Comprehensive Plan Amendment Narrative
The Ten Mile Interchange Specific Interchange Specific Area Plan, as adopted in 2007, and the Future Land
Use Map, as adopted by the Comprehensive Plan, has this property designated as Low-Density Employment
as well as the adjacent properties to the north, south and west. The properties farther to the west are
designated Mixed Employment and General Industrial ending at South McDermott Road.
Core & Main is requesting to change the Future Land Use designation of 299 S Black Cat Road from Low
Density Employment to Mixed Employment.
A Mixed Employment designation is being requested to allow for our light industrial land use. This designation
allows the following land uses:
• Corporate and business offices
• Research facilities and laboratories
• Light Industrial uses including manufacturing and assembly
• Occasional, complementary uses which focus on serving area employees and users, such as business
services, childcare, and convenience retail
There is a large industrial development to the south of 299 S Black Cat Road that has been annexed into the
City and has been rezoned with I-L (Light Industrial) zoning and it is used primarily for warehouse uses.
Although it is being used for industrial uses, the Future Land Use Map has it designated with a mix of General
Industrial, Mixed Employment, and Low-Density Employment. The City should consider redesignating this area
as General Industrial.
With the Low-Density Employment designation for 299 S Black Cat Road, the City's original goal was to have
corporate and business offices, or research facilities and laboratories develop on this property. Since the
adoption of the updated Comprehensive Plan in 2019, the demand for office use has decreased across the
country and in this area. This is largely due to the Covid-19 pandemic changing work habits with increased
office staff working remotely from home. The post-pandemic office revival appears to have plateaued, leaving
many cities with vacant unused office and commercial space.
By amending the Future Land Use designation for 299 S Black Cat Road from Low-Density Employment to
Mixed Employment, there is a greater opportunity for this property and the surrounding properties to see
growth. Under a Mixed Employment designation, a wider range of development opportunities are available
leading to more desirable real estate and more realized development while still holding true to the intended
community enrichment and architectural standards set forth in the Ten Mile Interchange Specific Area Plan.
As the City of Meridian grows, the utility infrastructure must grow with it to keep up with the new demand and
maintenance of existing systems. Core & Main is an essential business to provide the materials necessary for
this growth. With the expansion of their facilities, they will be better able to serve the community by supplying
materials needed for growth and helping to maintain a competitive market, leading to more economical
opportunities for development.

Core & Main is a national supplier and leading distributor of construction materials for water, sewer, storm
drain, fire protection products and geosynthetic products. The company's national supply chain provides
contractors, private water companies and municipalities with innovative solutions for new construction and
aging infrastructure. The company has more than 350 service centers across the United States with over
5,500 employees nationwide.
Our wholesale waterworks branch has been serving Meridian, ID for the past 30 years and we are currently
located at 3338 E. Commercial Street. By expanding our facilities at a new larger location, we will be able to
better serve the infrastructure needs of southwest Idaho and expand our staff. Our goal is to use our existing
facility for a new fire protection, geosynthetic or HDPE fusion division branch in the future to expand our
services to the region.
The site is located on a 4.42 +/- acre tract on the west side of South Black Cat Road north of Interstate 84.
The goal is to construct a 19,000 square foot building with a 14,492 s.f. +/- warehouse and a 4,508 s.f. +/-
office with sales offices, sales counter, showroom, administration offices, storage room, conference room, file
room, IT room, staff restrooms and breakroom. There is also a 4,508 s.f. +/- storage mezzanine above the
office area.
Our warehouse will store copper water pipes, various pipe fittings, erosion material and fabric, irrigation
supplies and various drainage materials that can be stored on racks. A covered storage area is needed on the
rear of the warehouse for items such as erosion materials, hydraulic cement and bags of cement mix that
cannot be stored in exposed conditions.
Our business requires a secure outdoor storage yard for PVC pipes of various sizes, ductile iron pipe, HDPE
fusion piping, storm drain products, manhole frames, fire hydrants, and water meters. These materials are too
large to store inside or too heavy to be stored on racks. Flatbed trucks need to be able to drive through the
storage yard for these products to be loaded onto them by forklifts. The storage yard will be screened with an
8-foot-high fence that meets architectural design standards.
