Dear Honorable Mayor and CouncU Members:
On behalf of my Client, PacifIC Landmark Development. UC please accept these
requests for an annexa.tiDnl zoning and a preliminary plat applicatiDnfor Basin
Creek Subdivision. '
The proposed site is approximately 29.69-actes and is located at 5603 North
Locust Grove Road, approximotely one-half mile south of East Chinden Boulevard.
The above applications have been submitted in accordance with the requirements
of the City of Meridian's new Unifted Ordinance and the City of Meridian's
Comprehensive Plan.
ANNEXATION/,ZONING HE VEST.
This is a citizen initiated annexation; whereby requesting 29.69-acres to be
brought into Meridian dty limits at an R-4 zoning designation. 11ds acreage is
located within the City of Meridian's Area of Impact and is zoned RUI'.(Rural
Urban Transitional) in Ada County. This parcel currently has a single-family
residence located towards the western boundary.

The site is designated as Medium Density Residential on the Meridian
Comprehensive Plan-Land Use Map. The goal of the Comprehensive Planjor this
parcel is to encourage densities between three (3) and eight (8) dwelling tmUS per
acre. The proposed annexation and zoning requestfor Basin Creek is for a density
of 2.9B dwelling units per acre.
P.RE.LlMlNARY PLAT APPUCATION FOR BASIN CREEK SVBDIVISION
Overview
Basin Creek Subdivision has been envisioned as a more upscale singlefarnil.y
residential development The development proposed 88-single:farnUy residential
lots with an average lot size of 9. 094-square feet. As stated the overall gross
density of the site is 2.9B-dwelling units per acre.
Landscape, Open Space and Amenities
Basin Creek Subdivision wUI provide 1 D.S-percent or 3.2-acres of open space with
two (2) large open sppce areas allowing for both passive and actwe recreational
opportunities for residents within the development. The prqject will also provide
the continuation of the 1 O-foot pathway that is an extension of M~ian's

greenbelt systemfrom west to east t1trough the site. It is anticipated that theJront
oj the subdivision to have a mix of a decorative stone wall and columns. A
preliminary landscape plfm has been providedfor your review.
Utilities
All utilities are available to the site along North Locust Grove Road. or through
Saguaro Canyon to the immediate west of the project. The applicant is proposing
to provide presswtzed irrigation to all lots within the overall development. The
system will be owned. op~rated and maintained by the Settlers lnigation District.
Drainage for the project war be retained onsite with the use of drainage swales
and drainage trenches. Design and locations war be submi.tted to the City
Engineer Jor jiiwl approval prior 'to ciJnstruction however, conceptual engineering
plans have been submitted to the City as a part of this overall application.
Required Development Standards
My,Client has been speaking to potential homebuilders and has put together a
preliminary list oj development standards that will be plaJ:;ed into the CCR's &
ACC's for Basin Creek Subdiv~ion. The list thus far includes the following:
Full window wraps on all exteriors:
Front elevations shall have a siding detail- (Le. batt and board along with
lap; or shake along with lap);
All sides shall have a minimwn of lap siding;
A minimwn oI30~year composite roofing with high definition ridges;
3D-percent ofthefront shall be masonry:
Front yard landscaping including sprinklers will be required within 90~
days of close oj purchase ,with requirements that the homeowner complete
rear yard landscaping; ,
2,500-squarefoot home size minimum;
A minimwn of three paint colors on exterior (body color; trim color & accent
color);
No woodJencing is allowed with grey vinylfencing required to 111.qfch
Saguaro Canyon's fencing &
Ironfencfng along all openpark areas within the develppment.
