Broadway Ave. Ste 102 Meridian, Idaho 83642 RE: Resubmittal of Application H-2024-0058 Application H-2024-0058 for the proposed In-N-Out Burger at Ten Mile Road and Lost Rapids Drive was submitted to the City of Meridian on October 14, 2024. That application has been reviewed by the City of Meridian staff and Staff comments were provided through the City Permit Portal. Those City comments have been addressed and revised plans and responses to comments will be uploaded to the City Portal. Considering that traffic concerns were expressed by City Staff in several discussions leading up to the submittal of the application and were expressed by some residents during the neighborhood meeting that was conducted on July 15, 2024, In-N-Out has prepared a focused traffic Study and queue analysis for the project. While this analysis was not requested by City Staff, In-N-Out felt it was prudent to prepare and submit this to address and alleviate Staff and Resident concerns. This focused report provides data and engineering analysis to assess potential traffic impacts to the Ten Mile and Lost Rapids intersection and analyzes the onsite drive thru queue. In-N-Out hopes that the analysis will counter speculation about potential traffic impacts and aid the City with its review of the project by providing objective traffic data and observed traffic conditions. The following conclusions are detailed in the report: 1) The Ten Mile and Lost Rapids intersection is forecast to continue operating within acceptable Levels of Service (E or better) during peak hours; no mitigation is required 2) All study roadway segments are forecast to continue operating within acceptable Levels of Service (E or better for Ten Mile Road; D or better for Lost Rapids Drive) during peak hours; no mitigation is required. 3) The proposed drive through lane queuing capacity for up to 29 vehicles would provide sufficient storage capacity to accommodate the average 95th-percentile queue of 27 vehicles observed at 18 In-N-Out Burger restaurants once operations normalize. This analysis includes the surveyed queue at the initial Meridian location. The traffic analysis demonstrates that the construction and operation of the proposed in-N-Out Burger at Ten Mile and Lost Rapids will not create any significant traffic impacts to the surrounding roadways, and it has the capacity to maintain the drive thru queue fully onsite.
