Website: www.meridiancity.org 2 COMMITMENT OF PROPERTY POSTING Per Unified Development Code (UDC) 11-5A~5D, the applicant for all applications requiring a public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing. As we discussed over the phone, the recently adopted UDC defines condominiums (iftmee or more are attached) as a "multi-family". And 'Multi-family" uses are a conditional use in the proposed R-15 Zone, thereby necessitating a CUP for the condominium p011ion ofthe Wells Street Project. This is regardless of the fact that the units will be a "for sale" product with individual units. We have already submitted the required elevations, site plans and landscape plans required for a CUP application with the submitted applications for the Annexation, Rezone and Preliminary Plat ofthe Wells Street Project. We are in compliance with UDC section 11-4-3.27, and have provided adequate open-space and walking trails as required amenities. I have attached a check for the CUP application fees, and have included the completed application form as well. We still intend on performing a "condo plat" for the 18 condominium units located on the south side of the Subdivision, and anticipate that there will language in the Development Agreement requiring the condo plat to be completed prior to occupancy of the proposed condos. Date: February 13,2006 To: Anna Canning Planning Director, City of Meridian Re: Wells Street Subdivision (Annexation/Rezone, Preliminary Plat and Private Street Applications). Dear Mrs. Canning, Please accept the attached annexation/rezone, preliminary plat and private road applications for the proposed Wells Street Subdivision. The proposed subdivision consists of 98 lots (82 single-family residential lots, 2 condo lots and 14 open/common space lots) on approximately 12 acres ofland located at 675 and 715 Wells Street. The property is currently zoned RUT (Rural Urban Transition) on the City's official zoning map, and upon annexation into the City of Meridian we are requesting an R-15 zoning designation to allow medium-high density housing within the proposed subdivision. There will be a mix of housing types within the proposed subdivision including single family detached, alley loaded, single family attached and condo-style housing. The overall gross density of the subdivision will be 8.47 d.u.lacre. The design of the proposed development is the result of multiple neighborhood meetings, several meetings with City Staff and the discussion that took place during the public Hearing for a Comprehensive Plan Amendment held in October for the same project. The largest lots in the subdivision, to be developed with single-family detached product, are adjacent to Woodbridge Subdivision, along the western property line of the subdivision. The perimeter housing on the north and east side of the subdivision is designed to be constructed as paired or detached housing, with the interior alley loaded housing being a combination of 3&4 single-family dwelling townhouses. The property on the southern boundary of the subdivision will be an attached row-house product that will be platted as a condominium project in the future. All of the housing in the Wells Street Subdivision will be a "For Sale" product. Copies of the different house plans and elevations are attached to the application for your review. The variety of housing, in addition to the smaller lots will provide a mix of housing in this area that is currently underserved in today's market. Meridian has a large number of low to medium density subdivisions that appeal to large number of people (with 405 S. 8th Street, Suite 2900 Boise, Idaho 83702 . 208.336.5355. Fax 208.336.2282 Registered Contractor RCE-219 families), unfortunately the price of purchasing a home in Meridian has skyrocketed; leaving many wanting to purchase but unable to afford it. Additionally, there are many potential homebuyers who do not need or want a large yard (and the maintenance that goes along with it) that would like to live in Meridian. The smaHer lots, in addition to the central location, easy access to the freeway and the close proximity to major employment and entertaimnent centers (El Dorado, Silverstone, St. Lukes, etc...) make this the ideal location for single professionals, young families and empty nesters looking for affordable home ownership in Meridian. It has been several months since the Meridian Planning and Zoning Commission recommended approval of the related Comprehensive Plan Amendment (CPA) for this project. As you will recall, the property is designated as "Office" on the current version of the Future Land Use Map, and we requested an amendment to have the land use designation changed to "Mixed Use", in order to facilitate medium. to high density housing on the property. In the time that has passed between then and now we have prepared a traffic study, negotiated with the neighbors, met with staff, refined the layout, developed different housing products to work with the design of the layout and kept tabs on the market to make sure that there would be a demand for this type of product. We did not want to rush a project right to the City after the CPA hearing because we felt if we did so we would not have been able to address all of the issues that are involved in this type of development. Traffic generated by this subdivision will have some affect on the surrounding properties and intersections, but according to the traffic report these impacts will be minimal. In order to further reduce traffic impact on the existing Woodbridge Subdivision we have removed all access to Magic View Street and take access off of Wells and a proposed new streeton the southern boundary of the community. A pedestrian pathway provides access to Magic View that should encourage biking and walking between the two neighborhoods. Another walking path is located on the south side of the subdivision in alignment with the walking path within Woodbridge that follows the Five Mile Creek. A large open space is located in the center of the subdivision to provide both active and passive open space for the residents of the subdivision. The medium-high density housing being proposed will act as a buffer to the lower density Woodbridge subdivision to the west. No variances are being requested with this application, although we are requesting approval of two private streets that serve as alleyways within the subdivision (designed to allow two-way traffic). All of the setbacks within the subdivision are in harmony with the Unified Development Code for the requested R-lS zone. The proposed subdivision will add housing stock in a well-situated area with easy access to employment and major traffic corridors. The City's Comprehensive Plan encourages density to be located in areas that provide both. There is ample opportunity for more commercial and office growth to the east of this site, closer to Eagle Road. At this time, however, there is little if no demand for office l!4 of a mile off of Eagle Road. Several existing office buildings closer to Eagle Road have been and remain partially due to.the low demand. Thank you for the time and input during the preparation of this development proposal.
