WinCo Foods is applying for a Final Plat to subdivide an existing 18.74-acre parcel into (2) lots.
The existing parcel number is S1117438630 and it is addressed as 2600 E. Overland Rd. The
current zoning is C-G and will remain C-G. WinCo is not seeking a variance as part of this
submittal.
The lots proposed will consist of one (1) large parcel located on the northern portion of the
property, north of the Cinema Drive extension, and one (1) parcel south of the Cinema Drive
extension as shown in the attached Final Plat. Both the proposed subdivision name and street
extension name have been approved by Ada County; those approval documents were uploaded
as part of the first submittal for Final Plat. At this time, there are no specific plans for
development on either of the two parcels that would be created.
Sizes of proposed parcels are as follows:
Parcel 1: 11.61 Acres
Parcel 2: 5.62 Acres
The proposed project conforms to the approved Preliminary Plat, meeting all conditions except
those noted below. Per the December 20, 2017, MPP17-0042/WinCo Wells Subdivision
"Conditions of Approval", Section D, we have responded below to those specific conditions
noting the conformance with or non-conformance with each condition.
D. Site Specific Conditions of Approval:
1. Dedicate additional right-of-way to total 62-feet of right-of-way from the centerline of
Overland Road abutting the site.
Response: We have dedicated the additional right-of-way to achieve the total of 62'-0" as
required. This is shown on page 1 of 3 of the Final Plat by Idaho Survey Group, LLC.
2. Construct a northbound dedicated right turn lane on Overland Road at Wells Avenue.
Coordinate the design and location of the dedicated right turn lane with ACHD's Development
Review staff. Construction of the dedicated right turn lane will require the relocation of existing
power poles on Overland Road. Coordinate the relocation of the power poles with Idaho Power
Response: This work was done with the project that constructed the new apartments.
3. Signalize the Wells/Overland Road intersection with hardware provided by ACHD. The
applicant shall design and install the signal, and relocate any existing poles.
Response: This work was done with the project that constructed the new apartments.
4. Construct Wells Avenue with 4 travel lanes at its intersection with Overland Road; one
receiving lane, a dedicated left turn lane, a thru lane, and a dedicated right turn lane matching
the improvements on Wells Avenue south of Overland Road across from the site. As Wells
Avenue extends north taper the roadway to one half of a 46-foot street section with 35-feet of
pavement with vertical curb, gutter, and a 5-foot wide attached (or 7-foot detached) concrete
sidewalk abutting the west side of Wells Avenue, and a 3-foot wide gravel shoulder and barrow
ditch sized to accommodate the roadway storm runoff should be constructed on the east side of
the Wells Avenue abutting the site. The dedicated right-of-way for Wells Avenue shall extend to
the east property line the entire length of the site between Overland Road and the Cinema
Drive.
Response: This work was done with the project that constructed the new apartments.
5. Extend Cinema Drive from its current terminus into the site as a 40-foot commercial street
section with vertical curb, gutter, and 5-foot wide attached concrete sidewalks; widening as
the road extends east to a three lane 46-foot street section with vertical curb, gutter, and 5-
foot wide attached concrete sidewalks within 54-feet right-of-way, as proposed.
Response: We have shown the extension of Cinema Dr. from its current terminus to the east to
connect with Wells Ave. The improvements are shown on the Kimley-Horn Infrastructure Plans
("Construction Drawings") dated 10/10/24, as coordinated with ACHD.
6. Construct Wells Avenue to intersect Overland Road at the sites east property line, aligned
centerline to centerline with Wells Avenue on the south side of Overland Road across from the
site.
Response: This work was done with the project that constructed the new apartments.
7. Construct the following driveways as proposed:
• One 30-foot wide driveway, located 40-feet east of the west property line.
• One 26-foot wide driveway, located 232-feet east of the west property line.
• One 26-foot wide driveway, located 437-feet east of the west property line.
• One 30-foot wide driveway, located 632-feet east of the west property line.
Response: Kimley-Horn confirmed with Mindy at ACHD and the driveways along Cinema Dr. will
not be required as part of this project.
8. Pave all 4 driveways their full width at least 30-feet into the site beyond the edge of Cinema
Drive abutting the site.

will not be required as part of this project.
9. Direct lot access is prohibited to Overland Road.
Response: No direct lot access is provided to Overland Rd. as a part of this project.
10. Payment of impacts fees are due prior to issuance of a building permit.
Response: Fees will be paid by WinCo Foods to the City of Meridian as required for the Final
Plat project. Currently, there are no plans for buildings on the two parcels that are being created
with this project.
11. Comply with all Standard Conditions of Approval.
Response: This project will comply with all applicable Standard Conditions of Approval.
The proposed project, Annexation Ordinance #665A and the Development Agreement recorded
instrument #2016-060157, conforms to the conditions set forth on pages 41 and 42 of the
Meridian WinCo Wells Subdivision (H-2021-007) Findings. Required buffers are shown on the
Landscape Plans and Construction Plans (page 2, Topographic Survey) prepared by Kimley
Horn and the Final Plat by Idaho Survey Group, LLC, under Note #13 on page 1. Each required
buffer is also graphically noted on page 1 of the Final Plat with dimensions at each 1-84, Wells
Ave., Cinema Dr., and Overland Rd. Detailed landscape information is provided for Cinema Dr.,
per Kimley Horn's coordination with ACHD, on the Landscape Plans. Detailed landscape plans
for the other required buffers will be provided once specific development is planned for the two,
newly created lots.
The prepared documents comply with the applicable sections of Title 11 of the Meridian City
Code, known as the Unified Development Code (UDC). Landscape Plan, sheet SD25, notes the
required and provided buffers. Kimley-Horn Infrastructure Plans ("Construction Drawings")
conform to the street section requirements, as confirmed, and coordinated with ACHD; see their
sheet SD13. At this time, no building structures are being planned or constructed. When
buildings are planned, our client understands that they would need to comply with standards
and guidelines set forth in Title 11, Chapter 2, Article B for the current C-G zone.
Kimley-Horn Infrastructure ("Construction Drawings") and Landscape Plans as well as the Final
Plat conform to acceptable engineering and surveying practices and are prepared based on
local standards and requirements.
