McKee, Commissioner January 10lh 2007 TO: Waltman LLC-Robert Weiner 27305 Mayflower Way Bosie, 10 83709 REP: Evelyn Grime 720 Idaho Street #38 Boise, 10 83702 j "..iJ7 'ciry oi Meridian ('!tv (Ie!"k flffke SUBJECT: MAZ-06-063 Waltman Lane Annexation & Rezone (RUT & R-1 to C-G) The Ada County Highway District has reviewed the submitted application for the above referenced development and determined the following FINDINGS OF FACT: · Waltman Lane is currently improved with 2 travel lanes (approximately 24-feet of pavement), paved shoulders, and no curb, gutter, or sidewalk abutting the site. · Waltman Lane currently has 50-feet of right-of-way abutting the site. · The traffic count for Waltman Lane west of Meridian Road on 10/15/2003 was 375 VTD. · The level of service for Waltman Lane is within the local street planning threshold. · Meridian Road is currently improved with 4 travel lanes, a left hand turn lane, a dedicated right hand turn lane, paved shoulders, and no curb, gutter or sidewalk adjacent to the site (The site doesn't abut Meridian Road). · Meridian Road currently has 120-feet of right-of-way abutting the site. (The site doesn't abut Meridian Road) · The traffic count for Meridian Road north of 1-84 on 06/06/2006 was 56,433 VTO. · The Meridian Split Corridor project is currently under design, and scheduled for construction in 400~. · The applicant should be aware that a connection between Corporate Drive and Waltman Lane is likely with future development in the area. The current location of the terminus of Corporate Drive should be considered with this development, and an alignment or sufficient offset should be accommodated in preliminary design. Additionally, there is an existing stub street to the west of the site that would typically be extended into the site with a development application. Due to the fact that this site will be a commercial use and the subdivision to the west is residential, Staff will likely consider appropriate traffic calming measures. This application is for annexation and rezone only. Listed below are some of the relevant policies that the District may administer when it reviews a future development application (additional policies may be considered with a specific redevelopment application): RELEVANT POLICIES: · District policy 7202.8 and 72-F1A, requires roadways abutting commercial developments to be constructed as a 40-foot street section with curb, gutter and 5-foot concrete sidewalk within 54- feet of right-of-way. . Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with Oistrict policy, 7207.9.1, the applicant should be required to pave the driveway its full width and at least 30-feet into the site beyond the edge of pavement of the roadway and install pavement tapers with 15-foot radii abutting the existing roadway edge. . District policy 7207.9.3 restricts commercial driveways with daily traffic volumes over 1,000 vehicles to a maximum width of 36-feet. Most commercial driveways will be constructed as curb- cut type facilities if located on local streets. Curb return type driveways with 15-foot radii will be required for driveways accessing collector and arterial roadways. Staff recommends that the applicant and/or representative schedule a pre-application meeting with District Staff prior to design and submittal of a formal development application.
