I live in the Cadence at Bainbridge community. I strongly oppose the approval of In-n-Out Burger 's
conditional use permit for the following reasons:
1. Increased traffic flow and congestion caused by another "drive through" business in this relatively
small commercial complex which is nestled amongst a mostly residential area. There are already
8 business in the Costco shopping center that have drive-throughs...Burger King, Mountain
America Credit Union, Dutch Brothers, Slim Chickens, Firehouse Subs, Swig, Key Bank and the
Costco Gas Station. Besides, the Costco Parking lot is packed with customer's cars at all
times. Entry to and from the Costco Shopping Center is already congested.
2. The increased traffic will affect Chinden, Lost Rapids, Tree Farm and Ten Mile. I see few options
for traffic control measures. Based on my observations and experiences in driving this portion of
Ten Mile and Chinden, I do not trust the findings of the traffic study commissioned by In-n-Out
Burger. I do not agree that the left turn lane going north on Ten Mile onto Lost Rapids is sufficient
without removing the existing island. Often, it is already not sufficient. For that matter, the right
turn lane going south on Ten Mile onto Lost Rapids is not sufficient to handle an increase in traffic
either. The company that conducted the study has their statistics, projections and methodology
to present to the planning commission. However, I know my driving experiences on Ten Mile and
believe my observations to be reality even after the initial rush at opening.
3) This area of Meridian not exactly a fast-food desert. A plethora of fast-food options already exist 5
to 10 minutes away.
4. What will be the timing be of supply deliveries and garbage pickup?
Lastly, I have been at or by In-n-Out Burger locations in Arizona, Oregon (Medford and Salem) and Idaho
(Boise, Meridian and Nampa) and none of them have been in such a heavily residential area. Those
locations made sense to me. I have to ask, why this one in a residential area? I am not antibusiness or
have anything against In-n-Out Burger; I just think this is not a good and proper location.
