Ladies and Gentlemen:
Annexation:
Whitebark Neighborhood is cunently zoned RR in Ada County. We are proposing all 19 acres
zoned to R-4, however 68% of the proposed lots meet or exceed the R-2 standards. The site is
cunentIy vacant except for one out building. The proposed zoning is consistent with the site
features and the Proposed Comprehensive Plan for the area.
Whitebark Neighborhood will be serviced with sewer and water from Meridian City; with Narnpa
Meridian Irrigation pressure irrigation system to be turned over to Nampa Meridian Irrigation.
Natural Features of the site:
Mid-section Street: Whitebark easterly boundary is located at the north! south center of the
section has not provided a collector at the request from ACHD.
Schools: Meridian School District is looking for elementary school sites in all mile sections in
which a majority of the section is proposed for residential. We believe this site has limited
benefits to offer for a 10 to 12 acre elementary school site from the overall 19 acre site.
I believe the design of the Whitebark neighborhood meets the needs of the governmental
agencies reviewing this application. The neighborhood design provides for quality of life in
affordable design. The following design elements are present in the White bark Neighborhood:
./' Whitebark has created a pedestrian friendly environment for the future residents with the
short block lengths and a street design that will not encourage drive through traffic.
../ Whitebark has larger lots for home buyers that might want shops in the back yards.
Whitebark has been designed to minimize the impact to the site in the following ways:
../ The designed landscape buffer helps minimize the impact of Amity Road for the future
residents of Whitebark neighborhood.
./' The design uses micro path to provide interconnectivity inside the neighborhood.
./ The design limits the amount of cutting and filling to the site.

In summary, please consider the following items:
1. Complies with intent and qualifying factors, and polices of the City of Meridian.
2. Site analysis reveals that public utility services are available upon request from
Amity Road.
3. All proposed street will be tree lined with 8' boulevards.
4. Natural Features investigation and analysis of the site supports the fact that
residential neighborhood will have no identified or significant impacts to the site.
5. The site design complies with requested zoning for the property.

Dear Mayor and Council:
On behalf of Dan Wood, please accept this request for preliminary plat approval of 48 single family
residential lots and nine common lots. This subdivision is located South-side of East Amity Road.
Whitebark neighborhood is compatible, with other approved neighborhoods in the area like Messina
Meadows, Bellingham and Estancia but on the smaller scale. Due to it's size there a few amenities
however the developer has tried to create larger lots
The proposed design has tried to comply with city codes and ordinances and will not require any
variances for this application. Whitebark neighborhood design has provided street cormections to all
of the neighboring properties. The property has been a challenge to design due to the length of the
property combined with the shallow width. Therefore we have not connected the streets in the
southeastern corner of the property in an effort to lessen drive by traffic impact on the overall
neighborhood. Much of the overall neighborhood also complies with the Meridian requirements for
R-2 zoning.
Water, sewer and other utilities will be available when the other developments to the north and west
develop. We believe this request is identical to the other neighborhoods in the area and would ask the
City's approvaL
