In regards to the proposed Valerie Heights Apartments.
We do not think this is the right place to put apartments.
Pine and Ten mile already have a lot of traffic. We get a lot
of cut thru traffic from the high school as it is now. Then to
add so much more will be a real mess. We had no idea this
was proposed when we bought this douse. We along with
.,the rest ,of our neighbors thought it was going to be all
single-family houses. Most of us feel very strongly that this
kind of development is not compatible with the surrounding
area. Please do not let this type of development go in at this
spot. We will plan to attend the public hearing on March 14
to strongly oppose the Valerie heights apartments. Thank
you for taking the time to hear our concerns.

March 8th,8000, approval of tjie preliminary plat for the proposed Valeri Heights Project at Ten Mile

PROBLEM: Ten Mile Road and Pine Avenue are both used heavily by Meridiani'Migh School traffic,
!� as well as the Meridian School District Curric 'Jum Center, Drug Awareness Center and Pre -K Early
Intervention Cuter which are located beside MHS. MHS alone has over 2,104 studonts this year and
nearly 200 teachers and suppcHt staff. (Steve is in his 20th year as a MHS teacher and has daily
involvement with this traffic scene.) Thep traffic studies were done while MHS was not in sVV

project Mr. Dobib's report was provided to your Commission for review. Mr. Dobie conducted his

3. We live at 3401 W. Pine Avenue, on the unpaved, private road sectio+ii of Pine Avenue which is
immediately west of Teri Mile Road. This "Private Road" is used by 8 families, and the Ten Mile
Road/Pine Avenue intersection is our only access in departing from our homes. This intersection is
already very busy and dangerous. Besides serving, local traffic and Meridian High School, Ten Mile
Road is classified as a minor arterial and handles heavy commuter traffic, as well as feeds the primary
entrance to Chaparral Elementary School which is at 1155 N. Deer Creek, off of Park Creek. Chaparral
elementary enrollmdht on 3/12/2000 was at 867 students and over 50 teachers and support staff.
Chaparral is a year round school with grades K through 5. We are Shocked that the inadequacy of this
inter%ection has not been addressed in any of the traffic studies or ACHD reports concerning the
Valeri Heights project. Currentiy, there are existing right of wa vroblems at the intersection, In
addition becituse Ten Mile Road and Pine Avenue are both narrow streets with no sidewalks or
bike lanes, we already have HUGE safety iss76es. The approval of the Valeri Heights project at this
time would significantly increase hazards at this already precarious intersection.
Based on the information we have uncovered while researching the proposed. Valeri Heights development, we
believe that you and the rest of the Commission did not have enough fabtual information on which to base
your recommendation. We feel that the decision you made with inad uate informatiog will have ma'or
saf
ft cons uences. Therefore we urge you and the re3't of the Commission to withdraw your
approval of the preliminM lat for Valeri Heights until the ACHD staff provides -.You with updated,
accurate information including traffic studies and findin m from 'fin invests ation of the Ten Mile
Road/Pine Avenue intersection.
We know that you and the Commission work hard on behalf of all county residents and want to make
informed decisions. We believe that a rushed approval of the Valeri Heights project without proper factual
information will have an enormous impact on everyaae who uses Tai Mile Road and Pine Avenue, and will
have major safety repercussions. Please withdraw your prior approval so you can take whatever time is
necessary to study this project properly and fully and make an informed decision.
Viank you for your consideration of our comments and your prompt attention in acting on this important
matter. Again, Valeri Heights is scheduled to come before Meridian Planning & Zoning on April 11th
at 7:00 p.m. Please take action on this reguest prior to that scheduled hearin .

This supplemental traffic analysis was prepared to evaluate the impacts of the revised site plan and
development program for the Valen Heights Subdivision. Refer to the original traffic stud EI
8199) for additional information and analysis. The new ro development am includes 128

apartments units, 8 townhomes and 3 2, 000 sf df general office space. In addition,the new site
plan proposes only one driveway accessing Ten Mile Road.

The sum of site generated traffic plus COMPASS projections was evaluated to assess future
traffic conditions. In addition to the traditional PM peak hour traffic analysis, a noon hour
evaluation was also prepared for this site. At this time, traffic from Meridian High School loads
Pine Street.
Future trips at full buildout of the Valeri Heights Subdivision were estimated and assigned to the
local streets. Shown in Fire 3 are the probable average daily traffic volumes on the project
driveways. Figure 4, which follows, illustrates the turning movements at the arterial intersection
and the main site entrance for the peak hour periods in the year 2005.

Presented in Table 3 are the findings of a level of service analysis for the major project entrances
during the PM peak hour for the year 2005. Appendix C contains the detailed calculations.

This summary indicates that the intersection operates at an overall level of service "D" rating

during the PM peak hour with the addition of the site -generated traffic from Valeri Heights. The

noon traffic is less than the PM peak hour volume and therefore has more favorable service level
conditions: Leff -turning movements from Ten We Road are within acceptable service levels land

On March 8, 2000, the Commissioners of the Ada County Highway District (hereafter called
"District") took action on the preliminary Plat as stated on the attached staff report.

My wife and I recently rrjoved to Meridian from Boise to find a nicer
area with lower traffic and a better school district in which to raise our
three children. The Haven Cove Subdivision met all of our
expectations.
We believe the proposed Valeri Heights Subdivision will not only
greatly increase traffic from the residents of Valeri Heights, but will
also deter traffic from using Pine and Ten Mile roads to cutting
through our quiet subdivision as well as our neighboring subdivision,
Thunder.;Creek. We already get an incredible amount of traffic during
highschooPlugch break at noon and when they get out of school after
2:OOpm.

Werare particularly concerned with the student -teacher ratio at our
children's school, Chaparral. A 138 -unit apartment will add over a
hundred or more children to our area. Classrooms at Chaparral are
already holding twenty plus children per teacher. Special attention to
all students is already a challenge. Chaparral school is considered
one of the best in the Boise -Meridian area and we are concerned that
our children's top-notch education will suffer with a sudden increase
in student population due to Valeri Heights Development.
The very reasons we chose this neighborhood to raise our children in
are at risk with the proposed Valeri Heights Development. We are in
no way apposed to the development of this area to single family
homes. We are apposed to Valeri Heights Development with 138 -unit
apartments due to obvious increase in traffic and density.

It has come to ACHDDis attention that the traffic volumes shown on page 2 of theapplication
report for the subject development are outdated. ACHD feels the following information should
be considered in your deliberations of the subject development.
The most recent count ACHD has on Ten Mile Road at Pine Street is 8,555 vpd. This count
was done on 11123190 and reflects a 41 % increase in traffic over the 8126107 count. We did not
count traffic volume on Pine Street during this same period but it is likely that a similar increase
has occurred there as well. I would estimate the traffic on Pine Street to be about 2600 vpd.
The capacity of Ten Mile Road is approximately 14,500 vpd and the capacity of Pine Street is
about 8500 vpd. ACHD has not done an investigation of the Ten Mile/Pine intersection but
these volume numbers indicate it may be time to install turn lanes, an all -way stop, or both.

Dear Commissioners,
It has come to ACHDDis attention that the traffic volumes shown on page 2 of the application
report for the subject development are outdated. ACHD feels the following information should
be considered in your deliberations of the subject development.
The most recent count ACHD has on Ten Mile Road at Pine Street is 8,555 vpd. This count
was done on 11/23199 and reflects a 41% increase in traffic over the 8126197 count. We did not
'{ count traffic volume on Pine Street during this same period but it is likely that a similar increase
has occurred there as well. I would estimate the traffic on Pine Street to be about 2640 vpd.
The capacity of Ten Mile Road is approximately 14,544 vpd and the capacity of Pine Street is
about 8500 vpd. ACHD has not done an investigation of fthe Ten Mile/Pine intersection but
these volume numbers indicate it may be time to install turn lanes, an all -way stop, or both.

Community Planning Association of Southwest Idaho COMPASS staff has had the
.opportunity to review the above mentioned subdivision and has the following
comments:
The application is for 136 residential units (townhouses and } with 2�, apartments) 000

square feet of office/commercial development on the north east corner of Pine Street
and Ten Mile Road. The development proposes access off both Pine Street and Ten
Mile Road with two additional connections to Thunder Creek Subdivision to the north.

COMPASS would like to take this opportunity to commend the applicant for proposing

pedestrian friendly project that has a clear possibility of future transit oriented design.
The project is g
p j , designed to reduce external trips by combining office and retails ace
with medium(13p
density units per acre} residential uses. What that q
a uates to is
providing goods and services and/or jobs within walking distance to residences
whereby reducing automobile trips. Also, the project is located about 1/4 of a mile from
the rail corridor. While there are no rail services at this time, members of the Treasure
Valley Partnership have expressed a commitment to support such a vision. The Ten

Mile Road Interchange, when constructed, would provide an excellent location ford '

station. If a different location is selected for a future rail station, this project could
provide p �
p ide a shuttle service to such a location. A development that can provide a

significant reduction of automobile trips, such as this, should be applauded.
COMPASS would tike to make the following recommendations:
Development of a transportation management plan in coordination with ACHD
Commuteride Program. The transportation management plan should be

submitted to the Highway District for review and approval. The specific
strategiesp
should identify how the development will meet a 10% trip reduction
goal during peak hour traffic. It should also provide short term and long term
scenarios for trip reduction goals.

In addition to the ACHD requirements, cross walks should be placed at both Ten
Mile Road and Pine Street for pedestrian comfort and safety, especially the kids
walking to and from school (across Pine Street).

INTRODUCTION
1. The property is approximately 12.73 acres in size and is located at the
northeast comer of W. Pine Street and S. Ten Mile Road. The property is
designated as Valeri Heights Subdivision.
2. 'The owner of record of the subject property is David and Shirley Fuller,
of Meridian'. Idaho.
3. Applicant is Gold River Companies, of Meridian, Idaho.

4. The property is presently zoned by Ada County as Rural Transitional,
and consists of undevejoged land.
S. The Applicant requests the property be zoned as Limited Office (L-0)
and High Density Residential (R-15).
6. The subject property is bordered to the east west and south by Ada

8. The entire parcel of the property is included within the Meridian Urban
Service Planning Area as the Urban Service Planning Area is defined in the Meridian
Comprehensive Plan.
9. The Applicant proposes to develop the subject property in the following
manner: multi -family townhouse and office complex.
10. The Applicant requests zoning of the subject real property as L -O and R-
15 which is consistent with the Meridian Comprehensive Plan Generalized Land Use

1. The Meridian Plannin and Coning Commission hereby recommends to

and zoning as requested by the Applicant for the property described in the
application, subject to the following:
Adopt the Recommendations of the Engineering and Planning Department as
follows:
1.1 Any existing domestic wells and/or septic systems within this project will
have to be removed from their domestic service per City Ordinance
Section 9-1-4. Wells may be used for non-domestic purposes such as
landscape irrigation.
1.2 Any existing irrigation/drainage ditches crossing the property to be
included in this project, shall be tiled per City Ordinance 12-4-13. The
ditches to be piped should be shown on the site plans. Plans will need to
be approved by the appropriate irrigation/drainage district, or lateral
users association, with written confirmation of said approval submitted
to the Public Works Department. No variances have been requested for
tiling of any ditches crossing this project.
1.3 Applicant shall be required to enter into a Development Agreement with
the City as a condition of annexation. The Development Agreement
should address, among other things, specific landscape/common area
requirements, any height limitations, right-of-way dedication prior to
submitting for building permits, signage, bike lanes, etc. Through a
development agreement, restrictions could also be placed on the use of
the proposed L -O property to prevent future application for a
