As homeowners within the BainBridge neighborhood, the purpose of this email is to
request Meridian City Council deny the proposed location of In-N-Out Burger near the
Meridian Costco location at Ten Mile Road and W Lost Rapids Dr.
It is our understanding that In-N-Out would be open past midnight, which results in
affecting the nearby homes with constant noise, lights, and traffic, and is not within
existing city laws and zoning.
In-N-Out provided customer flow information that is flawed, as it compares our
neighborhood area with 10 California-based locations, none of which are in residential or
semi-residential areas.
In-N-Out paid for and provided a traffic study, which is similarly flawed; it only looks at
the N Ten Mile Rd / W Lost Rapids Dr intersection for 3 days in early December. It does not
consider the various choke points with the accident-prone intersection at N Ten Mile Rd / W
Chinden Blvd, does not consider the W Chinden Blvd / N Tree Farm Way traffic, and does not
include weekly event traffic for 8 months of the year for Heroes Park, or the 60+ vehicles for 4
days/week parked at Keith Bird Park along Lost Rapids. The traffic study also does not
consider impact a future subdivision will have for the open space on the west side of Ten Mile
between Bainbridge and Walmart. Has the City of Meridian done a separate
(city-sponsored) traffic analysis or research to consider the impact to
the surrounding neighborhoods? If not, it is a disservice to the
community to approve this without having their own analysis
completed.
I can personally speak to the danger of the intersection at Ten Mile and Lost
Rapids. Yesterday, returning home from a walk to and around Heroes Park, I waited at the
intersection for the crosswalk light to change. Once I got the “walk” signal, two steps into the
crosswalk I was so close to getting hit by a car that was running the red light. I have no idea
why the driver was distracted and not heeding the red traffic light. However, I can tell you
that using the intersection countless times the past 6 years, as both a driver and pedestrian,
there is often a significant backup for a left turn. Allowing an In-And-Out location at the

proposed location will further exacerbate the congestion, and while In-And-Out can claim it
will be only temporary, how is it that they have a crystal ball to know this? For Costco
shoppers and shoppers of the current existing businesses, significant increased traffic flow
through the entrances and exits is anticipated to be persistent, and not simply a ‘honeymoon
phase’.
None of the 3 current In-N-Out Idaho locations are within a residential
neighborhood. Alternate Meridian locations not in a residential area could be: 1) Ten Mile Rd
/ Hwy 84; 2) Chinden Blvd / Hwy 16; or 3) in the Orchard Park retail area at Linder Rd and
Chinden Blvd.
We respectfully ask you to vote against this proposed location for In-N-Out Burger in our
neighborhood.
