Thanks, Matt Ellsworth Associate City Planner Meridian Planning Department 660 E. Watertower, Suite 202 Meridian, 10 83642 208.884.5533 From: Sue Sullivan [mailto:Sue.Sullivan@itd.idaho.gov] Sent: Monday, January 22, 2007 12:57 PM To: Tmorgan@achd.ada.id.us; Peter Friedman Cc: Henry, Vance; klevihn@achd.ada.id.us; Matthew Ellsworth; Michael Garz Subject: Ten Mile - development Ten Mile & Overland The developer of this property called Vance Henry (P.M. on Ten Mile). He said the City believes the development will negatively impact the Ten Mile project schedule. He asked ITO to talk to the City so his approval process can move forward. Is the City concerned the rerouting of Ten Mile will negatively impact the ITD Ten Mile IC project? If yes, here is where we are at: . Ifthe intersection of Overland and Ten Mile was moved south, we would delete improvements to Overland from our project. . The IC project limits on Ten Mile would end at the same spot, just north ofthe canal. . No negative impact to schedule would be anticipated. In fact, w/ good coordination, it could benefit the schedule. . Knowing the imminent future land use plans sooner than later will be helpful. With the following disclaimers . The developer would need to address our project needs in his plans: . The Tasa neighborhood connection would still need to be handled by a new Tasa Drive under Ten Mile and connecting to new Overland. The developers site plans would need to preserve for that connection. Good coordination between our planning efforts Is needed. The Tasa folks may have a bit more out of direction travel to go north, and mayor may not be pleased, but the change is not significant. . Ifthe development changed traffic on Ten Mile, and the segment on Ten Mile south of the canal to the new Ten Mile/Overland intersection needed widening, the developer would need to be responsible for that. 1/22/2007 Ten Mile - development Ten Mile & Overland Page 2 of2 If we needed to move our termini on Ten Mile further south that currently planned, it would certainly negatively impact the schedule. FYI - our primary schedule drivers are Cultural Resources tasks and Right of Way acquisition. . We are scoping a supplemental right now to do the cultural report on the historic farmstead. We would like to do that historic documentation asap in case the developer chooses to demolish the structure(s) in the future for his development. . We are waiting to hear from FHWA about possible innovations for RW acquisition proposed as a part ofthe SEP 15 process. We hope to know more about that in February. Ifthe City copies us on Public Hearing notices for this development, we could respond formally. If we need to meet and discuss as a group, let me know.
