Challenger Development Inc. hereby submits the final plat for Tanner Creek Subdivision No. 1,
a single-family residential subdivision with 52 buildable lots and 9 common lots on 11.73 acres
within R-8 (Medium Density Residential) and R-15 (Medium High-Density Residential) zones.
This phase includes 3 single-family dwellings utilizing a common drive, 33 front-load homes and
16 alley-load single-family lots. Located southwest of Meridian Road and Waltman Lane, the
development received City Council approval for a rezone, conditional use permit and
preliminary plat on December 5, 2023.
KM Engineering has been retained by Challenger Development Inc. to design the Corporate
Drive and Waltman Lane roadway improvements. The Waltman Lane plans show an extensions
of 8-inch sewer and water mains west in Waltman Lane to the entrance at S. Kearney Avenue.
Tanner Creek No. 1 will connect to sewer and water systems of the City of Meridian. Ardurra
Engineers have designed the two vehicular bridges over Ten Mile Creek for the Corporate Drive
extension and for the rebuild of Waltman Lane. The plans,prepared by KM Engineering and
Ardurra, should be submitted to the City of Meridian and Ada County Highway District around
December 1, 2024.
The proposed gross density for this phase of the project is 4.43 dwelling units per acre (du/a),
with a net density of 9.33 du/a. The lots range in size from 3,850 to 7,600 square feet with a
minimum lot size of 3,850 square feet and an average lot size of 4,667 square feet.
The total acreage of the common lots is 2.86. The total qualified open space for this phase is 2.77
acres, 23.61 percent of the site. The central amenity lot consists of 1.71 acres and will be
improved with an open play area, pickleball court, half-basketball court,playground equipment,
benches, a picnic shelter, and 10-foot-wide pathway. A five-foot-wide pedestrian pathway lot
(0.14 acres) has been provided for linkage to Waltman Lane from the northeast portion of the
development. Collector buffers for Waltman Lane and Kearney Avenue along with open areas
equate to 0.92 acres. The common drive (0.05 acres) and the end block buffers (0.04)were not
included in the qualified open space calculations.
All proposed streets will be public and designed to Ada County Highway District standards. The
local streets will be constructed with a 33-foot-wide street section, rolled curb, and a five-foot-
wide attached sidewalk. Kearney Avenue will be constructed to a collector standard with a 36-
foot-wide street section, vertical curb, 8-foot-wide landscape buffer and a 5-foot-wide detached
sidewalk. The sidewalk connection to Ruddy Drive will have to be attached to match the existing
attached walk within The Landing Subdivision No. 9. A landscape island is proposed at Ruddy
Drive as a traffic calming measure to slow vehicles. All storm drainage facilities will be
subsurface seepage beds.

The final plat is in conformance with the approved preliminary plat and meets all requirements or
conditions thereof The final plat conforms with all requirements and provisions of the UDC and
was prepared in conformance with acceptable engineering, architectural and surveying practices and
local standards. The property was rezoned under Ordinance No. 24-2047,which was recorded as
Instrument No. 2024-006173. A development agreement(Instrument No. 2024-07677)has also
been recorded for the project.
