Re: Narrative Letter in Support of Final Plat Modification Application
Dear Planning Staff, Planning and Zoning Commission, City Council, and Mayor:
This narrative letter is in support of our application for a final plat modification to remove or
modify condition of approval 11. Specifically, modification to the final plat (FP-2024-0012) for
Vanguard Village Subdivision No. 1 to modify condition of approval #11, which requires 9-foot
wide parallel parking on both sides of private streets within the development, to allow parking
along the entire east side of La Vista Ln. and no parking along the west side of S. La Vista Ln.
As currently written, condition of approval 11 reads:
11- The private streets within this development shall be constructed within an easement wide
enough to accommodate a navel lane width of 26-feet in accord with UDC 11-3F4B.2b,
9-foot wide parallel parking on both sides of the street and bulb-cuts. A revised street
section shall be submitted for S. La Vista Ln. and for the east/west private street required
between La Vista and _ Umbria Hills Wayl . Navigator Dr. that demonstrates
compliance with this regiurement.
(Highlighting added.) We would like to modify condition of approval 11 to read as follows:
11. Except as otherwise expressly provided herein, the private streets within
this development shall be constructed within an easement wide enough to
accommodate a travel lane width of 26-feet in accord with UDC 11-3F-
4B.2b, 9-foot wide parallel parking on both sides of the street, and bulb-
outs. Notwithstanding the foregoing, S. La Vista Ln. shall only have 9-foot
wide parallel parking on the east side of the street. Revised street sections

shall be submitted for each of S. La Vista Ln. and for the east/west private
street required between la Vista and S.Umbria Hills Way/W.Navigator Dr.
that demonstrates compliance with these requirements.
The reason we're asking to remove parking on the west side of La Vista: Based on the approved
drawings, we moved forward with construction of sewer, water, PI and joint trench. Now that we
have installed joint trench, adding parking bump outs would land the drainage swales over the top
of joint trench, which is not ideal.
To be clear,parking would continue to exist along the entirety of the east side of La Vista,but no
parking along the west side of La Vista, which would result in approximately 20 fewer parking
spaces.
City planning staff required a final plat modification application to effect this proposed
modification.
