The Idaho Transportation Department (ITD) reviewed the referenced application(s) and has the following comments:
1. This project abuts the State Highway System.
2. As mentioned in the applicant's narrative, an application was completed for the original Villasport project in
2018. ITD submitted a response to this development in December 2018 with the following comment: "The
southbound right turn lane on SH-55 (Eagle Rd) onto East Seville Lane does not meet current ITD standards.
The applicant will be required to reconstruct the right turn lane to current ITD standards. To accommodate the
lane reconstruction, ITD requests a 12-foot Right-of-Way dedication along the applicant's parcel."
3. Although the applicant is making changes to the original site plan, our comments and concerns remain.
Through common ownership of the adjacent parcel,the applicant will still be required to complete this
mitigation.
4. If the owner intends to sell the adjacent parcel, a cross-access agreement will need to exist between Parcel
S1105110120 and S1105110111. ITD will not grant access onto SH-55 for Parcel S1105110120 due to the
mitigation listed above.
5. ITD reserves the right to make further comments upon review of the submitted documents.

RE:Centrepoint Apartments-ITD Development Staff Report
Dear Brandon,
The Idaho Transportation Department(ITD) has completed our review of the Centrepoint Apartments Traffic Impact Study
(TIS) & Updated Transportation Memorandum.The proposed development will be located at 3100 N.Centrepoint Way in
Meridian, Idaho.
Development Summary
• The proposed development will consist of 295 multi-family apartments.
ITD Staff Requirements
• Centrepoint Apartments is conditioned for the following:
o Reconstruct the southbound right-turn lane on SH-55 providing direct access to E.Seville Lane to match the
specifications listed below.
■ 340'storage length
■ 180'taper
o Additionally,the developer will need to demonstrate joint use of the E Seville Lane/SH-55 approach for Parcel
S1105110120 and S1105110111. ITD will not grant access onto SH-55 for Parcel S1105110120.
Right-of-Way Dedications
• ITD will require 12 feet Right-of-Way dedication on SH-55 along the adjacent parcel (S1105110120).
Mitigation Funding
• All mitigations will be the responsibility of the applicant.
Permit Requirements
• Once Civil Plans have been drafted for any work occurring in ITD's Right-of-Way,submit an access permit application via
our online permitting tool here.
o ITD staff will receive the application and all submitted supportive documents,which should include:
■ Civil Plans
■ Parcel Deed
■ Cross-Access or Access Easement, if applicable
■ Traffic Control Plan designed by a certified Traffic Control Supervisor
o Access and Utility Permits
■ Both Access and Utility Permits, if required,for work being done in ITD ROW will need to be submitted
for reviewed and approved by ITD staff prior to work beginning.

Expiration of Staff Report
• In the event an approved encroachment permit is not obtained within one year,this staff report will no longer be valid
and ITD may request an updated TIS to reflect current traffic conditions.

• This report does not supersede or nullify any local land use requirements or legal property restrictions. Legal property
restrictions include but are not limited to easements,access agreements,deed restrictions, plat restrictions, liens or other
encumbrances. Removing, modifying,or establishing legal property restrictions is the responsibility of the developer.
• This report does not constitute a permit approval, or denial issued pursuant to IDAPA 29.03.42.
ITD Staff Recommendations are intended to assure that the proposed development will not place an undue burden on the
existing State Highway system within the vicinity impacted by the proposed development. Maintaining safety and mobility for
Idaho's motorists is of utmost importance to ITD.We appreciate your improvements to livability in Eagle, Idaho as we want all
residents to travel safely and efficiently on the highway system.
