Please consider this email in OPPOSITION to the In-N-Out location proposed at Ten Mile and Lost
Rapids.
We’ve lived in the Bainbridge subdivision for nearly 7 years and have seen and experienced the traffic,
speeding, increased congestion and noise the current Costco and surrounding businesses have brought
to our active, kid-friendly neighborhood. The addition of this popular restaurant with its known crowds
and long drive-thru lines will magnify the already challenging issues.
Some examples of our concerns:
-Traffic - the traffic study from I&O is not a true representation of the flow through the neighborhood as it
was done for a limited period during one of the shortest and quietest months of the year. It does not
account for the active outdoor lifestyle enjoyed by the community with kids playing, games at Hero’s
Park, local events at Keith Bird park, and existing parking challenges, and congestion from the
Costco and the significant cut through traffic from Chinden.
-Operating hours - the additional impact of noise, light and late night traffic has a significant detrimental
impact on the neighborhood. Costco has a 10:00 cutoff that is already challenged by truck deliveries,
noise and traffic through the neighborhood. A post-midnight operation creates opportunities for other
businesses to challenge the current cutoff time. We’ve already significantly lost our dark sky lighting
requirements of homeowners in the neighborhood, and we’ve lost our quiet streets. Adding a busy, late
operating business continues to detract from what we enjoy, and has the potential to introduce a
different element to the neighborhood of those who are potentially leaving bars or engaged in
other late activities that are not safe for a community.
We are not opposing I&O, simply recommending that a more suitable location be chosen that is not in a
neighborhood or requiring use of neighborhood streets.
We love our neighborhood and those surrounding us, even with the current and proposed significant
increase in homes. Please help us keep our community quiet and safe, a place where we can let our kids
play, ride our bikes and walk our pets.
