Greenspur Investments, LLC is requesting to annex and rezone the approximately 12.81 acres
...located at 230 and 240 Edmonds Court. The purpose of the annexation and rezoning is to create a
subdivision is to divide the property into 67 residential home lots and 7 common lots which will
result in a density of 5.23 homes per acre. There is a companion application for Preliminary Plat.
The surrounding land is as follows:
North: Single Family Homes, Larkspur Subdivision No.2.
East: Single Family !lomes, Meridian Greens Subdivision
South: Single Family Homes, Proposed Bitterbrush Point Subdivision
West: Shackelford Veterinarian Office, Land Zoned LO =
DESIRABILITY OF THE REZONE
This application is requesting the rezone to allow medium density residential housing on these
parcels of land. With a veterinarian office and land zoned LO to the west and low density residential
housing to the east, Larkspur South Subdivision provides a transition between the two uses. With
Meridian Road, State Highway No. 69 approximately 300 feet to the west it is undesirable to have
residential housing contiguous to the busy State Highway. It seems likely the property along the
Highway will develop as commercial.
Larkspur Subdivision No.2 has been approved to the north and Bitterbrush Point Subdivision has
been proposed to the south.
This proposed residential use would make for a good use for this parcel of land.
PLAN CONFORMITY
City of Meridian Comprehensive Plan, July 2002
Goal V: Offer a diversity of housing types for a greater range of choice. Objective A:
Encourage quality housing for all economic levels in a variety of areas.
The requested zoning change allows the project to provide a range of housing that is
not widely available in this area of Meridian. The change of zoning to R-8 allows the
project to develop smaller lots with good quality with homes. The density is
proposed to be 5.23 homes per acre which is at the lower end of what is allowed in
Medium Density Residential (4 to 8 homes per acre).

The Future Land Use Map identifies these parcels as being Low Density Residential
(R-4). As allowed, a single step up to Medium Density Residential (R-8) is consistent
with the Future Land Use of these parcels.

and 240 Edmonds Court. The purpose of the subdivision is to divide the property into 67 lots for

CONCEPT
The subdivision is to have 67 buildable lots on 12.81 acres with the existing homes on Lot 18 Block
11 and Lot 2 Block 12.

NEIGHBORHOOD MEETING
A neighborhood meeting was held on August 28, 2006 and was attended by neighbors and members
of the Board of Directors of the Meridian Greens Homeowners Association. It was agreed to by the
developer to following same conditions that had been agreed to for Larkspur Subdivision No.2:
1. For those lots adjacent to Meridian Greens Subdivision, located on the east side of
B Larkspur South Subdivision, the majority of the lots shall be at least 6,500 square feet and a
few could be 6,200 square feet.
2. The homes adjacent to Meridian Greens Subdivision shall be constructed with 40 year
architectural shingles on the roofs.
3. There shall be 25 foot rear yard setbacks on the lots along the east boundary of the subdivision
which are contiguous to Meridian Greens Subdivision.
4. There shall be a 10 foot wide landscaped buffer along the east boundary of the subdivision
which is contiguous to Meridian Greens Subdivision.
The lots on the east side vary from the smallest being 6,524 square feet to the largest being
8,899 square feet.
A 10 foot wide landscaped buffer along the east boundary of the subdivision, similar to the one
designed for Larkspur No.2 is shown on the landscape plan.
LOT AREA, SETBACKS, BUILDING HEIGHTS AND STREET FRONTAGE
The lot areas, setbacks, building height and street frontage will be as required in the City of Meridian
Unified Development Code for Medium-Density Residential District (R-8).

There will be 0.72 acres of use able open space which is 5.66% of the subdivision. UDC requirement
is 5 %. There is an additional .35 acres of open space for landscaping which brings the total open
space to 8.37%.

The amenities include two pathways and open spaces located in different areas of the subdivision so
that each neighborhood can have easy access.

The homes in the proposed subdivision would all be connected to City of Meridian water and sewer
services. ~
EXISTING HOMES
The existing homes on Lot 18 Block 11 and Lot 2 Block 12 will remain and be connected to City of
Meridian water and sewer services.
PRESSURIZED IRRIGATION
The subdivision will be connected to a pressurized irrigation system that will be owned and operated
by Nampa and Meridian Irrigation District. It is ancitapated the pump station will be shared with
other developments in the area. Connection to City water will be designed as a backup system.

Per Unified Development Code {UDC) II-SA-50, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the.
required date, the hearing will be continued.

The sign(s) shAll be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.

Attached are detailed soil profile descriptions for 7 test pits placed on the
approximately II-acre site located in a part of the Northwest 'l4 of the Southwest 'l4
of Section 19, Township 3 North, Range 1 East, south of Meridian, Idaho. Also

All test holes were advanced to a depth of 12 feet or more below ground level. No
groundwater was observed in any of the excavations. PVC pipes were installed in
test holes 1-06, 2-06, 4-06 and 6-06 prior to backfilling to allow for measurement
of any groundwater that might be present. Since no water was present at this point
in the irrigation season, I would assume that no groundwater should be expecteg
above 12 feet below ground level on the site. A reading of the pipes once or twice
before the end of the irrigation season will support this theory.

In all profiles the upper 14 to 34 inches is silt loam and silty clay loam. Directly
below is a moderately cemented hardpan that extends to a depth of from 33 to 88
. inches. Layers of sandy loam having lenses of weak cementation are present to
about.120 inches below ground level. From this depth to more than 12 feet are
sand, gravel and cobbles. Permeability rates for all individual layers are shown in
the descriptions.

The soils observed should provide no significant restrictions to development on
this site. The hardpans encountered dig with only minimal difficulty. The hardpan
layers should be penetrated, removed and repla~ed with filter sands where storm
drain facilities are constructed. The underlying sand and gravel allow for free
drainage of the profile. ..

A sample was gathered from the 0 to 21 inch layer of test hole 4-06 for R-value
testing. Those samples were delivered to the Materials Testing and Inspection lab
for analysis. Results should be available in about 10 days. Once I receive those
results, I will forward them to you. I would predict test values to be in the range of
5 to 15.
