Hello -
My name is Joseph E Meyer. I am a registered voter residing at 3939 West Sunny Cove Lane in the
Cadence at Bainbridge community off of Lost Rapids in Meridian.
I am writing to communicate my strong opposition to the proposed In & Out business plan to locate a
facility at the corner of Lost Rapids and Tenmile. Even though In-n-Out Burger's application might meet
the zoning requirements, I do not think that it is an appropriate location based on the following:
The traffic study commissioned by the applicant, In & Out Burger, is deeply flawed in favor of the
applicant. The study indicates space in the turn lanes from all directions is adequate to accommodate
the anticipated increased traffic coming and leaving their location. Based on my experiences this is
simply not true! Numerous traffic accidents have already occurred as a result of the heavy traffic
attempting to enter and exit the businesses already established in this commercial complex. Allowing
this project to move forward will further exacerbate this problem.
The traffic study also indicates an adequate staging area that will not impede access to the
already existing businesses in the area. While this might be the case some of the time, I strongly
disagree that during peak hours of operation business access will be uninhibited. A negative affect to
the existing businesses should be taken into consideration by the planning and zoning commission when
rendering approval to this application.
Hours of operation will be disruptive in the surrounding residential area(s). Shipping and
receiving is restricted to certain hours at the Costco facility so that lights and noise do not disturb nearby
residences. Should this In-n-Out Burger project be approved then their hours of supply delivery and
operations should also be restricted in recognition of and respect for the residents of nearby residential
communities. There will be increased truck and car noise as well as light pollution at night.
I do support growth that is well planned and located, but in this case, it is my opinion that this is not an
appropriate location for an In & Out Burger or another business that relies on a drive through clientele for
success. As elected officials ruling on this matter, I encourage you to listen to the people who live in the
immediate area surrounding the proposed project and to rule that In & Out seek another appropriate site
to expand their business in the Meridian area.
