Site Location and Existing Uses
The subject property is an approximately 3.99-acre parcel of land located at the southern terminus of
S. Cubola Way and the western terminus of E. Mardia Street. The property is currently improved with an
approximately 200 square foot irrigation pump house.
History
On March 1, 2023, the Director approved an administrative time extension for us to obtain the signature
of the City Engineer on the final plat for the Sky Mesa Commons #5 subdivision. The new deadline
established was February 25, 2025.
Preliminary Plat
The Preliminary Plat for the Sky Mesa Subdivision was approved for 278 single-family lots, and 31
common lots on 98.35 acres. This is the final phase to be recorded and contains 13 buildable lots and
one common lot and is located on 3.99 acres.

Time Extension Request
As you know Eagle Road is currently being reconstructed from the E. Taconic Drive intersection to the
E. Lake Hazel Road intersection to the south.According to ACHD this work is expected to be completed
in June 2025.

The Sky Mesa subdivision is located
adjacent to Eagle Road, which functions
as the main access to this development.
It is the main marketing window for this
project. When we learned of the
construction schedule for Eagle Road,
we decided to delay the completion of L,I

Eagle Road we have seen the sale price for our homes within Sky Mesa drop significantly. Once the
road construction is completed and Eagle Road is improved to a four-lane road, the primary access
to the site will be open and the market will return to what it was prior to the construction.

Open Space
The Sky Mesa subdivision is a total of 98.35 acres and located within two different zoning designations.
63.85 acres are zoned R-4 which requires 12% open space, and 34.50 acres are zoned R-8 which
requires 15% open space for a total of 12.837 acres of required open space. When the Sky Mesa
subdivision was originally approved the Unified Development Code only required 10% open space for
the entire development.
Currently, 94.36 acres has been developed, and 15.296 acres (16.2%) of open space has been
provided, which is 2.459 acres more open space than what is required by the new code. The Sky Mesa
Commons #5 phase is located within the R-8 zone and requires 15% open space. It is a total of 3.99
acres requiring .598 acres of open space. As designed, this phase has .364 acres of open space, which
is 9.2%. However, as previously noted, the overall Sky Mesa subdivision has already provided 2.49 acres
more open space than what is required. As such, this final phase of development does not need to be
modified to increase the open space as it will be adding to the excess open space already provided.

Conclusion
In conclusion, we are requesting a two-year time extension to complete this subdivision phase. This
additional time will allow ACHD to complete the reconstruction of Eagle Road, which will alleviate the
access, marketing, and pricing issues caused by the construction. We request that you take this
information into consideration and support our request for a time extension.
