Website: www.meridiancity.org 2 CANTERBURY COMMONS PROJECT NARRATIVE 01/03/06 The Canterbury Commons project will consist ofluixed residential product type on a 20 acre site that is located 400 feet east of 10 Mile Rd. on the south side of Pine St. The City of Meridian's Master Plan for this site is mapped at a density up to 15 dwelling units per acre. The project that we are proposing has a D.U. of 13 units to the acre with a total of 272 homes and condominiums. The product type breal<down will be as follows: . 40 two bedroom condominiums · 160 three bedroom condominiums · 72 three bedroom single family attached townhouses with garages and private front & rear yards. The amenities provided with the development will include: · 3,000 sq.ft. community club-house and fitness facility · Property management office in the club-house complex · Maintenance storage area attached to the club-house · Centraltnailbox location - to be determined · Development map/directory at the entrance . Pool . Tot-lot with children's play structures · Open park space - Of the total 20.32 acres, there is 6.93 acres of COllllllon area of which 2~57 acres is usable open space (12.6%). Additionally, all units have more than the minimum required 80 sq.ft. private usable open space. All on-site service areas, outdoor storage areas, waste storage, disposal facilities, and transformer and utility vaults shall be located in areas not visible from a public street or shall be full screened from view from a public street. The condominiums will have stucco exteriors. There will be two different condominium building types a.nd two different elevations for each type of condominium building equaling a total of four unique condominium elevations. The town houses will have siding exteriors. Various different colors, windows and bays will be incorporated into the town home designs to maximize variety in elevation. Regarding Section 11-2A-7 of the City of Meridian Unified Development Code for R-15 zoning, a variance is requested with respect to the minimum 2,400 sq.ft. lot size. The lot sizes and building envelopes have been designed to increase the amount of open space throughout the development. A variance from the minimum 12 ft. rear setback to an 11 ft. rear setback on block three of the town houses is requested such that the shared common area in block three can meet minimum requirements of 20 ft. in width~ A zero side setback is also requested as necessitated by the zero lot line shared wall designs typical of condominium and attached town home product types. The project will have two sets of covenants (deed restrictions). One set for the entire project which includes specific restrictions for the town houses. A second set of covenants will include restrictions specific to the condominiums. The master covenants will include, but will not be limited to, the following restrictions: 1. Only Residential Uses Allowed 2. Building Size - in accordance with city codes 3. Building Height Restrictions - in accordance with city codes 4. Building Materials Restrictions - TBD 5. Landscaping Restrictions - TBD 6. Parking Restrictions - in accordance with city and/or fire department requirements 7. Leasing Restrictions - TBD 8. Maintenance Restrictions - pertaining to public areas 9. Animal Restrictions - in accordance with city and/or county requirements with consideration given to restrictions in neighboring projects. The Condominium covenants will have additionallnainten.ance restrictions pertaining to the condominiullls. The covenants will be governed through fonnation of three separate property/homeowner associations. There will be (two) separate associations to govern the town houses and the condolniniums. Both associations will have architectural control over the properties in their jurisdictions. The homeowners association and the condominiulll association will both answer to a third Master Association. In addition to coordinating between the homeowners and condominium owners, the Master Association will be responsible for governing the COffilnon areas. This project is designed to supply critical affordable housing to the many employees worl<ing for local area businesses. The project will have both public and private streets. A traffic study performed by the Washington Group indicates that our project will not have a significant impact on the traffic flow for the area. This project will provide an approximate increase of $525,000 to the tax base for Ada County. The proposed project is a culmination of the cooperative efforts of the City of Meridian municipal departments and American West HOlnes, LLC. We respectively sublnit for your approval. CANTERBURY COMMONS PRIVATE STREET NARRATIVE 12/14/05 The Canterbury Commons project will consist of mixed residential product type on a 20 acre site that is located 400 feet east of 10 Mile Rd. on the south side of Pine St. There are three private streets proposed with the project. The proposed private streets will provide access for homes in Block 1. Homes in Bloclcs 2 & 3 will be served by public streets. The private streets will be owned and maintained by the Homeowner's Association. Drainage from the streets will be routed to underground infiltration beds to be stored until water can infiltrate into the subsurface. Drainage facilities will also be maintained by the Homeowner's Association. The Covenants Conditions and Restrictions will outline the requirements for maintaining the private streets.
