The City of Meridian has requested feedback regarding an annexation with rezone from RUT
(Rural Urban Transition) to R-8 (Medium Density Residential), R-15 (Medium-high Density
Residential), C-N(Neighborhood Business District).
Ada County is supportive of the proposed annexation as it is compatible with Goal 2.2 of the
Ada County Comprehensive Plan, which encourages urban development be directed to Areas
of City Impact where investments in urban services have already been made.
The Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County,
designates the site as Medium Density Residential, which is primarily intended for single-
family homes at densities of three to eight dwelling units per acre; and Mixed-Use
Neighborhood, which is primarily intended for neighborhood-serving uses and dwellings that
are seamlessly integrated into the urban fabric. Land uses are to be predominantly residential
with non-residential uses of a smaller scale, to provide goods or services that people typically
do not travel far for(approximately one mile)and need regularly.As the proposed development
will consist of approximately 61 lots with a density of 4.43 units per acre within the R-8 zone;
and approximately 20 lots within the R-15 zone with a density of 8.26 units per acre, which
equates to an overall density of 4.93 units per acre; and as the proposed development will also
consist of one (1) commercial lot, the application is consistent with the comprehensive plan.
The proposed development is supported by many goals of the Meridian comprehensive plan, as
adopted by Ada County. Goal 2.01.00, which encourages a balance and integration of diverse
housing and neighborhood types, Goal 2.01.01, which encourages diverse housing options for
various income levels,household sizes, and lifestyle preferences, and the proposed commercial
pad is supported by Goal 3.06.00, which encourages a variety and balance of land uses to
support the Meridian Area of City Impact. Therefore, the application is consistent with the
Comprehensive Plan.
The layout of the development also complies with many of the goals of the Meridian
Comprehensive Plan. The proposal to include covered picnic areas, walking paths, and two (2)
pickleball courts is supported by Goal 3.07.02A of the Meridian Comprehensive Plan, as
adopted by Ada County, which encourages usable open space be incorporated into new
residential subdivisions, and Goal 5.01.01B, which encourages pathways and opportunities for
physical activity.
