Re: Narrative for Woodland Springs
Professional Office Park at McMillan and Locust Grove
Dear Commissioners:

On behalf of Morgan Development Inc., I am pleased to request the annexation
and zoning of a 2.5-acre parcel ofland at the northeast corner of McMillan and Locust
Grove Roads for the development of a professional office park that will be designed to
provide medical and dental offices for the nearby residential areas. We believe the site is
.well suited for professional offices that serve the needs of nearby residents and believe
this project will significantly benefit the City of Meridian.
Our team has successfully developed similar projects around the state. We have
found this type of professional park and residential setting to be popular with both the
professionals and the surrounding residents who appreciate an aesthetically-pleasing,
owner-occupied professional park conveniently located in a residential neighborhood,
We presently are working with several local professionals who are very excited about,
and desire to own space in, the proposed Woodland Springs project.
Development Plan
As shown on the Site Development Plan submitted with our Application for
Annexation, we propose to develop three professional office buildings on the property.
Each building would consist of two units for a total of six units. The proposed
development will include attractive landscaping and sufficient parkin~ to serve our
intended occupants and their clientele, in excess of the City's minimum requirements.
We have included representative photographs showing the quality of our design and
materials with the Application for Annexation.
L-Q Zoning
The property's comprehensive plan designation is medium density residential.
We request that the City zone the property as Limited Office District (L-O) based on
Chapter VII, Section 1 of the comprehensive plan, which states:
At the discretion of City Council, areas with a Residential
Comprehensive Plan designation may request office uses if the
property has frontage on an arterial street or a section line road and
is 3 acres in size or less in size. In this instance, no ancillary
commercial uses shall be permitted.

The property has frontage on an arterial street and is less than 3 acres in size; no ancillary
commercial uses are proposed. The property does not lend itself to residential
development but is a prime site for the proposed professional offices, which would
provide convenient medical and dental services to nearby residents.
Access, Rights-of-Way
The Site Development Plan shows the proposed development's access points. On
McMillan, the existing access (located approximately 130 feet to the east of the
intersection) would be moved to the far eastern boundary of our property to increase and
maximize the distance from the intersection. This access would be a right-in, right-out
access only. On Locust Grove, the existing access would be moved and we propose full
access at the northernmost location of our property to provide the greatest possible
distance from the intersection. This design should help the flow of traffic near this
intersection, especially with the new location and limited right-in, right-out design on
McMillan.
The Site Development Plan reflects the deletion of land frontage on McMillan and
Locust Grove Roads to accommodate the rights-of-way required by ACHD.
Surrounding Property

The property is surrounded on the south and west sides by McMillan and Locust
Grove Roads and on the north and east sides by a six-acre property owned by Ms. Norma
Low. Further east of the adjacent property is property owned by Portico LLC (principal
Ronald Sargent), who currently is seeking the City of Meridian's approval for a patio
home development.
We met with Ana Canning and Caleb Hood about this application on May 17,
2006. Planning staff suggested, and we agreed, that it would be in the best interest of all
parties and make the most planning sense if we could integrate the adjacent property into
our and/or Mr. Sargent's projects. Since that time, we have attempted to purchase the
adjacent property. The owner, however, has made it very clear that she has no intention

of selling or developing the land and will not relinquish control until she passes away.
She further stated, in the strongest possible terms, that she does not want to be contacted
again. Mr. Sargent's attempts to purchase the property were similarly rejected.
Accordingly, the adjacent property effectively is not developable for 20 years or 10Jlger.
Nonetheless, our Site Development Plan anticipates the future development of the
adjacent property by locating the buildings and driveways in a manner that allows future
connectivity to the adjacent property and consolidated access from McMillan.
Specifically, we left an unobstructed area for access into our project at the eastern
property line from a future north-south road off of McMillan. We would agree to forgo
the right-in, right-out access on McMillan at some future date so long as we are provided
access to McMillan via a new dedicated north-south road at the eastern end of our
project. This new north-south road would have to be directly adjacent to our
development (as proposed here or as expanded in the future), to maintain sufficient
visibility and direct access to serve our future development occupants and their
businesses.

NOTIFICA nON OF INFORMAL MEETING
Dear Neighbors,
Weare addressing this letter to you and to all your surrounding neighbors in an effort to notify
you of the proposed future improvements that we would like to construct at the northeast corner
of Locust Grove and McMillan. This letter also is to invite you to an independent meeting that we
are holding to answer any questions, concerns, or the general scope of work to take place on the
proposed project. This meeting will be held from 6:00 p.m. to 8:00 p.m. on October 9,2006 at
Moxie Java located at 1551 W Cherry Lane in Meridian.

All improvements shall be constructed per the City of Meridian and the International Building
Code. This shall improve the property by including sidewalks and landscape surrounding the
property. The project that we are proposing is similar to the projects that we have developed in
Boise, Idaho, Pocatello, Idaho, Caldwell, Idaho, and also in Idaho Falls, Idaho. (Photos and
addresses of completed projects will be available to you at the meeting.) It is our opinion that the
improvement that will be made to the property will not only improve the existing property, but
also add to the value of all surrounding properties.
As a developer we have constructed numerous professional parks in the past and have found that
an informal meeting held between all the neighbors to be impacted and the developer/contractor
may alleviate any future questions or concerns. Your attendance and input would be greatly
appreciated. We, as the developer, only hope to develop this project to enhance the property and
better the surrounding areas, to increase all surrounding property values.
We have mailed this correspondence to all property owners within a 300-foot area surrounding
the proposed property. If you know of any person that did not receive a letter but feel they may
have legitimate input to the improvements made to this project, feel free to invite them.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) II-SA-50, the applicant for all applications requirin8 a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.

The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where ~nd when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign( s) had been posted.
