Scottsdale Villas Subdivision (proposed)
Dear Brad:
On behalf of Wolfe Commercial Enterprises, LLC (Graye Wolfe), we are requesting a zoning ordinance
map amendment from L -O (limited office) to R-15 (Medium High Density Residential) for a project
located generally south of Franklin Rd. along S. W. 8h, St. and Alden St. The project has an associated
1 request for a preliminary plat and planned development which has been submitted previously. The,site is
located in the Northwest 1/4 of Section 13, Township 3 North, Range 1 West, Boise Meridian, Ada
County, Idaho. The Ada County Assessor's parcel numbers for the site are R7780710020, R7780710030,
R7780716040, 87780710050, R7780710060, R7780710070, R7780710080, and R7780710090.
A pre -application meeting was held with Meridian Planning and Public Works Staff on October 10, 2002
t and another meeting on November 13, 2002. Planning Staff indicated that a Planned Development would
be necessary for single-family attached due to the L -O zoning designation. Since submittal of the original
project (preliminary plat and planned development), Meridian planning staff has determined that the
' zoning must be changed to a residential zone in order to proceed with a residential planned development.
The proposed re -zoning request is for approximately 3.66 acres with a zoning change from L -O (Limited
' Office) to R-15 (Medium High Density Residential). The property' is currently vacant. Land use north of
the site includes a day-care center and professional office. South and west of the site are single family
residential homes with some single-family attached units. Multi -family residential units are adjacent to
the site on the east boundary. The Scottsdale'Villas development is proposed as a senior community with
residents typically 55 and older. Further; all dwelling units are proposed as single -story throughout the
development. The dwellings are proposed as single-family attached units with individual ownership of
the dwelling and lot.
The proposed zoning amendment and associated residential planned development is compatible with the
' existing pattern of development in the area. The development provides a transition from the day-care
center and office use into the detached single family units beyond the site to the south and west. The
1 development also provides a transition from the multi, family residential (apartments) to the east and the
single family detached units to the west of the site.
' The Meridian City Comprehensive Plan (MCCP) Land Use Map designates the site as office, however,
medium density residential designations surround the site on three sides. The site was re -zoned from R-

' 15 to L -O approximately one year ago. However, the developer has had difficulty obtaining office
' tenants for this site. A proposal was initiated this past summer for four 4-plex buildings (multi -family) on
a portion of the site. The proposal was denied by the Meridian City Council due to the incompatibility of
the multi -family dwellings (including two story elevations) with the single-family dwellings to the west.
' The proposed re -zone and associated development would meet the MCCP objective to maintain integrity
of housing areas to preserve values and ambiance of areas. Further, actions within the MCCP include
statements such as; 1) Protect existing residential properties from incompatible land use development on
' adjacent parcels; 2) Adopt land use designations which will allow for housing opportunities for all
income levels; and 3 Support a variety of residential categories (low-, medium-, and high-density single-
family, multi -family, townhouses, duplexes, apartments, condominiums, etc.) for the purpose of
' providing the City with a range of affordable housing opportunities. The proposed re -zone to R-15 and
associated planned development will meet these MCCP objectives and actions by integrating single-
family attached units for elderly housing into the existing residential area to form a good residential mix.
' The residential mixture, including apartments (east of site) and single family detached (south and west of
site), will provide for a range of income levels and housing types within this neighborhood area.
The L -O zoning designation doesn't allow attached single-family residential dwellings as proposed. The
original submittal (preliminary plat and planned development) was based on Meridian Zoning Ordinance
Section 12-6-4 which indicates:
A variety of housing types may be included within a single planned development, including
attached units (single-family attached homes, townhomes, duplexes), detached units (single-family
detached homes, patio homes), and multi family units, regardless of the underlying zoning classification
of the site, provided that the overall density limit of the zone is maintained.
However, as previously mentioned staff has determined that Section 11-8-1.A, the residential zoning
schedule of use control should be applied which doesn't permit a single-family attached dwelling or
townhome within the L -O zone.
1 The developer believes that there is an existing demand for the proposed elderly housing. Therefore, the
developer' is requesting the option to commence construction on up to seven dwelling units (existing
' number of platted lots) prior to the final plat for Scottsdale Villas being recorded.
