Dear Planning and Zoning Commission,
My wife and I are vehemently opposed to the building of an IN & OUT Burger at the corner of 10 Mile and
Lost Rapids for the following reasons:
1.) The Costco center already has 5 Fast Food type businesses with Drive throughs. It seems that
Meridian is building way to many Fast Food Operations. We should look at the type and quality of
businesses that are being pushed.
2.) Making a left turn from 10 Mile onto Lost Rapids is very problematic several times during the day. The
turning lane is extremely limited. I believe 4-5 cars are all that will fit in the turning lane.
3.) The traffic INTO Costco from Chinden, 10 Mile and Lost Rapids is a nightmare during the Holidays and
most weekends, especially around 10-1pm and 4-7 pm 7 days a week.
4.) The proposed development of another housing tract off 10 Mile near the Walmart is going to increase
traffic even worse in the area. The housing tract makes sense, but the traffic on 10 Mile heading into the
Costco area will have an impact on congestion and the quality of life for the area.
5.) In and Out Burger would be better placed on 10 Mile road closer to I-84 or on Chinden near the Winco.
Those areas are developed for large volumes of traffic.
6.) The apartment complex "Olivia" shares the same Egress and Ingress as Costco and the IN and OUT
Burger. I have personally witnessed "almost" several accidents of vehicles leaving Costco to make a left
onto Lost Rapids.
7.) The Church on Lost Rapids and 10 mile is already busy all day on Sundays.
8.) I have doubts on the traffic study that was recently done. Who paid for the study? If In and Out Burger
paid, then I would be highly suspect of its accuracy.
The increased volume of traffic, congestion and air quality will have an impact on the people living in the
area.

One Option I would like the commission to look at is allow In and Out Burger but they will not be able to
utilize a drive through for at least 5 years. Many cities in other states have allowed fast food restaurants
to be built, but by limiting the drive through has also minimized congestion and air quality.
