Friends of Children and Families, Inc, (FCF) is a private non-profit 501 (c)(3) corporation who is the Head Start grantee for Ada and Elmore Counties in Idaho. We are interested in purchasing this property, conditional upon receiving your approval of this conditional use application, as well as the concurrent rezoning application. In accordance with your instructions, the following information is provided: 1. Completed and signed Conditional Use Application form: Attached. 2. Legal description of property: The west one half of the west one half of Block 6 of the Westview Addition to Meridian, Idaho, except a strip off the south side of said tract, deeded to the United States for Eight Mile Lateral right-of-way. AND The east one half of the west one half of Block 6 of the Westview Addition to Meridian, Ada County, Idaho, except a strip of land off the south side of said tract deeded to the United States for Eight Mile Lateral right-of-way, Note: At this point, the deed instrument has not been found for the excepted "strip of land" deeded to the US Government, and dimensions have not been Nurture the Future ) Be a Head Start Volunteer identified. We have searched diligently and will continue to seek all avenues for the deed instrument. Deeds were found for the properties to the west of strips of 50' off the south property lines. Nampa Meridian Irrigation District informed us of their need for 50' maintenance strip. Similarly it is unclear who owns the 30' R.OW. to the west of subject properties. ACHD is searching for Title and deeds. We have not found that the current property owner has a deed to it. Consequently we make proposals below (after item 13) for these two unclear areas. 3. Also note: Two painted building signs will be attached to the building; one will be approximately 1'-2" x 15' above the porch roof (see Broadway Elevation); the other will be approximately 3'-6" x 3'-6" located on the building wall. 7, Landscape Plan: 10 copies of landscape plan at 1 '=20": Attached. 8. Statement describing the characteristics which make conditional use desirable: As the Head Start grantee for Ada and Elmore Counties, FCF currently operates 9 centers serving 472 families. We have recently received federal funding to expand into Meridian, Idaho. The characteristics of this property that makes it desirable for rezoning and conditional use include the size and location of the property. Our site requirements included a site of approximately one acre that is in close proximately to where families eligible for Head Start reside. Our neighborhood-based center strategy enables us to have smaller centers and reduces the need for children to remain on bus transportation for extended periods. Our most recent assessment of Meridian revealed the need for a Meridian center located near the Meridian downtown area. Our facilities typically act as anchors for their neighborhoods and provide community gathering space. Similar to some of our other facilities, this proposed facility has a large conference room, which will be available to the neighborhood. Our facilities are staffed and active all day long and help provide a secure presence in the community. We frequently host gatherings that promote the community and the neighborhood. 13, Fee of $325. Attached. 14, Additional services statement: FCF agrees to pay any additional sewer, water or trash fees or charges, if any, associated with our use of the property. 15. Property posting affidavit: Please accept this letter as a written affidavit that Friends of Children and Families, Inc. will be posted as least one-week prior the conditional use hearing. The conditional use posting will include the name of the applicant, that we have applied for a Conditional Use Permit, and time and date of public hearing. 16, Notarized statement of property posting: We will provide a Notarized statement of property posting after the actual postings, which will be one week before each public hearing. For the two areas of unclear ownership, we make the following proposals: For the "excepted strip of land off the south side" (possibly deeded to the US Government), we propose that we treat it as if it had been deeded to the US Government, and similar to the already deeded (1902) 50' properties to the west. The property is for the Nine Mile Drain, Rutledge Lateral and their maintenance access, and has been fenced off by neighbors to the west. We propose to also fence off the 50' from the south property lines with an open style fence for visibility, such that the young children and families using our proposed facility will be protected from the canal and Nine Mile Drain, and that the Nampa Meridian Irrigation District will have unimpeded access for maintenance. We also request a variance to Meridian Ordinance to not tile the Rutledge Lateral, based on the unclear ownership, but also Meridian Comprehensive Plan Goal V.D.I.A.7. "...to limit canal tiling and piping of ditches where public safety issues are not of concern". For the 30' R.O.W. at the west side of the property we propose that, if no clear title is found by ACHD, we negotiate with ACHD and, if necessary, apply for a Nurture the Future, Be af-iead Start Volunteer vacation of the east 15'. The west 15' is currently fenced off and occupied by the neighbor, including a building and many large trees on the fence line.
