about the inevitable issues we will see with
an I&O at this location. I can only imagine what we will have to deal with from 2200 hours until 0300
hours with people loitering in nearby lots and the park after they visit I&O.
After honorably retiring from law enforcement, I chose to relocate to one of the last states which
seems to exhibit proper decision making at all levels. When I purchased a home in BainBridge in
2018, I did so in large part based on the amazing quality of life offered within the City of
Meridian. This includes my top priority...safety for my children. My hope (and the hopes of the large
majority of my subdivision) is the City of Meridian will listen to its residents and deny the proposed In-

N-Out location at Ten Mile/Lost Rapids. There are far better locations which will not impact
subdivisions such as ours.
