On behalf of Eagle Springs Investments, LLC, please accept our Pinal plat application for
Windham Place subdivision. This infill subdivision is located on the east side of North
Meridian Road and South of Us tick Road. The property is approximately 5.87 acres and
the property is currently utilized with one single~farnily dwelling
The applicant intends to develop the property as a single-family infill subdivision with 24
buildable lots and 3 common lots. All10ts in the subdivision shall be attached single
family housing except Lots 1 and 17, Block 1, those lots will have detached housing with
lot 1 being the existing home that is to remain on site. The applicant is proposing an
overall density of 4.09 dwelling units per acre. With an R8 density, the development
would be compatible with the adjacent R8 densities to the North, South, East and West.
The proposed R8 planned development would be in compliance with the intent of the city
of Meridian comprehensive plan.
The applicant is providing 51.157square feet of open space for the site or 10.0%. The
applicant is proposing a pathway along the onweiler canal that will be used as an amenity
for the residents of Windham Place subdivision as well as the City of Meridian. It will
provide a walking area for residents.
All roads will be public roads and will meet the current Ada County Highway District
standards. The site has considerable constraints for interconnectivity to the east due to the
South Slough and the development of adjacent parcels.
As stated the site does have significant constraints due to the waterway abutting the
parcel. The applicant will work with the Nampa Meridian Irrigation District for approval.

Due to the small number and type oflats and their proximity to Meridian Road, traffic
impact from this development will be minimal. .
It is Meridian's goal to provide interconnectivity to link the existing subdivisions with .
pedestrian access connectors and street connections, to develop properties and houses that
are compatible with the surrounding areas and we feel that this infill proj ect will
accomplish these goals.
Eagle Springs Development LLC agrees to ay any additional sewer, water or trash fees or
charges, if any, associated with Windham Subdivision. In addition, the applicants,
representative agrees to post the site no less than 10 days before each pl.!-blic hearing.
In all, we feel that this planned development is very complementary to what was
envisioned by the city of Meridian for this area. The submitted plans were designed to
comply with the Ada County Highway District, the City of Meridian Unified
Development Code and acceptable engineering and survey practices as defined by local
