Dear City of Meridian and Planning & Zoning Committee, I am Joe Bogart or 2873 N.
Levenham Ave, Meridian, ID and actively vote in local elections.
Please do NOT allow In-And-Out to build in the Meridian Costco Complex at the corner of
Ten Mile and Lost Rapids. There are several reasons why this is a poor choice of location for
this business and why I hope you, as a committee, will deny this requested location.
First, this is a wonderfully quiet neighborhood where families can relax and enjoy themselves
in the evenings. We don't want the added noise and traffic after 10pm or overnight delivery
which increases noise and traffic. This could open up for Costco and other businesses to
request the same and severely irreparably damage our quiet and peaceful night time
environment.
Secondly, the traffic study submitted by In-And-Out is flawed. They don't consider other
traffic in the whole complex. Countless times we wait for the influx of traffic coming off Ten
Mile into Costco and current businesses. Many times our vehicle has nearly been struck by
vehicles exiting the complex onto Lost Rapids as they failed to yield at the stop sign as we
had the right of way to continue on the street.
Additionally, as a frequent pedestrian, I have been nearly struck by vehicles while crossing in
the crosswalk as they failed to yield the right of way. I am a blind person, using a white cane
or guide dog or an orange vest. The study submitted by In-And-Out doesn't take the other
traffic into consideration.
Thirdly, speaking of traffic, my wife and I personally witnessed the continued influx of traffic at
the other Meridian location. They claim the traffic will "normalize" yet it still backs up into
other parking lots and onto the street. Obviously they didn't do a true traffic survey here for
any extended period.
Fourthly, this specific location has several traffic choke points. As a retired Army Engineer
Officer, I know about choke points. Traffic often backs up during high use times around
Costco and the businesses along Ten Mile at both the Ten Mile entrance and the Lost Rapids
entrance. Now if a blind person can easily observe this, what kind of actual traffic survey was
conducted? Where was it conducted and for how long?
And lastly, we in the neighborhood have plenty of fast food options right there in walking
distance at the Costco Complex near Ten Mile and Lost Rapids. We have chicken,
sandwiches, pizza and even burgers.

Why add another that is trying to get exemptions from existing zoning rules? Why not look for
someone that wants to put in a restaurant or other business that doesn't want to come in
and change Idaho to suit their wants and desires? Why not look for a business that embraces
Idaho's way of life and family values.
